For a federal project, use its official project page and hearing notices to find the applicable participation route, filing method and deadline; there is no single process for every Canadian pipeline.
First, find the right regulator and project record
Canada’s regulator depends on the pipeline’s route, not simply where you live. The federal CER regulates interprovincial and international pipelines; a pipeline contained within one province falls under that province’s regulator. For a CER-regulated proposal, search the CER’s Applications and Projects listings and open the specific project record. Read its hearing order, notices and REGDOCS record. The hearing order is the key source for project-specific participation instructions and deadlines; processes are tailored to individual applications. If the proposal is entirely within a province, use the provincial regulator’s project page and notice instead. The province and project name are needed to identify the correct regulator, portal and current deadline.

Choose the participation route that fits your concern

Not every CER application automatically leads to a public hearing. In particular, section 214 applications do not automatically trigger one, so check the application type and actual notice rather than assuming a hearing or a particular comment route is available.
Submit feedback on a federal CER proposal
- Open the project record. Find the project through the CER Applications and Projects listings, then read its notices, hearing order and REGDOCS record for the current dates and instructions.
- Check whether a Statement of Concern window is open. If the application has just been filed and you have a specific concern, review the instructions promptly. The applicable CER guidance gives a 21-day period after filing; confirm the project notice and application type.
- Select a route. A Letter of Comment may suit someone who wants to put views on the record. If you need to submit evidence or ask questions, review the criteria and process for intervenor participation.
- File using the specified method. Use the CER Participation Portal or another method stated in the project instructions. The CER’s participant page links to the portal and toolbox: https://www.cer-rec.gc.ca/en/applications-hearings/participate-hearing/index.html.
- Save confirmation and track the deadline. Keep a copy of what you filed and any confirmation. For help understanding participation, CER process advisors are available; the general participant page lists 1-800-899-1265. Confirm contact details and project-specific support options on the live page.
Write a useful, focused comment
Make the concern clear and connect it to the particular proposal. Identify the project and the issue you want considered, explain how it affects you or your community, and state what you want the Commission or review process to take into account. Use the project’s instructions for any format, length or supporting-material requirements. Do not assume that a general comment gives you the rights or opportunities available to an intervenor.

Assume filings are public
CER hearing filings are public documents, and contact information may be included in the public record. Avoid adding sensitive personal information unless it is required and you understand how it will be handled. Confidential Indigenous Knowledge receives different treatment; other confidentiality may be possible only in some cases and with Commission permission. Review the CER’s guidance before filing sensitive material: https://www.cer-rec.gc.ca/en/applications-hearings/participate-hearing/public-record-confidentiality/index.html.
Keep land-access objections separate from proposal comments
A general comment on a pipeline proposal is not the same as an objection during a later land procedure. Detailed-route matters and right-of-entry applications have their own processes. The CER Land Matters Guide states that an objection to a right-of-entry application must be filed within 10 days after receiving that application. Indigenous consultation is a distinct process
The CER says Crown consultation is triggered when a federal decision may adversely affect Indigenous rights and interests, and the scope is proportionate to the rights and potential impacts. The Commission’s assessment is the primary consultation channel, with additional CER activities for some applications. This consultation responsibility is distinct from an individual’s decision to submit a comment or seek intervenor status. See the CER’s Indigenous consultation guidance.
