Measure workers’ compensation claims automation ROI by comparing a defined pre-launch baseline with comparable post-launch claims, then subtracting all implementation and operating costs from benefits credibly attributable to the automation. Report the time period and assumptions, and pair the financial result with measures of speed, accuracy, rework, service, and claim outcomes. Faster processing alone does not prove better claims management.
Define what you are measuring
Start by naming the workflow the automation changes: for example, intake, document handling, data entry, routing, or payment calculation. Set the launch date, comparison periods, claims included, and unit of analysis. Depending on the workflow, useful units include total program cost, labor hours per claim, and cost per claim.
Segment claims by type and complexity. A small routine claim and a complex lost-time claim are not interchangeable observations; a shift in claim mix can make a process appear faster or cheaper even when the automation had no effect. Record exclusions and cohort size so readers can see what the result covers.
Build a comparable baseline and comparison
Record the same workflow steps and measures before and after launch. Use stable periods and, where practical, a phased rollout or matched comparison group to help separate automation effects from staffing changes, seasonality, claim mix, legal or policy changes, and other process improvements.

If a credible comparison is not possible, describe the result as an operational observation or association—not a causal return. That distinction matters: a 2009 California Commission on Health and Safety and Workers’ Compensation study found that before-and-after comparisons were unavailable for the automation solutions it reviewed, making ROI difficult to determine for nearly all of them. Vendors generally did not provide specific return rates. This is a historical finding about the solutions and evidence reviewed at that time, not a current census of products. Count the full cost of ownership
Make the denominator explicit with a time-bounded cost ledger. The following is a practical accounting framework, not a universal template prescribed by the cited audits.

- One-time costs: implementation and configuration, integrations, data migration, training, and change management.
- Recurring costs: software or service charges, infrastructure where applicable, and vendor support.
- Internal operating costs: monitoring and governance, exception handling, and staff time spent maintaining the process.
Separate one-time from recurring expenses and state which costs are included in the ROI period. Leaving out internal effort or exception handling can make a tool look more economical than it is.
Measure benefits without mistaking activity for savings
Test benefits that match the workflow, such as reduced handling hours, fewer manual calculations and corrections, lower outsourced administration expense, less rework, or faster completion of a defined process step. Do not count released staff time as cash savings unless the organization actually avoids staffing costs or redeploys that time productively; explain which treatment you use.

Pair any claimed benefit with guardrails for payment errors, overpayments, complaints, escalations, and rework. The New Jersey Office of the State Comptroller’s 2023 follow-up reported that the state Division processed approximately 8,000 claims and $96 million in FY 2022. Citing its 2020 audit, the report said 370 of 554 temporary wage compensation payments tested were not calculated in accordance with statutory requirements and Division policy. That is an audit sample finding, not an error rate to apply to another organization.
The same 2023 report described manual benefit-calculation errors and cited an automated function in the claims system as a possible control approach. It also reported that the Division managed and closed 222 reopened claims, resulting in approximately $414,000 in savings; another 103 reopened claims represented approximately $189,000 in potential savings at the time of review. The combined approximately $603,000 includes potential, not only realized, savings. This example concerns internal handling of reopened claims; it is not a measured automation ROI. Report financial results alongside performance
At minimum, show net benefit, ROI percentage, payback period, cost per claim, workload or cycle-time changes, accuracy and exception measures, and an outcome or service measure appropriate to the workflow. State the time horizon, whether benefits are annualized, and the convention used for payback.

These formulas are standard analytical definitions for this measurement framework, not figures reported by the cited audits. Make assumptions, exclusions, cohort size, and uncertainty visible. Label avoided costs as estimates and potential savings as potential; do not combine them with realized savings without distinction.

Efficiency should not stand in for effectiveness. The Australian National Audit Office’s 2023 audit of Comcare noted that timeliness and accuracy contribute to effective claims management, while external corporate performance measures did not correspondingly cover them. It also highlighted balancing efficiency and effectiveness measures and benchmarking administrative cost ratio targets. These observations can inform measurement design, but they are specific to Australia and Comcare, not U.S. legal requirements. Read the ANAO audit.
How to assess vendor ROI claims
Ask what process and claim types were included, what costs were counted, how the baseline was established, whether there was a comparison group, and whether the reported benefit was realized, estimated, or projected. Also check whether accuracy, rework, service, and claim outcomes were measured alongside speed.
CAI’s vendor-published Amerisure case study reports a 3x ROI for an RPA project in a workers’ compensation claims process handled by a third-party administrator. It is a case-specific vendor claim, not a market average. The available account does not independently establish its baseline, included costs, comparison design, or applicability to another organization. Read CAI’s case study.
Compare approaches on evidence as well as cost
When choosing between automation approaches, compare the same dimensions for each option rather than relying on a single ROI figure.
