Individual investors can buy U.S. Treasury bills, notes, bonds, Treasury Inflation-Protected Securities (TIPS), and Floating Rate Notes (FRNs) at public auctions. The simplest route is a noncompetitive bid through TreasuryDirect: you specify the dollar amount, accept the auction’s result, and receive the full requested amount when the bid complies with Treasury’s rules and limits. A bank, broker, or dealer can also submit noncompetitive bids and can provide access to competitive bidding.
The auction determines the price and return. Because dates, closing times, offering amounts, and terms can change, the announcement for the specific auction is the controlling document.

What a Treasury auction is
The U.S. Department of the Treasury finances the federal government by selling marketable securities through public auctions. In 2025, Treasury reported 444 public auctions and approximately $29.7 trillion in Treasury marketable securities issued. That figure is Treasury’s own total for calendar year 2025, not a forecast of future issuance.

Marketable securities sold at auction include:
- Treasury bills: The auction uses a discount rate.
- Treasury notes: The auction uses a yield.
- Treasury bonds: The auction uses a yield.
- Treasury Inflation-Protected Securities (TIPS): The auction uses a yield.
- Floating Rate Notes (FRNs): The auction uses a discount margin.
Savings bonds are a different product. They are purchased without an auction and cannot be sold or transferred, so the Treasury-auction process described here does not apply to them.

The four stages of an auction
1. Treasury announces the offering
Treasury publishes an announcement identifying the security, offering amount, auction date, issue date, maturity date, applicable terms, and the deadlines for submitting bids. The announcement also provides the security’s identifying information, including its CUSIP, and explains when bids close through each eligible channel.
Recurring auction patterns are only tentative. Treasury can move an auction or change its terms because of financing needs, policy decisions, debt-limit action, holidays, or other circumstances. Use the current announcement rather than relying on a calendar pattern or an old schedule.
2. Investors submit bids
Investors choose either a noncompetitive bid or a competitive bid. TreasuryDirect accepts noncompetitive bids only. Banks, brokers, and dealers may offer both types, subject to their own processes and deadlines.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errors3. Treasury determines awards
Treasury accepts compliant noncompetitive bids and then considers competitive bids, starting with the lowest offered return and moving upward until the offering is allocated. The return measure depends on the security: bills use a discount rate, notes, bonds, and TIPS use a yield, and FRNs use a discount margin.
4. Treasury issues the securities
On the issue date, successful bidders pay for and receive the securities through TreasuryDirect or the intermediary they used. Treasury’s process material states that an accepted bid makes the bidder responsible for full payment.
Noncompetitive and competitive bids
Your bid type controls both what you choose and what uncertainty you accept.

| Feature | Noncompetitive bid | Competitive bid |
|---|---|---|
| What you specify | Dollar amount only; you accept the auction-determined return. | An acceptable return: discount rate for bills, yield for notes, bonds, and TIPS, or discount margin for FRNs. |
| Where available | TreasuryDirect, banks, brokers, and dealers, subject to provider procedures. | Banks, brokers, and dealers; TreasuryDirect does not accept this type. |
| Allocation | A compliant bid is awarded the full requested amount within the applicable limit. | The award can be full, partial, or zero, depending on the return specified and the auction’s allocation. |
| Return certainty before the auction | None. You agree to the result established at auction. | You set a threshold, but the bid can fail to receive an award. |
You cannot use both methods in the same auction. Decide first whether your priority is a straightforward allocation at the auction result or control over the minimum acceptable return with the possibility of receiving less than requested—or nothing.
How to buy through TreasuryDirect
TreasuryDirect is the direct online channel for an individual investor who wants a noncompetitive bid. The exact account, funding, and settlement instructions shown on the service can change, so follow the current TreasuryDirect screens and the offering announcement.
- Choose the security and term. Select the bill, note, bond, TIPS, or FRN that matches the time period and product characteristics you need. The auction material does not promise a particular future return.
- Find the current announcement. Confirm the CUSIP, offering amount, auction date, issue date, maturity date, terms, and the TreasuryDirect bid-closing time for that issue.
- Open or use your TreasuryDirect account. Complete the current account and identity steps displayed by TreasuryDirect, and verify how payment will be drawn for the selected issue.
- Enter a noncompetitive purchase amount. TreasuryDirect states that marketable securities can be purchased in $100 increments. It also states that noncompetitive bids are capped at $10 million per auction. The announcement and current TreasuryDirect rules control if those limits change.
- Submit before the stated deadline. A submission after the closing time is not a valid way to participate in that auction. Do not assume the deadline is the same as a prior issue.
- Keep funds available through settlement. If the bid is accepted, you are responsible for full payment by the issue date under TreasuryDirect’s process.
- Check the award and final terms. TreasuryDirect publishes auction results. Review the amount awarded, actual purchase price, and return after the auction rather than treating a scheduled purchase as having a known yield.
How to participate through a bank, broker, or dealer
An intermediary can be useful if you want competitive bidding, already hold Treasuries in an existing account, or prefer that provider’s settlement workflow. The intermediary’s security availability, internal cutoff time, fees, and settlement instructions are provider-specific.
- Ask what the provider supports. Confirm whether it accepts noncompetitive bids, competitive bids, or both for the specific issue.
- Request the provider’s deadline. A bank, broker, or dealer may stop accepting orders before Treasury’s public deadline so it has time to submit and process them.
- Identify the bid type in the order. A noncompetitive order accepts the auction result. A competitive order must state the correct return measure for the security and carries allocation risk.
- Confirm the amount, fees, and funding. Check the provider’s minimums, increments, charges, and how funds will be debited on settlement. These details are not uniform across intermediaries.
- Review the confirmation. After the auction, verify whether the award was full, partial, or absent, and check the final price and return shown in the account.
| Participation question | TreasuryDirect | Bank, broker, or dealer |
|---|---|---|
| Bid types | Noncompetitive only | Competitive or noncompetitive, depending on provider process |
| Choosing the return | You accept the auction result | Competitive bidders specify an acceptable return; noncompetitive bidders accept the auction result |
| Allocation certainty | A compliant noncompetitive bid is awarded within applicable limits | Noncompetitive awards follow auction rules; competitive awards can be full, partial, or zero |
| What to verify | Account setup, funding method, current auction instructions, and deadline | Security availability, internal deadline, fees, funding, and settlement process |
How Treasury sets the auction price
Treasury marketable securities use a single-price auction. Competitive bids are ranked from the lowest offered return upward until Treasury has allocated the offering. Successful bidders pay the price corresponding to the highest accepted competitive return. In practical terms, successful noncompetitive bidders and successful competitive bidders receive the same auction price for that issue, even though competitive bidders stated their own return thresholds.
A competitive bid is therefore not a request to pay whatever price you choose. It is an instruction about the return you will accept. If your stated return is outside the range Treasury accepts, your order can receive no allocation. If the auction accepts only part of the quantity available at that return, your allocation can be partial.
A noncompetitive bid removes that return-selection decision. You commit to the amount and let the auction establish the price and return. For an individual investor who does not need to set a yield threshold, that is the simpler process.

Amounts, payment, and settlement
Purchase increments
TreasuryDirect says marketable securities can be purchased in $100 increments. Confirm the current denomination and order-entry rules displayed for the issue before submitting an order.
Noncompetitive limit
TreasuryDirect states that noncompetitive bids are limited to $10 million per auction. This is a per-auction cap, not a statement that every account or intermediary uses identical limits. Check the announcement and the current rules when placing a large order.
Funding responsibility
An accepted bid creates an obligation to pay in full. Make sure the linked funding source or intermediary account can cover the purchase by the issue date. A provider may impose an earlier funding cutoff or additional requirements.
Dates, deadlines, and results to verify
Three dates matter most:
- Auction date: Treasury accepts and evaluates bids.
- Issue date: The awarded securities are issued and payment is settled.
- Maturity date: The date identified in the announcement for that security’s term.
The announcement also contains bid-closing times. Treasury publishes current auction announcements and schedules, but a recurring pattern is not a guarantee of a future date. Before every order, compare the security name, CUSIP, offering amount, auction date, issue date, maturity, terms, and closing time with the latest notice.
Scheduled purchase information does not establish the final return. Treasury determines the actual price and return in the auction, and TreasuryDirect publishes the results afterward. Use those results and your account confirmation to verify what you bought and at what price.

Choosing the wrong bid type
Problem: You expect to set a return through TreasuryDirect or accidentally submit a competitive order when you need a straightforward allocation.
Fix: Remember that TreasuryDirect accepts noncompetitive bids only. Use an eligible intermediary for a competitive bid, and submit only one bid type for the auction.
Assuming a competitive bid will be filled
Problem: Your requested return is not accepted or the issue is allocated before your bid is reached.
Fix: Treat a competitive award as uncertain: it can be full, partial, or zero. Use noncompetitive bidding when accepting the auction result is more important than setting a threshold.

A practical decision framework
- Use TreasuryDirect and a noncompetitive bid when you want the direct TreasuryDirect route, can accept the auction-determined return, and your amount fits the applicable rules.
- Use a bank, broker, or dealer with a noncompetitive order when you prefer that provider’s account or settlement process but do not need to set a return threshold.
- Use a bank, broker, or dealer with a competitive order only when specifying an acceptable rate, yield, or discount margin is important and you understand that the award may be partial or zero.
Whichever route you choose, the same issue-specific announcement governs the security, amount, dates, terms, and closing time. The auction—not the investor, a calendar estimate, or a scheduled purchase screen—determines the final price and return.
