How to Track Crude Oil Prices and the Rupee Before Fuel Price Changes

Track India’s crude and finished-fuel benchmarks, the rupee and your city’s pump price together to understand possible price pressure without treating indicators as a forecast.

To gauge whether petrol or diesel prices in India may face upward or downward pressure, track three things over the same period: PPAC’s Indian Basket crude price, international petrol and diesel prices, and the USD/INR exchange rate. Then check the actual pump price in your city. These indicators help explain possible pressure on prices; they cannot predict whether or when a retail price will change.

What to track—and what each figure tells you

Use official series where possible, and record the report date, period and unit alongside every figure. That prevents a daily market quote from being mistaken for a monthly average, or one benchmark from being compared with another on unlike dates.

Indicator What it measures How it relates to retail fuel Does it include local taxes and costs?
Indian Basket crude oil An India-oriented reference for crude oil prices. PPAC publishes current and historical reports; check the period and unit shown on each report. Useful for following the crude-cost backdrop, but it is not the price of finished petrol or diesel. No. It does not represent a city’s pump price.
International petrol and diesel prices PPAC’s finished-product FOB price series. Check the relevant product page and report for dates and units. More directly relevant than crude alone because petrol and diesel are finished products with their own international benchmarks. No. These are not local retail prices.
USD/INR exchange rate The exchange rate between the US dollar and Indian rupee. A weaker rupee can raise the rupee cost of dollar-priced inputs, all else equal. The effect depends on other pricing factors; there is no fixed pump-price change for each rupee of movement established by the cited sources. No. It is one input, not a retail price.
Your city’s petrol or diesel price The current local retail price. Check the latest price for the relevant fuel and city or state. Shows what consumers are actually being charged locally; it is the outcome to verify, not a forecast indicator. Yes. The retail price reflects factors including taxes, freight and dealer commission.

PPAC publishes the Indian Basket and finished-product price information on its international prices page. The Government of India identifies the exchange rate among retail-price inputs, but the sources cited here do not provide a current city-by-city price table. Check your local price through a current, reliable source rather than inferring it from an oil or currency chart.

How to monitor the indicators together

  1. Choose a comparison period. Decide whether you are checking a week, month or another interval, then use reports covering matching dates. Note the report date, period and unit.
  2. Check the Indian Basket crude series. Look for the direction over your chosen period rather than reacting to one day’s move.
  3. Check international petrol and diesel benchmarks. Compare the finished-product series with crude. They can move differently, so crude alone may not describe the relevant product-market trend.
  4. Check USD/INR over the same period. Note whether the rupee strengthened or weakened against the dollar. A weaker rupee can add pressure to the rupee cost of dollar-priced inputs, all else equal.
  5. Check your local pump price. Compare the latest city price with the earlier price for the same fuel and location. This confirms whether a retail change has actually occurred.

For PPAC’s crude and product series, use the reports linked from its international prices page. For the pricing factors and the role of the exchange rate, see the Ministry of Petroleum and Natural Gas’s 15 December 2022 explanation.

Why indicators do not predict the next pump-price change

The Ministry of Petroleum and Natural Gas says public-sector oil marketing companies determine retail prices in line with international product prices, the exchange rate, tax structure, inland freight and other costs. Nationwide daily pricing began on 16 June 2017. A daily pricing mechanism does not mean that a price must change every day: the indicators are inputs to a pricing decision, not a promise of an automatic revision.

IndianOil’s 31 January 2018 account described prices as linked to benchmark international product prices using a 15-day rolling average, and its chairman cautioned: “Kindly don’t look at international spot (or current market) prices.” That is a dated company description, not confirmation of the current formula. It does explain why comparing a spot crude quote with a pump price can be misleading: the benchmark product prices, exchange rate and other factors matter too.

Retail prices can also diverge from the direction of global markets. On 1 May 2026, IndianOil reported that retail petrol and diesel prices were unchanged despite a global price rise. That example illustrates why an international move does not mechanically produce an immediate local revision; it does not establish what will happen after a later move.

For the government’s description of pricing and daily pricing, see the Ministry’s 3 February 2022 statement. IndianOil’s dated explanations are its 31 January 2018 account and 1 May 2026 update.

How to interpret a weaker rupee or falling crude

Does a weaker rupee make petrol more expensive?

It can add upward pressure because dollar-priced inputs cost more in rupees when the rupee weakens, all else equal. But the exchange rate is only one factor in retail pricing. The cited sources do not establish a fixed amount by which a given rupee move changes petrol or diesel prices, so do not convert an exchange-rate change into a pump-price estimate.

Why might petrol prices not fall when crude oil falls?

Crude is not the only relevant benchmark: international petrol and diesel prices can move differently. Exchange rates, taxes, inland freight, dealer commission and other costs also affect the final price, and retail revisions need not occur immediately. A falling crude series is therefore a possible source of downward pressure, not proof that a local price will fall.

How often do petrol and diesel prices change in India?

Nationwide daily pricing began on 16 June 2017, according to the Ministry of Petroleum and Natural Gas. That describes the pricing mechanism, not a guarantee of a daily revision. A local price may remain unchanged while market indicators move, so check the latest price for your own city and fuel instead of assuming a change from the calendar or a benchmark chart. IndianOil’s 1 May 2026 report provides a dated example of retail petrol and diesel prices remaining unchanged despite a global price rise.

A practical way to read the signals

  • Crude and product benchmarks rising, rupee weakening: several indicators may be adding pressure, but none establishes the timing or size of a retail revision.
  • Crude falling while product prices or the rupee move the other way: the signals are mixed; crude alone does not settle the direction.
  • Benchmarks moving but the local price unchanged: record the local price as unchanged. Daily pricing does not require a daily revision.
  • Local price changed: treat the city’s current figure as the retail outcome; use the indicators to understand possible context, not to claim a single cause without evidence.

IndianOil’s 31 May 2017 statement describes monitoring international oil prices and the INR/USD exchange rate alongside price revisions; it does not provide a fixed pass-through estimate. See the company’s press release.
