The route to your crypto depends on which situation applies. If the exchange holds the assets in custody, a balance shown in your account is not a private key you can use to move the crypto yourself.
Act methodically rather than repeatedly guessing passwords, installing unfamiliar software, or responding to people who promise instant recovery. Establish the provider’s status, preserve evidence, and use only independently verified official channels. Recovery may be possible in some cases, but no general procedure guarantees that an inaccessible custodial balance will be returned.

Start by identifying what “no longer accessible” means
Three different problems can look alike from a customer’s perspective: you may be locked out of an otherwise operating account; the exchange may be preventing withdrawals across its platform; or the exchange may be winding down or in a formal insolvency proceeding. Each has a different next step. A withdrawal pause can be technical or related to liquidity problems, but the pause alone does not establish what will happen to customer assets.

The exchange’s name may not be the legal entity that held your account, so verify the entity named in your customer agreement and in official notices.

A quick comparison before you act
Ask six questions. Who controls the keys or assets: you or the platform? Does the failure affect only your account or customers generally? Is the provider operating, paused, winding down, or in formal insolvency? Is the available official channel ordinary account recovery, customer support, or an officeholder’s claim process? Do you have records and is there a stated deadline? Which legal entity, contract, and jurisdiction govern the relationship? Writing down the answers can prevent you from using a self-custody solution for a custodial problem or missing a formal filing window.
Preserve your records before taking more action
Save evidence while it is still available. If you later need to show what the account displayed, what you deposited, or when you requested a withdrawal, contemporaneous records are more useful than recollection. California’s Department of Financial Protection and Innovation (DFPI) advises customers to account for their assets and locate the account agreement.
- Download account statements, balance histories, and deposit and transaction records.
- Save screenshots showing asset names, balances, account identifiers, error messages, and the date and time. Keep the original files where possible.
- Record deposit and withdrawal addresses, transaction IDs, and any blockchain transaction details you already have.
- Keep identity-verification records, support messages, ticket numbers, and a dated log of contact attempts and failed withdrawals.
- Save the customer agreement and any account-specific terms. Note the legal entity, governing-law language, and any stated process for disputes or withdrawals.
- Store copies somewhere you can access if the exchange’s site or app becomes unavailable. Protect these records; do not include passwords, one-time codes, private keys, or recovery phrases in ordinary support correspondence.
If you cannot download records, capture what remains visible and make a dated note of what you tried to retrieve. Do not alter screenshots or transaction records. Keep a simple chronology: the last successful login, the first failed login or withdrawal, notices received, support requests, and any change in the provider’s public status. That chronology can help an adviser or officeholder understand the account without relying on memory.
Preserve email headers and the full text of important messages where possible. A screenshot alone may omit the sender address or a link destination. Save copies of notices as they appeared, but verify them against an independently reached official page before acting. If a notice requests identity documents or payment, confirm the request through the provider’s known website, app, or the appointed officeholder’s published contact details.
If you cannot log in but the exchange is operating
For a customer-specific login or identity-verification problem, the exchange’s official recovery process is the relevant route. A wallet, device, or recovery phrase cannot reset the credentials for a custodial exchange account. The exact reset steps depend on the provider, and there is no single procedure that applies to every exchange.
- Go to the official service independently. Type a web address you already know or use an app you previously installed from its official source. Avoid links in unsolicited emails, texts, direct messages, or search advertisements.
- Use the account-recovery or identity-verification route offered there. Follow the provider’s instructions; do not send identity documents to an address or account that you have not verified through the official service.
- Keep a record of the attempt. Save the date, any confirmation, and the support ticket number. If you contact support again, refer to the existing ticket rather than creating conflicting accounts of the problem.
- Wait for the provider’s stated review process and respond through verified channels. Do not disclose a password or one-time authentication code to someone claiming to be support. A genuine recovery process should be initiated through the provider’s official service.
Check whether the obstacle is a forgotten password, a lost authentication device, a changed phone number, an identity-review request, or an account security hold. Describe the symptom accurately rather than opening multiple accounts or submitting repeated identity documents. If the provider asks for a selfie, identification, or other verification, use only the secure upload path shown after you sign in to the known service or reached through its published help center.
If you still have an authenticated session on an old device, do not sign out until you have saved records and checked the provider’s official instructions. An active session does not give you the private keys, but it may let you document balances or open a support case. Avoid changing security settings in response to an unsolicited message, and do not transfer assets to an address supplied by a supposed agent.

If the provider no longer responds or announces a general suspension while you are trying to recover access, reassess the situation using the distinction above. A personal login problem and a platform-wide inability to withdraw are not the same issue, even if both leave you unable to move the assets.
If the exchange will not let you withdraw
When withdrawals fail for multiple customers or the provider announces a pause, the exchange still controls processing for assets held in its custody. Check the provider’s official status notices and support communications for the stated scope, affected assets, and any instructions. Record each attempted withdrawal and the result, including any displayed error and transaction reference.
Look for distinctions between a single network being unavailable, one asset being temporarily disabled, and a platform-wide suspension. Do not assume that a successful deposit address or a visible balance means an outgoing transfer can be completed. If support gives a reason for the pause, save that explanation and its date, but do not treat an estimated reopening as a guarantee.
Do not try to bypass the platform by buying a hardware wallet or entering a supposed exchange recovery phrase into another wallet. A hardware wallet can hold crypto you control after a valid transfer reaches it; it cannot compel a custodian to approve a transfer. A withdrawal suspension also does not, by itself, prove that the assets are lost or that they will be returned.
Regulatory rules are jurisdiction-specific. In an EU MiCA context, ESMA Q&A ESMA_QA_2320, dated 1 November 2024 and updated 18 February 2026, says providers of custody and administration must have procedures to return clients’ crypto-assets or means of access as soon as possible. The answer also discusses voluntary conversion at a customer’s request at withdrawal, subject to the provider’s execution policy and authorization. This clarification is not a guarantee that a particular provider can meet a request, especially if it is inaccessible or insolvent, and it should not be treated as a universal rule outside its scope.
If you can still sign in, use the official support form to report the failed withdrawal and keep the confirmation. State the asset, amount, destination network, date, and error exactly as shown, but never include a private key, seed phrase, password, or one-time code. If the exchange later publishes a customer-information request, your earlier records can help reconcile the account.
If the exchange has closed or entered insolvency
Once a formal proceeding begins, this may no longer be a routine withdrawal request. You may need to make a claim under the process announced by the administrator, trustee, liquidator, or court. Confirm the exact company in the proceeding and whether it is the same legal entity that held your account; a platform’s trading name may not identify the relevant debtor.

- Verify the proceeding independently. Find the notice through the relevant court, regulator, or appointed officeholder rather than relying only on a forwarded message.
- Read the official instructions in full. Check which customers or assets are covered, what evidence is requested, how to submit a claim, and how the officeholder will communicate.
- Track dates and deadlines. Record the filing window and any later notices. Do not assume that a support ticket, an earlier withdrawal request, or a message to the exchange counts as a formal claim.
- Submit only through the stated channel and retain proof. Keep the claim, attachments, submission confirmation, and any correspondence together with your account records.
- Seek advice if the amount or dispute warrants it. A licensed lawyer or insolvency adviser in the relevant jurisdiction can assess how the agreement, your location, the entity, custody arrangement, and proceeding affect your options.
Read notices for distinctions between unsecured claims, segregated customer property, and any conversion or distribution procedure. The applicable treatment depends on the contract, custody structure, governing law, and facts of the proceeding; a general article cannot classify your assets. If a form asks you to select an asset value or currency, follow the form’s instructions and preserve the records used to calculate your answer.

Recovery and timing are uncertain. The UK Insolvency Service’s creditor guidance states: “If the person or company has no assets you will not get your money back.” California DFPI also notes that bankruptcy can take a long time and outcomes depend on the individual facts. Neither a displayed account balance nor a submitted claim alone establishes that assets will be returned, in what form, or when.
UK Insolvency Service guidance about an official receiver gathering information on a bankrupt person’s wallet and notifying a provider concerns insolvency administration. It is not a customer procedure for retrieving crypto and does not promise that customers will receive assets. Do not infer from a notice about a bankrupt person’s wallet that a customer can use a wallet application to seize assets held by an exchange.
Why a wallet or recovery phrase cannot unlock an exchange account
Custody is the key distinction. In a custodial exchange arrangement, the provider operates the account and controls the assets held through its systems and contractual arrangements. Customers ordinarily need the exchange to process a withdrawal. The account balance is a record of the customer’s position with the provider, not proof that the customer independently holds the private keys to those assets.
With self-custody, the holder controls the private key or recovery method used to access a wallet. The Canadian federal consumer agency warns that losing a private key means losing access to the wallet. The UK Financial Conduct Authority (FCA) describes self-custody in terms of the user exercising control while the provider lacks a means to bring about a transfer. That control is different from having an account at a custodian.
As a result, a seed or recovery phrase for a wallet you control will not restore exchange credentials, lift a platform-wide withdrawal pause, or force a company in insolvency to return assets. A phrase is sensitive access information: never give it to someone who contacts you claiming to recover an exchange balance.
A hardware wallet may be a sensible destination for future self-custody after a legitimate withdrawal, but purchasing one now does not create a right to withdraw and does not reveal keys held by the exchange. Likewise, a separate authentication security key may help only with a provider that supports it and only through the provider’s normal account-recovery process. No physical device replaces the exchange’s authorization or an insolvency claim.

Protect yourself from “recovery” offers
People locked out of accounts may be targeted by unsolicited offers of access, recovery tools, or guaranteed results. California DFPI warns: “People should be especially cautious about offers of ‘help’ or ‘tools’ to provide access otherwise denied.” Treat any unexpected offer as a risk, particularly if it asks for payment, credentials, one-time codes, private keys, or a recovery phrase.
- Verify a supposed support contact against the provider’s official website or app, not the contact details in the message.
- Verify insolvency-related communications against notices from the official administrator, liquidator, trustee, or court.
- Do not install software, connect a wallet, or transfer crypto because an unsolicited contact tells you it is necessary to recover an exchange account.
- Do not pay a stranger who promises to unlock a custodial balance. A third party cannot use your separate wallet to override the exchange’s controls.
- Be cautious of forms that request a seed phrase, remote access to your computer, a “release fee,” or a test transfer. Those requests are not proof that the sender is authorized.
If you already disclosed credentials or a recovery phrase, use the legitimate provider’s security instructions immediately. For a self-custody wallet whose phrase was exposed, move assets to a new wallet you create securely, if you still control the account and can do so safely. That precaution concerns the separate self-custody wallet; it does not recover an exchange balance.
What determines your options
There is no general method that guarantees crypto can be withdrawn from an inaccessible exchange. The practical path depends on the circumstances of the account and the provider:
- Who controls the keys or assets: whether you have self-custody or the platform holds assets under its custody arrangement.
- How broad the problem is: whether it affects only your login or withdrawals across the platform.
- The provider’s status: operating, temporarily paused, winding down, or in a formal proceeding.
- The available official channel: account recovery and support, or a claim process run by an officeholder or court.
- Your records and deadlines: what evidence you retained and whether a formal claim window applies.
- The contract and jurisdiction: which legal entity and governing terms apply, where you are located, and which proceeding has authority.
Those factors can change what steps are available, but the general guidance cannot determine your entitlement or predict an individual recovery. For a material balance or a contested claim, get advice from a qualified professional in the relevant jurisdiction rather than relying on a general online procedure.
Frequently asked questions
What if my exchange won’t let me withdraw?
First determine whether the failure affects only your account, one asset or network, or customers generally. Check verified status notices, save the error and transaction reference, and submit a support request through the official service. A pause may be technical or connected to liquidity problems; it does not alone prove either loss or repayment.
How do I get my crypto out if I can’t log in?
If the exchange is still operating, use its independently verified account-recovery and identity-verification process. Keep ticket numbers and dates. A hardware wallet, seed phrase, or separate app cannot reset a custodial exchange login.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
What happens to crypto on an exchange that shuts down?
The outcome depends on the legal entity, custody arrangement, contract, and applicable proceeding. Follow notices from the administrator, trustee, liquidator, or court, and submit any required claim before the stated deadline. A visible balance is not a guarantee of return, timing, or a particular form of payment.

Can a hardware wallet recover coins from a failed exchange?
No. It can store crypto after the exchange authorizes and completes a transfer, but it cannot access keys controlled by the exchange, override a withdrawal suspension, or force an insolvent company to return assets.
Should I give support my seed phrase or one-time code?
No. Do not disclose passwords, one-time codes, private keys, or seed and recovery phrases to unsolicited contacts or in ordinary support correspondence. Use only the secure verification process reached through the provider’s known official service.
Does an old support ticket count as an insolvency claim?
Not necessarily. Read the proceeding’s instructions and submit a formal claim through the stated channel unless the officeholder expressly says an existing record is sufficient. Keep proof of every submission.

No universal timetable applies. Account reviews, withdrawal pauses, and insolvency proceedings follow different processes, and bankruptcy can take a long time. Do not rely on an unverified promised date.
Do EU rules guarantee that I can withdraw?
No. ESMA Q&A ESMA_QA_2320, dated 1 November 2024 and updated 18 February 2026, addresses procedures for returning client crypto-assets or means of access by providers in the EU MiCA context. Its scope, authorization requirements, and the provider’s execution policy matter; it is not a universal guarantee for an inaccessible or insolvent exchange.
Frequently Asked Questions
What is the first thing to do when an exchange is inaccessible?
Identify whether the problem is a personal login lockout, a platform-wide withdrawal suspension, or closure or insolvency. Then preserve records and use only independently verified official channels.
Can I recover custodial crypto with a recovery phrase?
No. A recovery phrase controls a self-custody wallet. It cannot restore exchange credentials, override a withdrawal pause, or force an insolvent provider to transfer assets.
Recommended Free Tools
Where do I file if the exchange is bankrupt?
Follow the official instructions from the administrator, trustee, liquidator, or court for the exact legal entity. Track deadlines and retain proof of any formal claim.
Are crypto recovery services safe?
Treat unsolicited offers as a scam risk, especially when they request payment, passwords, codes, private keys, seed phrases, remote access, or a test transfer. Verify every contact independently.
The Bottom Line
Separate a login problem from a withdrawal pause and from formal insolvency. Preserve statements, transaction details, identity records, correspondence, and the customer agreement; verify the legal entity and every official contact independently. Use the exchange’s recovery process while it operates, or follow the administrator’s formal claim process after closure. A hardware wallet or recovery phrase cannot unlock custodial funds, and no adviser can promise a recovery that the provider or proceeding cannot deliver.
