There is no single nationwide security-company license: requirements vary by state and service. Use the nine steps below as a launch framework, and confirm current rules with the regulator where you plan to operate.
1. Choose your security services and market
Decide what your company will provide and where it will operate. Contract guard services, patrols, event coverage, and other security work can trigger different requirements, so define the service before estimating costs or seeking clients. Identify the cities and states you intend to serve as well: licensing and local requirements depend on location. The U.S. Small Business Administration’s launch guidance explains why location and business structure affect registration, taxes, liability, and permits.
Build a preliminary budget around the actual model: staffing and supervision, training, insurance, uniforms and equipment, licensing, and administrative costs. No broadly applicable national startup-cost figure is established by the available official guidance, so avoid treating a generic estimate as a reliable budget for your state or service.
2. Check agency and individual licensing requirements
Contact the state agency responsible for private security licensing before advertising regulated services, signing a contract, or assigning guards. Ask whether the company needs an agency license, whether each guard needs an individual registration or license, and whether your specific service is covered. Local authorities may also impose permits, zoning, or other requirements.

For example, Washington’s Department of Licensing says a company license applies to “Any business that provides security guard services on contract.” Maryland also describes licensing for businesses offering compensated security guard services. These are state examples, not a national rule: check the regulator in every state where you intend to work. Washington’s requirements are described on its private security guard company licensing page, and Maryland’s on its private security licensing page.
3. Confirm the qualifying principal and background requirements
Some states require a business owner, partner, or designated qualifying agent to meet experience, examination, or other eligibility standards. Fingerprints and background checks may apply to principals as well as guards. Confirm who must qualify, what evidence is accepted, and when the review must be completed before you submit an application or promise a start date to a client.
Washington’s company licensing guidance describes owner, partner, and qualifying-agent conditions and fingerprinting. Arizona and Oklahoma provide further examples of licensing and supervision requirements. Review the applicable official material for Washington, Arizona, and Oklahoma; do not assume experience or a credential from another state transfers.

4. Form and register the business
Choose a legal structure with advice suited to your circumstances, then register the entity and business name as required. Check local permits and zoning, and keep formation documents and registrations current. The SBA launch guide covers how structure and location affect registration, tax treatment, liability, and permits. Formation is separate from a security-agency license; completing one does not satisfy the other.

5. Get tax identifiers and set up financial administration
Obtain the tax identifiers your business needs and check state and local tax obligations. The SBA notes that an Employer Identification Number (EIN) is needed for businesses that pay employees. Open a business bank account and use a bookkeeping system that can track payroll and labor costs alongside insurance, licensing, equipment, training, and contract expenses.
Price prospective work from the costs of delivering it, including supervision and administrative overhead—not just guard wages. A financial plan should account for the timing of payroll and other expenses as well as when clients are expected to pay.

6. Arrange the required insurance
Ask the regulator what coverage, limits, proof, and filing sequence are required, then confirm the policy with a commercial insurance broker familiar with security businesses. Check workers’ compensation obligations as well as liability coverage. Requirements differ: Washington’s licensing page lists bodily-injury and property-damage minimums, while Arizona’s materials describe liability and workers’ compensation documentation. Those state-specific requirements are not national coverage standards.
Verify the current details directly with the relevant Washington regulator, Arizona regulator, or Oklahoma regulator if operating there. Build the required premiums and ongoing coverage into the business budget before bidding on work.

7. Recruit, register, and train guards
Before hiring or assigning staff, confirm the state’s individual registration, background-check, training, and armed-service rules. A company license does not automatically make an individual eligible to work. Maryland notes a training mandate effective January 1, 2025; Arizona lists guard-registration and training resources. Check the current requirements with the Maryland licensing authority or Arizona licensing authority, as applicable.

Keep records of each employee’s credentials, training, hiring, and any status changes. Do not schedule a person for a post until the required eligibility and documentation are in place.

Set up repeatable procedures before the first assignment. At minimum, plan how the company will supervise guards, document incidents and client communications, escalate urgent issues, and handle hiring and termination. Maintain employee records and a calendar for licenses, insurance, and other renewals.
Reporting and recordkeeping duties vary by state and may include deadlines. Oklahoma, Maryland, and Arizona materials illustrate different compliance obligations; review the relevant Oklahoma, Maryland, and Arizona rules. The SBA’s business management guidance can also help with general recordkeeping and ongoing business administration.

9. Equip staff and win contracts
Select uniforms, insignia, vehicles, and other equipment only after checking state law and the client’s requirements. Arizona’s licensing materials specifically address uniforms and vehicles; verify the current rules with the Arizona regulator before ordering. Requirements elsewhere may differ.
Develop a contract and pricing process that accounts for staffing hours, supervision, training, insurance, equipment, and administration. Document the services, schedule, responsibilities, and reporting expectations in client agreements. Do not commit to a post until the company and assigned guards meet the applicable licensing, insurance, and eligibility requirements.
Best practices for a compliant launch
- Verify both the agency license and each guard’s eligibility before accepting or staffing a post.
- Confirm required insurance types, limits, and filing timing with the regulator before purchasing coverage.
- Keep training, credential, hiring, termination, renewal, and reporting records up to date.
- Check requirements in every state where you will operate; do not assume another state’s license, experience, insurance, or training transfers.
- Confirm local rules and client instructions for uniforms, insignia, and vehicles before buying them.
How to compare states before choosing where to launch
If you can choose among potential launch locations, compare the rules and operating costs that will shape your business. Official materials from Washington, Maryland, Arizona, and Oklahoma show that requirements differ; they do not constitute a complete fifty-state guide.
- Whether the company and individual guards each need licenses or registrations.
- Qualifying-principal experience, examinations, fingerprints, and background checks.
- Guard training and any additional rules for armed services.
- Insurance types, limits, and the sequence for filing proof.
- Any physical office, location, or local permit requirements.
- Renewal schedules, employee reporting, and recordkeeping duties.
- Local hiring, staffing, insurance, equipment, and market costs for your service model.
Requirements and agency materials can change. Confirm current rules directly with the regulator before acting, especially when choosing a state, applying for a license, buying insurance, or assigning personnel.
