Those shifts may reach Bitcoin and DeFi through interest rates, risk appetite, dollar funding, stablecoin flows, collateral values and borrowing costs. But the evidence does not establish a reliable direct rule that a rising Treasury General Account (TGA) makes Bitcoin or DeFi tokens fall—or that a falling TGA makes them rise.
What “Treasury liquidity” means
The phrase can refer to two different things. Reserve liquidity concerns cash balances banks hold at the Federal Reserve and other parts of the Fed’s balance sheet, including the TGA and the overnight reverse repurchase facility (ON RRP). Treasury-market liquidity means how easily investors can buy or sell Treasury securities without moving their prices significantly. These measures are related to financial conditions in different ways; they are not interchangeable.

For crypto, the useful question is not simply whether “liquidity” went up or down. It is which measure changed, what offset it, how funding markets responded, and whether the change altered conditions relevant to the particular asset or activity.

How Treasury cash flows can affect bank reserves
The TGA is the U.S. Treasury’s checking account at the Federal Reserve, as New York Fed official Michael J. Fleming described it in a February 12, 2026 speech. It is a Fed liability, as are bank reserve balances. If Treasury cash rises, bank reserves can fall mechanically when the Fed’s assets and other relevant liabilities do not offset the movement. When the Treasury spends from the account, the flow can run the other way, increasing reserves as payments reach the private sector.

This is balance-sheet plumbing, not a claim that each dollar entering or leaving the TGA moves directly into stocks or crypto. The eventual effect depends on the other changes occurring at the same time—including Fed operations, currency in circulation, ON RRP use, and banks’ demand for reserves. In a February 2026 speech, Fleming used a stylized illustration with about $2.9 trillion in reserves and about $950 billion in the TGA; those figures describe the illustration, not a live market reading.
Issuance, spending and offsets
Treasury borrowing can raise the TGA when proceeds are received, while government spending draws it down. The size and timing of the reserve effect depend on who buys the securities, how purchases are financed, when the Treasury spends, and what else is happening on the Fed’s balance sheet. ON RRP balances and reserve-management operations can also change how a given Treasury cash flow is reflected in reserves.
The New York Fed’s March 26, 2026 discussion distinguished reserve-management purchases (RMPs) from large-scale asset purchases: RMPs are intended to maintain ample reserves and “do not represent a change in the stance of monetary policy.” It is therefore misleading to treat every Fed balance-sheet expansion—or every increase in reserves—as monetary easing.

Why Treasury issuance and QT can matter to repo funding
Treasury issuance adds securities that private investors must finance and absorb. Quantitative tightening (QT), by shrinking the Fed’s holdings, can also change the supply of reserves and securities in private hands. The interaction can affect the sensitivity of repo rates to issuance, especially when reserve balances or ON RRP take-up are less available to absorb funding pressure.
A Federal Reserve Board study by Lucy Cordes and Sebastian Infante, first published February 12, 2025 and updated July 1, 2026, found that repo-rate sensitivity to Treasury coupon issuance tended to rise during QT episodes. It also found that higher reserve balances and greater ON RRP take-up muted sensitivity to coupon issuance. In the authors’ recent-period estimate, a $100 billion increase in coupon issuance was associated with an increase of approximately 5–6 basis points in the TGCR–ON RRP spread. The estimation data ended November 30, 2024, and the source page notes a July 2026 data correction. This is evidence about repo funding—not an estimate of Bitcoin or DeFi token returns.
How funding conditions might reach crypto
A plausible transmission path is:
Treasury taxes, borrowing and spending → TGA and reserve composition → short-term funding rates and broader financial conditions → risk appetite and crypto-specific channels → token prices and DeFi activity.

This is a possible chain, not a guaranteed sequence. Several links may be weak or offset, and markets can respond to expectations before a cash flow occurs. Rates, dollar funding and investors’ willingness to hold risky assets may matter more than the TGA’s direction on a particular day.
Bitcoin’s changing macro sensitivity
Studies do not support one permanent description of Bitcoin’s relationship with macroeconomic news. A New York Fed staff report, “The Bitcoin–Macro Disconnect” (February 2023), used intraday macro-news data and found Bitcoin orthogonal to monetary and macroeconomic news in its sample. A Chicago Fed working paper, “Crypto Is Coming of Age: The Case of Bitcoin’s Rising Beta” (August 2026), found that Bitcoin’s equity exposure rose substantially and became statistically positive around 2020; its estimated exposure to Treasury bond returns was not distinguishable from zero.
These findings use different periods and research designs. They suggest that Bitcoin’s connection to macro conditions can change, and that its relationship with equities need not match its relationship with bonds. Neither study establishes a direct causal effect from TGA movements or Treasury issuance to Bitcoin prices.

Stablecoins, collateral and DeFi borrowing
For DeFi, a policy-driven change in financial conditions can matter through more than token prices. Stablecoins are used for settlement and as a source of liquidity; tokens can serve as collateral; and borrowing, leverage and liquidations can amplify price moves. If collateral values fall, a leveraged position may face liquidation or require more collateral. If borrowing conditions change, users’ willingness to borrow and the amount of activity supported by credit may also change.
A 2024 BIS working paper on stablecoins, money-market funds and monetary policy reports that contractionary U.S. monetary-policy shocks affect both prime money-market-fund assets and stablecoin market capitalization, but in opposite directions. It also describes falling crypto prices and reduced stablecoin demand under tightening. A February 2023 preprint examining data through December 2022 reports negative BTC and ETH reactions to unexpected rate increases in its sample, policy-related volatility for assets used as Ethereum DeFi collateral, and relationships between unexpected policy changes and some borrowing rates, debt and total value locked (TVL).

Do Treasury liquidity changes predict Bitcoin’s direction?
No dependable directional rule is established. The available studies examine balance-sheet mechanics, repo spreads, macroeconomic news, monetary-policy shocks, stablecoin behavior and DeFi outcomes. They do not identify a general direct TGA-to-token-price effect. A change in the TGA may coincide with other forces that push crypto prices in the opposite direction or dominate the market’s response.
Possible competing influences include changing rate expectations, risk appetite, exchange-traded product flows, leverage and liquidations, stablecoin issuance or redemptions, regulatory news, asset-specific events and liquidity conditions across trading venues. These are factors to consider, not a claim that any single one explains a particular move.
How to assess a liquidity claim
Before interpreting a chart or headline, pin down what it measures and what outcome it is supposed to explain. A proxy sometimes described as “net liquidity”—for example, Fed assets minus the TGA and ON RRP—combines selected balance-sheet series. It is not a complete measure of market liquidity: it can omit reserve demand, private credit conditions and other forces. Its usefulness depends on the series chosen, frequency, geography and period.
- Identify the indicator: Is the claim about TGA cash, bank reserves, ON RRP, Treasury issuance, repo rates, or the cost and ease of trading Treasuries?
- Check direction, timing and offsets: Did the measure actually change as described? Were Fed operations, spending, reserve demand or other balance-sheet movements occurring at the same time?
- Specify the crypto outcome: Bitcoin or Ether price, stablecoin capitalization, collateral value, a borrowing rate, debt or TVL are different measures and may respond differently.
- Read the evidence design and period: A balance-sheet identity, historical association, intraday news response and causal estimate answer different questions. Check the dates and sample rather than treating a past relationship as a current rule.
- Consider alternatives: Look for changes in rates, leverage, flows, regulation or asset-specific news that could explain the move or confound the relationship.
Do not confuse Treasury-market liquidity with reserve liquidity
Trading liquidity in Treasury securities refers to the cost and ease of executing a trade. A New York Fed study by Tobias Adrian, Michael J. Fleming and Erik Vogt, revised in January 2023, constructs a daily Treasury-market liquidity index using bid–ask spreads, quoted depth and price impact. It reports drivers including announcements, implied volatility and high-frequency trader presence. That index describes conditions in the Treasury securities market; it is not a measure of bank reserves or an all-purpose “net liquidity” reading.
Similarly, evidence about how information reaches DeFi markets should not be repurposed as evidence about Treasury flows. A 2025 New York Fed study of DeFi hack events reported that roughly 36 percent of the total 24-hour price decline—approximately 27 percent in the events examined—occurred before public announcement. The result concerns price discovery around those hacks, not a general finding about Treasury liquidity or all DeFi token prices.
