The route determines which premises, approvals, registrations and fees apply. There is no reliable universal setup price: request a written, itemized quote for your business rather than relying on an advertised package.
Start with the activity, legal form and operating plan
Your business activity is the first decision because it can affect the permitted legal form, licensing authority and whether additional approvals are needed. UAE Ministry of Economy guidance says activity selection informs the relevant authorities and legal forms. Before comparing offers, write down what the company will actually do, who it will serve, where it will operate and whether it needs premises or visas.
Use those details to ask each prospective licensing authority whether it accepts the activity and proposed legal form. A package price alone does not show that your activity is eligible or that premises, visas, external approvals, renewals or other registrations are included.
Choose between Sharjah mainland and a free zone

Invest in Sharjah describes six free zones, but that count does not tell you which one accepts your activity or offers the right facilities. Compare the specific authority’s current terms rather than treating free zones as interchangeable. Neither route should be selected on broad promotional claims about tax or customs treatment; verify eligibility and applicable treatment for your circumstances with current legal and tax advice.

How the SEDD mainland licensing process works
SEDD’s published process is an orientation, not a promise that every business has identical requirements or timing. Its sequence is system registration, trade-name issuance, technical evaluation, lease approval, legal procedures and license issuance. Activity-specific approvals and case details can add requirements.
- Register with SEDD and request the activity and legal-form check. Confirm that the proposed activity and structure are acceptable before committing to a package or premises.
- Obtain a trade name and complete technical evaluation. These are stages in SEDD’s published sequence; confirm the current application requirements directly with SEDD.
- Confirm premises and lease approval. SEDD identifies lease approval in its process. For non-owned licenses, its issuance information specifies referral to SEWA for an electricity deposit and lease-attestation fees. Ask which requirements apply to your case before signing or budgeting.
- Complete the legal procedures for the chosen form. SEDD says legal contracts must match the legal form. Ask whether your activity also requires approvals from another official authority.
- Obtain the license and check post-license registrations. After issuance, establish whether chamber membership or other registrations apply to your route and activity.
SEDD’s license issuance service page describes issuance requirements and a limited fee indication. Its services and fee calculator page provides a calculator, but it does not supply a calculation for an individual business without its details.

What to verify for a free-zone setup
Free-zone licensing is handled by the authority you choose, so do not assume SEDD’s mainland sequence or requirements apply. The official material available for Sharjah does not provide a current, apples-to-apples comparison of every zone’s eligibility, fees, facilities or visa provisions. Ask the authority for written confirmation of:
- whether it accepts your exact activity and proposed legal form;
- what address, lease or facility is required and included;
- what visa provisions and immigration-related requirements apply, if you need visas;
- whether external approvals or other registrations are required;
- the full first-year charges, renewal charges, amendment fees and cancellation obligations.
The UAE Ministry of Economy’s business setup guidance provides a national outline, but it does not replace the selected Sharjah authority’s activity-specific checklist.

Budget for the full setup, not a headline price
Two official figures illustrate why it matters to separate charges by service. SEDD states that license issuance fees are calculated at 8% of lease contract value or area for citizens, with a minimum of AED 800. That statement is limited to the stated case; it does not establish a universal formula for every investor or an all-in setup cost.
The Sharjah Chamber of Commerce & Industry (SCCI) displays AED 1,550 in fixed fees for its New Membership (Free Zone) service. This is a chamber-membership charge, not the price of forming a free-zone company. SCCI says mainland membership renewal fees depend on activity and legal form. Verify current charges and whether membership applies to your situation.

Ask SEDD or the selected free-zone authority for a current written quote based on your exact activity, legal form, premises and lease value or area. Request separate line items for licensing, lease or facility, external approvals, chamber membership, visas, renewals, amendments and cancellation, and ask the provider to identify exclusions. Compare quotes only when they cover the same requirements.

SCCI publishes different membership requirements for mainland and free-zone businesses. These are administrative requirements and fees, separate from the license-issuance charge.
Free-zone membership
SCCI’s New Membership (Free Zone) page lists a copy of the free-zone license, a sponsor no-objection certificate for non-UAE nationals, a partnership contract, a lease, company constitutional documents where relevant, and identity documents. The page displays fixed membership fees of AED 1,550. Confirm the current checklist, applicability and amount with SCCI.
Mainland membership
SCCI’s mainland membership information lists an EDD license, commercial registry certificate, attested partnership contract and lease, authorization and identity documents among its requirements. Its mainland renewal page lists a municipality-attested lease, EDD license, receipt and prior membership certificate; renewal fees depend on activity and legal form. For a new mainland entity, check the correct new-membership requirements rather than relying on a renewal checklist.
A practical comparison checklist
Before choosing a route or paying a formation provider, get written answers to these questions:
- Does the authority accept the exact activity and legal form?
- Where will the business need to trade, and with whom—including any mainland-facing work?
- What premises or address is required, and is it included in the quoted package?
- Which external approvals, chamber memberships or other registrations apply?
- How many visas, if any, are needed, and what immigration-related requirements and charges follow?
- What are the itemized first-year, renewal, amendment and cancellation costs?
- Which claims are confirmed by the licensing authority in writing, and which come only from an intermediary?
Procedures, activity approvals and fee schedules can change. Confirm current requirements with SEDD, SCCI or the selected free-zone authority before committing funds.
