Fred Hutch leaders warned in February 2025 that a proposed federal cap on National Institutes of Health (NIH) indirect-cost reimbursements could put shared research infrastructure—and the work that depends on it—at risk. GeekWire reported that the proposal’s 15% cap could jeopardize about $125 million in annual support for Fred Hutch. That was a projection of potential exposure, not a confirmed loss.
What was proposed, and what did Fred Hutch warn?
The dispute centered on a proposed NIH limit that would cap reimbursement for indirect costs at 15%. Fred Hutch said 70% of its research funding comes from federal grants, making federal research policy significant to the center’s operations.
On February 18, 2025, Fred Hutch president and director Dr. Tom Lynch described the potential consequences conditionally: “it would have a chilling, dramatic, horrific effect on our ability to do research,” as quoted by GeekWire. The center said reduced support could affect access to clinical trials, precision medicine, genetic sequencing, and data-science innovation. Those were risks identified by Fred Hutch, not outcomes measured after the proposal.
GeekWire reported Fred Hutch’s estimate that roughly $125 million in annual support could be at risk under the proposed cap. The figure describes projected exposure under the proposal; it does not establish that Fred Hutch ultimately lost that amount. GeekWire’s February 18, 2025 report.

What are indirect costs, and how do they differ from direct costs?
Direct costs can be assigned to a particular grant or research project. Indirect costs pay for shared facilities, services, and operations that support many projects, so they cannot be neatly charged to just one grant. Fred Hutch describes these as part of the cost of conducting research, not as unrelated overhead.

Fred Hutch’s March 25, 2025 explanation of indirect costs says the federal government negotiates rates with each institution and that rates vary by institution and research setting. For the most recent fiscal year covered in that article, Fred Hutch reported negotiated rates of 76% for on-site research and 32% for off-site research. These are figures reported in 2025, not confirmed current rates for 2026.

In the same explainer, Fred Hutch CFO David Browdy said the center’s actual facilities and administration costs were closer to 84%, with other revenue sources covering the difference. He explained: “The difference between what we get from the NIH and what we spend on our research has to be made up from other sources, including things like philanthropy, intellectual property revenue, and earnings on our investments,”

On January 30, 2026, Senator Maria Cantwell’s office said a Senate-passed funding package provided NIH with $48.716 billion in base discretionary funding and rejected a proposed 40% agency cut. That is a later development than the 2025 indirect-cost-cap proposal, but the senator’s release documents Senate passage; by itself, it does not establish final enactment or the implementation status of every proposal.

Cantwell’s office also said NIH funding supported more than 12,000 jobs and over $3 billion in economic activity across Washington. Those figures refer to Washington statewide, not to Fred Hutch alone. See the January 30, 2026 release from Senator Cantwell’s office.
What the figures do—and do not—show
The proposed cap and Fred Hutch’s estimated exposure explain why the center warned about shared research capacity. They do not show that a specific number of clinical trials, patients, jobs, or discoveries were lost. The cited material does not quantify such losses attributable to the proposal, nor does the Senate funding announcement establish a complete legal or implementation history through October 8, 2026.
