To start a literary magazine, first define what it will publish and whom it will serve; then choose a format and schedule you can sustain, organize the editorial work, plan how readers will find it, and make contributor rights clear. An ISSN can identify an ongoing publication, but it is not a copyright or ownership document. Costs, legal requirements, and ISSN procedures vary by location, so verify them with the relevant authorities before making commitments.
Define the magazine before choosing tools
Start with the editorial purpose: What kind of writing or conversation will the magazine make room for, and who is it for? A clear answer helps distinguish the publication from others and gives contributors and readers a reason to care.
Turn that answer into a concise mission statement. Use it to guide what you solicit, what you accept, how you edit, and how the magazine presents itself. You might focus on a region, a defined community, a particular form or theme, or an intentionally broad literary readership. A small, handmade magazine can be a purposeful model; scale is not a substitute for a distinct point of view.
Choose a format and a sustainable schedule
Decide whether the magazine will be online, print, or a combination. The choice affects production, distribution, accessibility, and the time the work will take. Set a realistic publishing cadence before promising contributors or readers a release schedule.

There is no established universal cost comparison among printing methods, web platforms, or distribution services. Price the specific services and quantities you expect to use rather than assuming one format is always cheaper. Build an editorial operation readers and contributors can rely on
Even a one-person magazine needs a repeatable process. Map the work from submissions or commissioned pieces through editing, permissions where relevant, production, publication, and promotion. Assign responsibility for each task; one person can hold several roles, but the duties should still be explicit.
- Set a calendar for submission windows, editorial decisions, editing, production, and release.
- Explain what kinds of work you seek and how contributors should submit it.
- Track decisions and permissions, and communicate clearly with writers.
- Allow enough time for editing and production before announcing a publication date.
- Decide how readers will discover and access each issue.
A publishing plan should connect the editorial schedule to the capacity of the people doing the work. Do not promise a frequency or volume that depends on unpaid labor you cannot sustain.
Understand what an ISSN does—and does not do
An ISSN identifies a continuing publication in relation to its title and medium. It does not establish who owns the magazine or protect the copyright in its contents. Print and online versions are treated as separate media and receive distinct ISSNs under the ISSN International Centre’s assignment rules; the U.S. ISSN Center likewise explains that each medium version receives a separate ISSN on its ISSN information page.

Applying in the United States
The Library of Congress says anyone, including self-publishers, can request an ISSN for a U.S.-published serial through U.S. ISSN Uplink, and there is no charge for a U.S. ISSN. Its FAQ says portal status confirmation takes 7–10 business days after records are updated. That is not a guaranteed end-to-end application time.
Timing and issue readiness
The ISSN International Centre says a print-publication application may be submitted up to three months before release if the project is sufficiently advanced. It says online resources are usually not assigned an ISSN before publication and identifies five articles as the minimum for a complete issue under its guidance. These are the Centre’s stated rules; check the relevant national ISSN centre for current requirements and timing.

In the United States, the Copyright Office says an author generally owns a work initially, subject to exceptions such as eligible work made for hire. Its guidance states: “Generally, the author and initial copyright owner of a work is the person who writes the piece.” Do not assume that accepting or publishing a submission transfers ownership to the magazine.
Before publication, tell contributors what rights the magazine is requesting and set them out in an agreement. Be specific about the scope and duration of the license, online publication and archiving, and whether later reprints are contemplated. The right arrangement depends on the publication’s needs, the agreement, and applicable law; these points are not a substitute for legal advice in your jurisdiction.

Choose a copyright registration route based on the work
Registration is separate from an ISSN and from the contributor agreement. U.S. Copyright Office materials cover literary works and distinguish among registration options for individual works, serial issues, periodical contributions, and eligible short online literary works. Which route fits depends on what is being claimed, who owns it, and its publication status.
The Copyright Office describes a serial issue as part of an ongoing, successively published textual work with numerical or chronological issue designation and a collective-work structure. Review the Office’s literary works guidance and serials guidance to determine which category applies. These are U.S. processes; other countries have their own rules.
Plan finances and distribution from actual quotes
Budget for the particular operation you intend to run: possible web services or print production, contributor payments, mailing, and promotion. The totals depend on choices such as format, quantity, frequency, and distribution. Get current prices for your plan rather than relying on a generic startup figure.
Also investigate tax, business-entity, and nonprofit rules where you operate. A literary magazine is not automatically required to become a nonprofit, and the available information does not establish a typical startup budget or universal funding path. Treat those as local decisions, not assumptions built into the editorial idea.
