Do not edit the tax particulars on invoices that have already been issued. First determine the rate under the applicable notification and section 14 of the Central Goods and Services Tax (CGST) Act, then configure the software, test a new invoice, and use a formal correction document if an old invoice is genuinely wrong.
Why a software rate change is not the same as a GST rate change
Accounting software can calculate tax, but it does not decide which GST rate legally applies to a transaction at the boundary between two rates. The legal answer depends on the relevant classification, notification and the statutory time-of-supply rules. Under section 14 of the CGST Act, combinations of the supply date, invoice date and payment date can produce different outcomes when a rate changes.
As an Amazon Associate I earn from qualifying purchases.
That means the date on which you edit a tax master is only an administration date. It is not evidence that every transaction entered afterward, or every invoice carrying a later date, uses the new rate. For a transaction near the changeover, collect and assess all relevant dates before selecting a rate.
Check these facts before touching the tax master
- The exact goods or services classification and whether any exemption, reverse-charge or special treatment applies.
- The rate notification and its stated effective date for that classification and territory.
- When the supply was made or deemed to have been made.
- When the tax invoice was issued, or when it was required to be issued.
- When payment was received or made, where that event is relevant to the applicable time-of-supply rule.
- Whether the transaction is domestic, inter-State, export, import or otherwise subject to a different tax treatment.
The consolidated CGST Act text commonly used for reference is marked amended as of 1 January 2022. Because tax legislation and notifications can change, verify the version and notification applicable to your transaction date rather than relying on that dated text alone. For a material or unusual transition case, obtain advice from a qualified GST professional.

Issued invoices must retain their original tax particulars
GST invoice rules include the rate and amount of tax among the particulars of a tax invoice. An issued invoice is therefore a historical tax document, not merely a view generated from today’s item master. If you change an item’s default rate, the change should be used for future transactions without silently rewriting the rate, tax amount or tax heads shown on an already issued invoice.
This distinction is easiest to maintain when your system stores a posted transaction with its own tax details. A product or tax-code master can then have a current setting while older transactions retain the values saved when they were issued. If your system recalculates old documents from the current master, disable that behavior, lock posted invoices, or use the product’s documented versioning or effective-date feature.
Drafts are not the same as issued documents
A draft invoice may not yet be an issued tax invoice, but it can still contain a price, tax code and tax amount that someone expects to post. Find out whether changing an item master updates existing drafts automatically. If it does, review every draft that falls around the rate-change date and set its tax code deliberately. Do not assume that a draft dated after the effective date is correct if the underlying supply occurred earlier.
A safe, software-neutral procedure
1. Confirm the legal change and create a transaction boundary list
Record the notification number or other authoritative reference, the affected classification, the old rate, the new rate and the precise effective date. Make a list of open orders, unissued drafts, recurring invoices, advances, credit notes and supplies made near the boundary. Mark any transaction for which supply, invoice and payment dates fall in different periods.
Do not apply a blanket percentage change merely because a headline says that GST rates have changed. A rate reform may include exclusions, separate effective dates or category-specific rules.
2. Back up the company file and preserve an export
Before editing a live company file, make a dated backup and export the relevant tax masters, item masters, open drafts and issued invoices. Retain the backup according to your record-retention policy. This is a prudent operational safeguard, not a substitute for the legal record and not a claim that every software product offers a reliable restore mechanism.

3. Create a forward-looking tax configuration
Open the area usually labelled Tax codes, GST rates, Sales tax or Item tax settings. Product labels vary by edition and version. Prefer one of these approaches, in order:
- Create a new tax code for the new rate and leave the old code unchanged.
- Use an effective-from date on the existing code if the product versions tax calculations by transaction date and documents the behavior clearly.
- Assign the new code to affected items for future use while retaining the old code for historical and transition transactions.
A new code is often easier to audit than overwriting a percentage in place because the old code remains available for credit notes, corrections and late entries relating to earlier supplies. However, do not create duplicate codes casually; map each code to the correct CGST, SGST/UTGST or IGST treatment, place-of-supply logic, accounting ledgers and return tables.
4. Review item, customer and recurring-transaction defaults
Tax can be inherited from more than one place. Check the item master, customer or vendor profile, transaction type, warehouse or place-of-supply rule, recurring invoice template and any import or integration mapping. A new tax code in one list will not help if a recurring invoice template still forces the old code.
Update only the records intended for future use. Do not mass-edit posted invoices, closed periods or historical item lines. If the product offers a choice such as “apply to existing transactions,” leave it off unless you are intentionally correcting unissued drafts and have reviewed the consequences.

- The selected tax code and displayed GST rate.
- The taxable value and arithmetic of each tax component.
- Whether the software uses CGST plus SGST/UTGST or IGST for the place of supply.
- The tax amount, rounding and invoice total.
- The values exported to an e-invoice or return file, if those integrations are enabled.
These checks are recommended controls; they are not evidence that a particular system has been tested. After the new draft is correct, reopen a representative historical invoice and compare its original rate, tax amount, tax heads and total with the issued copy. Save evidence of both checks.
6. Test a transaction before the effective date
Create a second test using the old period and confirm that the old code remains selectable for a legitimate earlier supply or correction. This prevents a new master from making it impossible to issue a credit note or record a late invoice that belongs to the earlier regime.
7. Review open drafts and recurring invoices manually
Run a report for unposted sales invoices, subscriptions, pro-forma invoices and sales orders whose supply or invoice dates cross the changeover. Decide each one from the legal facts, then update the tax code and recalculate only while the document remains unissued. Keep a review log for transactions that were changed manually.
8. Reconcile software, e-invoice and return data
After posting the first live transactions, compare the accounting entries with e-invoice data where applicable and with the GST return preparation report. Check invoice number, date, taxable value, rate, tax amount, place-of-supply tax heads and customer GSTIN. Resolve differences before filing rather than correcting them by altering historical documents after the fact.
How to handle transactions that straddle the rate-change date
Do not infer the rate solely from the date you changed the software or the date printed on an invoice. A transaction can have a supply date before the reform, an invoice date after it and a payment date in yet another period. Section 14 is designed for these transition questions, and the result depends on the facts and the applicable statutory version.
A practical fact sheet for each boundary transaction
| Field | What to record | Why it matters |
|---|---|---|
| Classification | HSN/SAC or other applicable description | The notification may change only specified goods or services. |
| Supply event | Date and evidence of delivery, completion or deemed supply | Time-of-supply analysis may begin with this event. |
| Invoice | Issue date, document number and whether it was issued on time | Invoice timing can affect a rate-change transition. |
| Payment | Receipt or payment date and evidence | Payment timing can be relevant under the statutory rule. |
| Tax treatment | CGST/SGST or IGST, exemption, reverse charge or other treatment | The applicable tax heads are not determined by the percentage alone. |
| Notification | Rate, effective date and exceptions | A general reform announcement may not cover the specific supply. |
Keep this fact sheet with the invoice or accounting note. It gives a reviewer a reason for the selected code instead of leaving the software’s default as the only explanation.

If an old invoice is actually wrong
A genuine error in an issued invoice is a correction issue, not a reason to edit the general GST master. Preserve the original document and use the correction document permitted for the circumstances. CBIC invoice rules describe supplementary tax invoices and credit or debit notes that reference the corresponding tax invoice and state the relevant tax or rate adjustment particulars.

- Use a supplementary tax invoice where the rules permit additional tax to be documented for the original supply.
- Use a credit note or debit note where a reduction or increase needs to be recorded against the original invoice and the statutory conditions are met.
- Use an amended-invoice process in the return system where the transaction is eligible and the reporting time limit has not expired.
The correct document and reporting treatment depend on why the original invoice was wrong, when the supply occurred and the applicable GST rules. Keep the original invoice number in the correction and retain an audit trail showing the link between the documents. Never hide a correction by changing the rate master and reprinting an old invoice as if it had always contained the new particulars.
GST Portal treatment is separate from accounting-software history
The GST Portal allows invoice data in a draft GSTR-1 to be modified or deleted until the form is filed. That facility concerns the return draft; it does not establish that the underlying accounting-software invoice should be overwritten.
For an earlier period, the portal also documents an amended-invoice process for eligible prior-period outward supplies, subject to statutory time limits. Before using it, reconcile the amendment with the original invoice, the accounting entry, any e-invoice record and the recipient’s records. If the return has already been filed, follow the portal’s prescribed amendment or credit/debit-note route rather than reopening a closed accounting document without a documented reason.
Three records to reconcile
- Books: the issued invoice, tax ledger, customer balance and correction document.
- E-invoice system: invoice reference, signed payload or acknowledgement where applicable, and cancellation or amendment status.
- GST return: the GSTR-1 data and the corresponding liability reported in the relevant return.
What the 2025 rate reform does—and does not—tell you
An official Department FAQ states that the covered 2025 GST rate changes for goods and services, other than specified tobacco products, took effect on 22 September 2025. The FAQ also discusses section 14 transition cases. This date is not a universal instruction to change every GST code: classification, exceptions and the particular notification still control.
An IRIS IRP production release dated 21 September 2025 says that a 40% GST rate was added to its Tax Rate Master. That is evidence of an e-invoice portal implementation change. It does not prove that every product is taxable at 40%, that every business’s accounting application added the rate, or that the rate applies outside the covered classifications. Confirm the notification and classification before enabling such a code.

Capabilities to verify before relying on a software product
Exact menu paths and safeguards depend on the accounting product and version. Ask the vendor or check current documentation for each capability below before a rate change becomes urgent.
| Capability | Question to verify | Why it matters |
|---|---|---|
| Effective-dated tax codes | Can one code apply from a specified date while earlier transactions retain the old rate? | Reduces accidental changes to historical entries. |
| Draft behavior | Does editing an item master recalculate existing drafts? | Open drafts may need individual review. |
| Posted-invoice locking | Can issued or posted invoices be locked against silent recalculation? | Protects invoice particulars and auditability. |
| Audit history | Does the system record user, timestamp, old value and new value? | Shows how and why the master changed. |
| Reversibility | Can a change be rolled back without deleting transaction history? | Helps recover from a mistaken mass update. |
| Credit/debit notes | Can correction documents reference the original invoice and carry the proper tax details? | Supports a compliant correction trail. |
| Return integration | Are rate and tax-head mappings correct in GSTR-1 and other exports? | Prevents a correct invoice from becoming incorrect return data. |
| E-invoice integration | Are the software’s tax codes synchronized with current portal requirements? | Portal masters and accounting masters may change separately. |
| Mid-period procedure | Does the vendor publish a documented workflow for rate changes during an open period? | Reveals how the product handles exceptions and open documents. |
Common failure modes and fixes
Every old invoice changed after a master edit
Stop posting new documents, restore the pre-change backup in a separate copy and compare issued invoices with the archived exports. Determine whether the live file recalculated displays only or actually changed stored ledger values. Use the vendor’s supported reversal or restore procedure, then reapply a forward-looking code. Do not overwrite the only backup.
The new percentage appears, but the tax heads are wrong
Review place-of-supply, customer state, registration status and the CGST/SGST/IGST mapping. A percentage by itself does not determine which tax accounts or return fields should be used.
The Tool Desk
Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Recurring invoices keep using the old rate
Inspect the recurring template and any integration rule that supplies a tax code. Update the template for future cycles, then review invoices already generated from it. Do not assume that changing the item master updates a saved template.
The return total differs from the books
Export invoice-level data from both systems and compare document number, date, taxable value, rate, tax amount and tax heads. Check whether a draft was edited after the accounting export, whether an amendment was reported in a different period, or whether rounding differs. Correct the source record and use the proper return amendment route.
A rate was enabled without a supporting notification
Deactivate the code for new use until the classification and notification are confirmed. Preserve any transactions already created, identify affected returns and obtain professional advice on whether a correction document or return amendment is required.
A repeatable control checklist
- Notification, classification and effective date documented.
- Section 14 transition cases identified and escalated where necessary.
- Dated backup and export completed before the master change.
- Old tax code retained for historical and correction transactions.
- New code or effective date configured only for forward-looking use.
- Item masters, customer defaults, recurring templates and integrations reviewed.
- Post-effective-date and pre-effective-date test drafts checked.
- Historical issued invoice opened and confirmed unchanged.
- First live invoices reconciled with e-invoice and return exports.
- Any old-invoice error handled through a linked supplementary invoice, credit/debit note or eligible amendment.
- Change log retained with user, date, reason and supporting notification.
The durable approach is to separate legal analysis, tax-master configuration and historical-document correction. When those activities are kept distinct, a rate update can make new invoices calculate correctly without erasing the evidence of what was issued under the previous regime.
