How to Verify Qatar Property Ownership and Title Deeds Before Buying

Use Qatar’s Ministry of Justice registry services to check the recorded owner, property details and status before buying. Compare the record with the original deed and plan, and verify non-Qatari eligibility separately.

Verify ownership through Qatar’s Ministry of Justice (MOJ) Real Estate Registration Department—not from a seller’s deed image alone. Request a property- or unit-specific ownership statement, compare its details with the original title deed and registration or site plan, and use the MOJ sale-transfer process to check the property’s data, status, record and owners before completing the purchase. Non-Qatari buyers must separately confirm that the property and location qualify under current ownership rules.

Which records verify ownership in Qatar?

The MOJ Real Estate Registration Department registers real estate and transactions, records final judgments, regulates title deeds and in-kind rights certificates, and provides registration data and copies. It also offers registration services electronically through Sak. For a buyer, that makes the Ministry’s property-specific registry information the key check against the seller’s documents. An ownership statement can be requested for different purposes, including ownership of a particular property or unit, previous and current ownership of it, ownership during a specified period, an owner’s prior holdings, or a property or unit mortgaged to a specified entity. Choose the report type that fits the question you need answered. The Ministry’s Issuance of Ownership Statement page lists a QAR 50 transaction fee, subject to exemptions stated in Minister of Justice Decision No. 5 of 2026.

Access rules may apply when a request concerns another person’s information or ownership history. Confirm with MOJ what you are authorized to obtain; a public service description does not establish that every prospective buyer can access another person’s complete history.

How to check a Qatar title deed before buying

  1. Identify the exact property or unit. Ask the seller for the original title deed and the property, site or registration plan. The MOJ sale-transfer service lists the original deed among its required documents.
  2. Request the relevant ownership statement. For a purchase, seek a statement tied to the specific property or unit. If prior ownership or mortgage-related information matters, select the corresponding report type and check access requirements.
  3. Match the people and property details. Compare the registered owner or owners and their shares with the seller’s identity, the deed and the transaction documents. Check that property or unit identifiers and plan details correspond. Do not rely on a deed image supplied by the seller as a substitute for current registry verification.
  4. Check the MOJ transfer record before completion. The Ministry’s Transfer of ownership by sale service lists checks for property or unit data, status, record and owners. It requires the original title deed, a client identification document, authorization if applicable, and proof of payment.
  5. Pause if any detail conflicts. Resolve differences in names or identity, property identifiers, area or plan, ownership shares, or the seller’s claimed ownership before signing or paying. MOJ offers separate replacement-deed and regulatory-adjustment services, but the existence of those services does not prove that a specific mismatch has been corrected.

What to do about a mortgage or other concern

If a statement indicates a mortgage or another issue, obtain current property-specific information and ask a Qatar-qualified property lawyer to explain its legal effect and any required release or consent steps before proceeding. MOJ’s service description includes a mortgage-related statement option, but its public material does not explain the full legal treatment of every encumbrance or the steps for resolving a particular registered right.

What non-Qatari buyers should verify separately

Confirm that the specific property is in an eligible freehold or usufruct area, or otherwise qualifies under the rules that apply to the buyer and property category. Ownership eligibility is a separate question from whether the seller is recorded as the owner.

The MOJ’s Non-Qatari ownership and use of real estate page lists property-value thresholds of QAR 730,000 and QAR 3,650,000 for different residence-related benefits, alongside conditions that include presence in Qatar for at least 90 days per year. These are not a universal statement that any non-Qatari buyer can purchase any property at those prices; check the current requirements and the specific location and category with MOJ.

Official fees and documents to confirm

The MOJ sale-transfer page lists a fee of 0.25% of the property or unit value, plus QAR 100 for printing the deed and/or property site plan or unit plan. The ownership-statement page lists QAR 50. The Ministry notes that exemptions may apply under Minister of Justice Decision No. 5 of 2026. Confirm current charges, exemptions and submission requirements on the relevant service pages or with MOJ before applying.

Use the Ministry’s official website or Sak for its electronic registration and authentication services, and confirm the access and authorization requirements for the specific record you need. A transfer-service page describes the official checks and required documents; it is not a substitute for legal advice on a particular transaction.

When a deed discrepancy needs correction

If the deed or plan appears inconsistent with the registry, do not assume a replacement deed or adjustment has resolved the matter. Ask MOJ what correction or registration action is required and verify the updated property-specific record before proceeding. The Ministry lists a Replacement title deed service and a Registration of new property service; the applicable route depends on the facts of the property.
