Trump’s second term has brought a mixed trade-policy outlook for Airbus, Boeing and Europe’s aviation sector. A 2025 US–EU framework commits the United States to apply only its most-favoured-nation (MFN) tariff to EU aircraft and aircraft parts, effective September 1, 2025. But a July 2026 US national-security action opened negotiations over aircraft imports and possible future remedies without imposing immediate tariffs. The framework therefore reduces near-term tariff uncertainty; it does not ensure that policy will stay unchanged or prove that either manufacturer has gained or lost business.
What the US–EU framework means for aircraft tariffs
The European Commission’s August 21, 2025 framework statement says the United States will apply only MFN tariffs to EU aircraft and aircraft parts, effective September 1, 2025. That is distinct from the framework’s general treatment for originating EU goods, which is a 15% tariff or the higher MFN rate.
The distinction matters because aircraft and parts receive a specific commitment rather than simply the framework’s general goods rate. It establishes a stated tariff treatment for the covered trade, not a guarantee that future US policy cannot change.
Why tariff certainty is not the same as settled policy
EU implementation
On June 25, 2026, the Council of the European Union said it had formally adopted regulations implementing the tariff-related commitments. The regulations retain mechanisms to respond to significant import surges or to suspend commitments if the United States suspends its own. The Council described the EU action in its approval announcement.

The US Section 232 action
On July 9, 2026, President Trump issued a Section 232 proclamation concerning imports of commercial aircraft, jet engines, and associated parts. It adopts the Commerce Secretary’s finding that these imports threaten US national security and calls for negotiations. The proclamation says no immediate Section 232 aircraft tariffs should be imposed, but leaves alternative remedies open depending on the negotiations and requires an update within 180 days.
The proclamation’s stated rationale includes dependence on foreign supply chains, quality-control concerns, and domestic capacity. Those are the administration’s findings and arguments, not independent proof that European suppliers pose a security problem. The central policy uncertainty is what, if anything, follows the negotiations.

What this could mean for Airbus versus Boeing
Airbus is a European manufacturer and Boeing a US competitor, so trade rules affecting aircraft and parts can shape the conditions in which the companies and their cross-border supply chains operate. The framework’s aircraft-specific MFN treatment supports more predictable US tariff conditions for EU aircraft and parts than would follow from applying the general rate for EU goods.
That policy channel does not establish a competitive result. The available official actions do not quantify changes in Airbus or Boeing orders, deliveries, market share, prices, or production plans. It would be premature to say the framework has handed Airbus a sales advantage, protected Boeing’s position, or shifted the rivalry in either direction.

Stakeholder reactions should also be read as perspectives rather than measured outcomes. Delta Air Lines said the agreement “preserves a zero-tariff environment on aircraft and component parts,” in a statement reproduced by the Office of the US Trade Representative. That describes the airline’s view of the framework; it is not an independent estimate of effects on either manufacturer.

Aircraft and parts trade crosses the Atlantic, and the July 2026 proclamation covers imports of aircraft, engines, and associated parts. That makes the negotiations relevant beyond Airbus and Boeing: policy changes could matter to suppliers and operators that depend on cross-border trade. But the cited policy documents do not measure effects on European airlines, airport activity, aerospace employment, supplier revenues, investment, or operating costs. No country-specific or company-specific impact can be inferred from them.

The scale of the wider economic relationship provides context, not an aviation estimate. The Council reported more than €1.7 trillion in EU–US goods and services trade in 2025 and over €4.8 trillion in mutual investment stocks in 2024. Neither figure isolates aviation trade or aviation investment.
Likewise, Delta stated that the United States has a $104 billion annual aerospace trade surplus in its statement reproduced by USTR. That is the company’s figure, not an independently validated aviation-sector estimate in the cited material.
