Compare your latest Loan Estimate with your Closing Disclosure line by line, then ask the lender in writing to explain any new or higher charge. A higher total is not, by itself, proof of an improper fee: some costs generally cannot increase, some are subject to a 10% cumulative limit, and others are not capped by those tolerances. The fee category, provider choice, disclosure timing and any valid change in your loan circumstances all matter.
For covered mortgages, you generally must receive the Closing Disclosure at least three business days before closing. Use that window to check the figures, get discrepancies corrected or explained, and decide whether it is practical to proceed, switch lenders or delay closing. CFPB: What is a Closing Disclosure?

Start with the latest Loan Estimate and the Closing Disclosure
Gather the original and any revised Loan Estimates, your Closing Disclosure, rate-lock confirmation, written fee quotes, provider selections or quotes, and receipts or invoices. Begin with the most recent Loan Estimate, because it is the relevant comparison point for the final disclosure. Keep earlier versions too: their dates and changes can help you understand what the lender revised and when.

Check the loan terms before individual charges
- Loan amount, purpose, product or loan type, and term.
- Interest rate and whether it matches your rate-lock confirmation, if applicable.
- Monthly payment and any prepayment penalty or balloon payment.
- Discount points and lender credits.
- Total closing costs and cash to close.
A mismatch in the rate or loan terms is important even if the fees appear consistent. Ask the lender to identify the exact difference and explain it before signing.
Make the comparison field by field rather than relying on a single total. A loan amount, product, term, interest rate or monthly payment that differs from what you expected can change the meaning of the costs below it. Check whether points or lender credits changed as well: those items can affect what you pay at closing and how the rate compares with what you locked or discussed. If the rate differs, ask whether the rate-lock confirmation applies to this loan and what the lender says caused the difference.
Then trace each cost and credit
On the Closing Disclosure, inspect Loan Costs, Other Costs, lender and seller credits, prepaids, initial escrow funding, taxes and government fees, and the cash-to-close calculation. Flag each charge that is new, different, unfamiliar, or inconsistent with a written quote or receipt.
Keep total closing costs separate from cash to close. Closing costs exclude the down payment. Cash to close accounts for the down payment and other transaction adjustments, including money already paid. A change in cash to close does not necessarily mean a fee increased: compare the underlying lines and credits to see what moved.
Loan Costs include origination charges and services you did or did not shop for. Other Costs include taxes and government fees, prepaids, initial escrow funding and other transaction costs. Those groupings are a useful map, not a reason to assume every item is a lender fee. For example, escrow funding and prepaid items can contribute to the amount due without representing a newly added service charge. Trace the line to its service, provider, quote or transaction basis before deciding what to challenge.
Also check the credits and adjustments rather than just scanning charges. A lender credit or seller credit may have changed, or an item paid or unpaid by the seller may be reflected in the transaction summary. If the cash-to-close figure is higher, identify whether the difference comes from a cost, a credit, the down payment, or money already paid. Ask the settlement agent or lender to walk through any calculation you cannot reconcile.
Know which cost changes need an explanation
Federal mortgage disclosure rules do not mean that every fee must match the estimate exactly. CFPB guidance groups costs by how much they may change: some generally cannot increase, some are subject to a 10% cumulative tolerance, and some have no specific dollar cap under those tolerance categories. The 10% limit applies to the relevant group cumulatively, not as a separate 10% allowance for every individual fee.
Whether a change is permitted can depend on the fee’s classification, whether you selected the provider, whether circumstances changed, and whether the lender disclosed a revised estimate properly and on time. Do not decide that a charge is legal or illegal from the total alone. Ask the lender to classify the disputed item, show its calculation, and provide the documents supporting any revision.

In practical terms, first identify the exact line that changed. Then ask which tolerance category the lender believes applies and how it calculated the change. Do not treat a 10% figure as permission to raise every fee by that amount: it applies cumulatively to the relevant group of costs. Nor does a category without a specific dollar cap mean an unexplained increase needs no answer. The classification, provider choice, timing and any claimed change in circumstances still matter.
Services you selected and services you did not shop for can be treated differently in the tolerance analysis. That is one reason to retain provider-selection records and quotes instead of relying on memory. If the lender says a provider-related charge changed, ask who selected the provider, what the estimate showed, what the provider charged, and whether the disclosure treated the service consistently. A label on the form may be too brief to answer those questions, so request the underlying service and provider details.

Changes that may justify a revised estimate
A revised Loan Estimate is not automatically proof that the lender followed the rules, but changes to important information can justify revised costs. CFPB examples include changing the loan type or down payment, receiving a lower-than-expected appraisal, and a change in credit circumstances, such as a new loan or missed payment. Check the explanation, the revised disclosure and its date; ask what changed in your file and how it affected the particular charge.
For example, if you changed the down payment or moved to a different loan type, ask which revised terms or costs the lender connects to that change. If the appraisal came in lower than expected, or your credit circumstances changed because of a new loan or missed payment, ask what part of the loan file was affected and why that led to the specific fee or rate shown. These are examples of circumstances that may matter, not proof that any particular increase is justified. The lender’s explanation should tie the revised figure to your transaction.
Compare the date and content of each revised Loan Estimate with the change the lender identifies. A new version alone does not establish that a charge was properly revised; look for a specific reason and supporting documentation. If the lender cannot explain why a fee changed, ask again about that line rather than accepting a general statement that the estimate was updated.

That is different from a properly disclosed change based on qualifying circumstances. The lender’s explanation should connect the change to your transaction rather than rely on a vague statement that costs went up.
CFPB: What a revised Loan Estimate with higher costs may mean
Ask focused questions about new or unfamiliar fees
For every line you cannot reconcile, ask what service it pays for, who charged it, who selected the provider, whether it appeared on an earlier estimate, and which tolerance category applies. If a provider you chose is involved, compare the charge with the quote or agreement you received and any invoice or receipt.

Services you did and did not shop for may be treated differently in the tolerance analysis, so make clear who selected each provider. A fee’s label alone may not tell you enough; request the underlying service and provider details if they are unclear.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteUseful questions include: “Why is this fee on my Closing Disclosure?” “Can my lender increase closing costs before closing?” and “How do I dispute an unexpected mortgage fee?” They are best answered with the forms in front of you. Identify the fee by its name and amount, give the date of the Loan Estimate you are comparing, and ask the lender to explain what changed between that estimate and the Closing Disclosure.
Use a written, line-item request
The CFPB’s direct advice is: “First, ask your lender for a specific reason why your rate or fees have changed.” Keep your message factual, identify each disputed line by name and amount, attach the relevant estimate or quote, and ask for a written response with supporting documents.
You can adapt this message:
My Closing Disclosure dated [date] lists [fee name] at [amount], while my latest Loan Estimate dated [date] lists [amount]. Please explain what service this charge covers, who selected the provider, which tolerance category applies, and what changed in my transaction to support the difference. Please send the revised Loan Estimate or other documentation supporting the change and confirm whether a corrected Closing Disclosure will be issued.
Use the actual dates and figures from your forms. Save the sent request and response so there is a clear record of what you raised and when.

You can add a separate question for each mismatch rather than sending only a general objection to the closing-cost total. For a provider charge, attach the quote, selection or invoice you have. For a rate difference, include the rate-lock confirmation if applicable. Ask the lender to show the calculation or explain the transaction-specific change, and to identify any revised disclosure it relied on. A time-stamped written record helps you see whether the answer addresses the question and gives the lender a clear opportunity to respond.
CFPB: What to do when the rate or fees differ
Use the review window to resolve discrepancies
For covered transactions, the Closing Disclosure is generally due at least three business days before consummation. Contact the lender or settlement agent immediately if you find a material error, a rate or term discrepancy, or a charge you cannot explain. Ask for either a corrected disclosure or a specific written explanation while there is still time to review it.
Do not treat the three-business-day period as a reason to wait until the last moment: the time available to resolve a dispute is limited, and changes to some loan terms can affect the timing of closing. If a material inaccuracy remains unresolved, avoid signing documents as though you accept it; ask the lender and settlement agent what correction and timing are required for your transaction.
Send the issue to the party best placed to answer it, and copy the other party when appropriate: the lender can explain loan terms and its fee calculations, while the settlement agent may be able to clarify settlement charges or the cash-to-close arithmetic. Be precise about whether you want an explanation, supporting records or a corrected disclosure. If the answer raises another mismatch, follow up promptly rather than letting the review period expire without knowing the next step.

The timing rule is general guidance for covered transactions, not a guarantee that every loan uses this exact disclosure package or that every discrepancy has the same effect on closing. Ask what applies to your loan and transaction. If a correction or change could affect the closing date, get the lender or settlement agent to explain the required timing rather than assuming the original schedule still works.
CFPB review guidance and Closing Disclosure timing
Choose a practical next step if the answer is unsatisfactory
After you request an explanation, weigh the documentation and the consequences of each available path. The CFPB says a borrower may stop working with a lender if costs change significantly and an acceptable solution cannot be reached; another lender or a delayed closing may be options. Whether either is feasible depends on your seller, contract, remaining time and transaction costs.
| Option | When it may fit | What to consider |
|---|---|---|
| Ask for a correction or further documentation | The disclosure appears inconsistent, a charge is unexplained, or supporting records are missing. | Request a line-item response and corrected disclosure if appropriate. Confirm the impact on closing timing. |
| Proceed with the current lender | The lender documents the change, the terms remain acceptable, and you decide the cost is justified. | Compare the explanation with your estimates, provider agreements and receipts before signing. |
| Switch lenders | You cannot reach an acceptable solution and have enough time and a willing seller or transaction plan. | A new application and underwriting take time; confirm financing and contract implications before ending the current process. |
| Delay closing | A material issue needs resolving and the seller and contract allow more time. | Ask about any contractual deadlines or costs of delay and get agreement on a new date. |
Use a few concrete tests to compare these choices: Is the lender’s explanation documented and tied to your file? Are the rate and other loan terms still acceptable? How much time remains, and will the seller agree to a new schedule? What cost or risk could come with delaying or switching? Could the issue involve a legal violation rather than an ordinary transaction adjustment? The answers can help you decide whether another round of questions is enough or whether you need a different path.
Switching lenders or delaying is not automatically the better answer to a disputed fee. A change in financing may be impractical if little time remains or the seller cannot accommodate it. Conversely, proceeding without resolving a material discrepancy may leave you unclear about what you are agreeing to pay. Ask for the lender’s proposed correction or explanation, compare it with the other options, and consider the transaction’s deadlines before deciding.
If the issue may involve a legal violation or the documents are difficult to interpret, a real estate attorney may be useful. Whether to consult one depends on the facts, state law and your contract; not every fee question requires legal advice.
CFPB: Review documents before closing
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Escalate if direct contact does not resolve the complaint
Keep a copy of your written request, the lender’s response, all disclosure versions, quotes and supporting records. If contacting the company does not resolve the issue, you can submit a complaint to the CFPB; the Bureau says it forwards complaints to the company. Do not assume a particular response deadline: check the CFPB’s current complaint process when you submit.
Before escalating, make your record easy to follow: state what changed, identify the line and amount, note what explanation you requested, and include the relevant forms or provider documents. This does not guarantee a particular outcome, but it gives the company and the CFPB a clear account of the issue. The CFPB also says that illegal changes may leave compensation rights and suggests considering an attorney; do not assume that every disputed increase automatically earns a refund or other payment.

Check whether the standard forms apply to your loan
The general Loan Estimate and Closing Disclosure process does not cover every mortgage transaction. Reverse mortgages use different forms. Some home equity lines of credit, manufactured-housing loans not secured by real estate, and certain homebuyer-assistance program loans do not receive the ordinary Loan Estimate/Closing Disclosure package. State and local taxes, title and settlement practices, contracts and loan programs can also affect individual line items, so federal consumer guidance does not establish a universal answer for every state or transaction.
If your loan falls into one of these exceptions, ask the lender or settlement professional which disclosures and review rules apply rather than assuming the ordinary forms govern. Even when the standard federal forms apply, a line item can reflect state or local taxes, settlement practices, contract terms or a particular loan program. Those details may require transaction-specific documentation and should not be judged from a generic example alone.
The CFPB’s model-form collection is available in English and Spanish and includes sample transactions. One sample illustrates costs that exceeded good-faith requirements, which can help show what to look for visually. Use the samples as a guide to the forms and their layout, not as evidence that a charge on your disclosure is automatically improper.

CFPB: What is a Closing Disclosure?
Frequently Asked Questions
What should I do if the rate or fees differ between my Loan Estimate and Closing Disclosure?
Compare the Closing Disclosure with your latest Loan Estimate and rate-lock confirmation, if applicable. Identify each changed line, then ask the lender in writing for a specific reason, its fee category, and the supporting revised estimate or change documentation. Contact the lender or settlement agent promptly so there is time to address an error before closing.
Can my lender increase closing costs before closing?
Some costs generally cannot increase, some are subject to a 10% cumulative tolerance, and other costs are not capped by those tolerance categories. Whether a change is permitted depends on the fee’s classification, provider selection, valid changed circumstances, and whether a revision was properly disclosed. A higher total alone does not establish that a fee is improper.
What changes can justify a revised Loan Estimate?
CFPB examples include changing the loan type or down payment, a lower-than-expected appraisal, and changed credit circumstances such as taking on a new loan or missing a payment. Ask the lender to explain what changed in your file, how it affected the specific charge, and when the revised estimate was issued. A revised estimate by itself does not prove the change was handled correctly.
How do I dispute an unexpected mortgage fee?
Send the lender a factual, time-stamped written request identifying the fee, amount, and dates and figures on the two disclosures. Ask what service it covers, who selected the provider, which tolerance category applies, what changed, and for supporting documents or a corrected Closing Disclosure. If direct contact does not resolve the issue, you may submit a CFPB complaint; consider an attorney if the issue may involve a legal violation or the documents are difficult to interpret.

Not necessarily. Cash to close can include the down payment, transaction adjustments and money already paid, while total closing costs exclude the down payment. Compare the individual costs, credits, prepaids, escrow funding and adjustments to see which part of the calculation changed.
Do all mortgages use the same Loan Estimate and Closing Disclosure forms?
No. Reverse mortgages use different forms, and some HELOCs, manufactured-housing loans not secured by real estate, and certain homebuyer-assistance program loans do not receive the ordinary Loan Estimate/Closing Disclosure package. Ask which disclosures apply to your loan; state and local rules, contracts, settlement practices and loan programs can also affect line items.
The Bottom Line
Compare your latest Loan Estimate and Closing Disclosure line by line, not just by total. Ask promptly for a written, transaction-specific explanation of each unfamiliar or changed charge, including its tolerance category and supporting documents. If the explanation does not resolve a material discrepancy, weigh correction, proceeding, switching lenders or delaying against your timing and contract, and verify any wire changes through a trusted contact.
