U.S. taxpayers may have to report the same foreign account in more than one place. Schedule B asks about foreign accounts on an applicable federal income-tax return. A separate FBAR (FinCEN Report 114) is generally required when the combined value of reportable foreign accounts exceeded $10,000 at any time during the calendar year. Form 8938 may also be required for specified foreign financial assets above a threshold based on filing status and residence. Form 8938 does not replace an FBAR.
These are reporting duties, not a single “foreign account form.” The correct result depends on who owns the account or has authority over it, the type of asset, the taxpayer’s filing status and residence, and the tax year.

Start with the three separate reporting tracks
| Report | Where it goes | Basic trigger | Attached to income-tax return? |
|---|---|---|---|
| Schedule B | IRS federal income-tax return | Questions about foreign accounts for taxpayers required to file the applicable schedule | Yes, as part of the return |
| FBAR, FinCEN Report 114 | FinCEN through the BSA E-Filing System | Aggregate value of reportable foreign financial accounts exceeded $10,000 at any time during the calendar year | No |
| Form 8938 | IRS, attached to the federal income-tax return | Specified person has specified foreign financial assets above the applicable filing threshold and has an income-tax return filing requirement | Yes |
One account can therefore appear on Schedule B, an FBAR, Form 8938, or all three. Each report has its own definitions, thresholds, valuation rules and filing destination. A U.S. citizen, resident alien or other U.S. person can have these obligations while living in the United States or abroad. Reporting is separate from the question of whether the account generated taxable income.

Think of the forms as overlapping checks rather than interchangeable versions of the same filing. Schedule B is a question on the income-tax return. The FBAR is a Treasury report sent electronically to FinCEN. Form 8938 is an IRS information form attached to a return when the specified-asset test is met. Completing one does not automatically complete another.

Schedule B: disclose the foreign-account question on the tax return
Schedule B is an income-tax schedule. Its foreign-account questions ask whether the taxpayer had a financial interest in, or signature authority over, a financial account in a foreign country. Answering the questions does not transmit an FBAR to FinCEN.
If your return requires Schedule B, answer its foreign-account questions accurately even when the account earned no interest or other taxable income. The schedule is part of the IRS return, while the FBAR is a separate Treasury filing. Do not omit the Schedule B disclosure because you plan to file an FBAR, and do not assume the Schedule B answer completes the FBAR requirement.
Schedule B also belongs to the annual return’s normal filing process. It follows the due date and any valid extension for that return, unlike the FBAR’s separate electronic submission. Keep the account inventory used to answer Schedule B so that the response is consistent with the information reported, or not reported, on the other forms.

Who generally files
The IRS describes an FBAR obligation for a person with a financial interest in, or signature or other authority over, foreign bank, securities or other financial accounts when the aggregate value of those reportable accounts exceeded $10,000 at any time during the calendar year. The rule can apply even if the account produced no taxable income.
The test is based on the person’s relationship to the account as well as its value. A person may need to examine accounts owned directly, held jointly, controlled through an entity or trust, or accessible through signature or other authority. The precise attribution rules depend on the facts, so an account that is not titled in the taxpayer’s individual name is not automatically irrelevant.
Calculate the threshold across accounts
The $10,000 amount is one combined threshold. It is not a separate $10,000 allowance for each account. For example, three accounts with maximum values of $4,000, $3,500 and $3,000 produce an aggregate maximum of $10,500 and generally trigger an FBAR, even though no individual account exceeded $10,000. Conversely, if the combined value never exceeded $10,000 during the year, the threshold rule does not require an FBAR.
Use the maximum value during the calendar year, not merely the December 31 balance. A low year-end balance does not erase a higher balance reached earlier. Build the calculation from statements or other reliable account records, identify the highest value for each reportable account, and then consider the aggregate at the relevant time. Convert foreign-currency balances using a reasonable exchange rate and retain the records supporting the amounts used.

Accounts covered and a stated exception
Reportable accounts can include foreign bank and securities accounts and other foreign financial accounts covered by the FBAR rules. The relevant question is whether an account falls within the foreign financial-account rules, not whether it paid interest. Review the account type, the institution’s location and the taxpayer’s ownership or authority.
The IRS identifies an exception for assets held in a U.S. military banking facility operated by a U.S. financial institution. Do not count such an account as a foreign account for the threshold without checking the applicable instructions. An exception should be applied only after confirming that the account fits the stated conditions.
How and when to file
- Collect the legal name and address of each foreign financial institution, account number or other identifying information, account type, ownership or authority status, and maximum value during the calendar year.
- Determine the maximum aggregate value across all reportable accounts and the U.S.-dollar conversion method used.
- File FinCEN Report 114 electronically through FinCEN’s BSA E-Filing System. It is not attached to Form 1040 or another federal income-tax return.
- For a calendar-year report, the general due date is April 15. When April 15 falls on a weekend or legal holiday, the due date moves to the next business day. Verify the date and current instructions for the filing year.
FinCEN’s system is separate from IRS e-filing. A tax-return extension does not turn the FBAR into an attachment to the return; follow the current FinCEN instructions for any extension or late-filing situation. Save the electronic confirmation and a copy of the submitted report with the account statements and calculation worksheet.
Form 8938: a separate IRS disclosure for specified foreign assets
When Form 8938 is potentially required
Form 8938 applies when the taxpayer is a specified person, has an interest in specified foreign financial assets, exceeds the applicable asset-value threshold, and has an income-tax return filing requirement. The form is attached to the annual federal return.
“Specified foreign financial assets” can include foreign financial accounts and other specified interests. Form 8938 is not limited to the same account set used for an FBAR, so do not assume that passing one test answers the other. Review assets beyond ordinary deposit accounts when deciding whether the specified-asset total reaches the applicable amount.
The form’s threshold is tested by both a year-end amount and an “at any time” amount. A taxpayer can be under the year-end figure but above the anytime figure, or vice versa. The applicable residence category also matters, and living abroad is determined under IRS tax-home and presence or residence tests rather than simply by the mailing address on a bank statement.
Thresholds for taxpayers living in the United States
The following thresholds are the IRS amounts for individuals whose applicable tax home is in the United States. “At any time” means the highest total value during the tax year; “on the last day” means the year-end value. Apply the thresholds for the specific tax year, because instructions can change.

These are reporting thresholds, not tax rates or tax-free allowances. Crossing an amount does not by itself determine the income tax due on the account. It determines whether the information form may be required, assuming the other Form 8938 conditions are met.

Higher thresholds for taxpayers living abroad
For a taxpayer treated as living abroad under the applicable tax-home and presence or residence tests, the IRS page gives these higher individual thresholds:
| Filing status | More than this on the last day of the tax year | Or more than this at any time during the tax year |
|---|---|---|
| Unmarried or married filing separately | $200,000 | $300,000 |
| Married filing jointly | $400,000 | $600,000 |
Living outside the United States does not automatically qualify someone for these thresholds. The IRS uses tax-home and presence or residence tests, and the applicable Form 8938 instructions control for the tax year. A foreign address, foreign employer or foreign bank account alone is not the test.
Form 8938 does not replace the FBAR
The Form 8938 instructions state: “Filing Form 8938 does not relieve you of the requirement to file FinCEN Form 114, Report of Foreign Bank and Financial Accounts (FBAR), if you are otherwise required to file the FBAR.” A taxpayer can be below the Form 8938 threshold and still have an FBAR obligation, or exceed the Form 8938 threshold while not meeting the FBAR account test.
The forms can also use different asset groupings. An account may count toward a specified-asset total without being part of the FBAR calculation, while an FBAR account may be below the Form 8938 threshold when considered with the filer’s other facts. Compare each form’s instructions instead of copying a number from one filing to the other.
How the deadlines fit together
| Requirement | Normal calendar-year timing | Extension or timing point |
|---|---|---|
| Schedule B | Filed with the federal income-tax return by that return’s due date | Follows the return’s valid extension |
| Form 8938 | Attached to the annual return by the return’s due date | Generally follows the return’s valid extension |
| FBAR | April 15 for the applicable reporting year | Weekend or legal holiday moves the date to the next business day; check current FinCEN guidance |
For calendar-year individual returns, April 15 is generally the federal filing and payment date, subject to weekend, holiday and extension rules. A qualifying U.S. citizen or resident alien abroad may receive an automatic two-month extension to file the income-tax return. That filing extension does not necessarily postpone the time to pay tax, so consult the current IRS instructions for the relevant year.
Always label your worksheet and saved copies with the tax year or calendar year being reported. The FBAR uses the calendar year, while Schedule B and Form 8938 are tied to the applicable annual income-tax return. Check the current IRS and FinCEN instructions for the exact due date, holiday adjustment, filing method and any extension or correction procedure.
A practical decision process
- Identify your status. Determine whether you are a U.S. citizen, resident alien or another U.S. person, your filing status, and whether you meet the IRS definition of living abroad for Form 8938 purposes.
- Inventory every foreign account and asset. List accounts you own, jointly hold, control through an entity or trust, or over which you have signature or other authority. Record the institution’s country and the account’s maximum value.
- Separate income from reporting. Report taxable interest, dividends, gains or other income on the appropriate tax-return schedules. An account can require disclosure even when it generated no taxable income.
- Test the FBAR threshold. Add the maximum U.S.-dollar value of reportable foreign accounts at the relevant time. If the aggregate exceeded $10,000 at any point, prepare FinCEN Report 114.
- Test Form 8938 independently. Determine whether the assets are specified foreign financial assets, whether you meet the filing requirement, and which filing-status and residence threshold applies.
- Complete Schedule B when required. Answer the foreign-account questions on the applicable income-tax return; do not use that answer as a substitute for either separate report.
- File through the correct channel. Attach Form 8938 and Schedule B to the IRS return. Submit the FBAR electronically to FinCEN.
- Save support. Keep statements, year-end and peak-balance calculations, exchange-rate records, ownership documents and confirmation numbers with your tax records.
Before filing, reconcile the names and account numbers across your inventory, Schedule B, Form 8938 and FBAR. Differences can be legitimate when a form covers a different asset set, but unexplained omissions or duplicate entries make later review harder. Note which accounts were excluded and the specific reason, such as an applicable exception or a conclusion that the asset was outside that form’s scope.
Worked examples
Several modest accounts exceed the FBAR threshold
A U.S.-resident unmarried taxpayer has foreign accounts with maximum values of $6,200 and $4,100. The combined maximum is $10,300. The taxpayer generally must file an FBAR because the aggregate exceeded $10,000, even though each account separately was below that amount. Form 8938 is a different test: the taxpayer would compare the specified-asset totals with the $50,000 year-end and $75,000 anytime thresholds, along with the return-filing requirement.

Form 8938 threshold reached without an FBAR threshold
Suppose a U.S.-resident married couple filing jointly has specified foreign financial assets that total $160,000 at their highest point, but the accounts that are reportable for FBAR purposes never collectively exceed $10,000. The couple may have a Form 8938 obligation under the $150,000 anytime threshold while not meeting the FBAR aggregate-account threshold. Asset classification and ownership still must be reviewed; the example illustrates why the tests cannot be substituted for one another.
Living abroad changes the Form 8938 comparison, not every rule
A qualifying joint filer living abroad compares specified assets with the $400,000 year-end and $600,000 anytime thresholds listed for that category. The taxpayer still considers Schedule B, the separate FBAR test and worldwide-income rules. Residence must meet the IRS tests; simply having a foreign address is not enough.
No income does not eliminate disclosure
A taxpayer has a foreign savings account that paid no interest during the year and never exceeded $10,000 by itself, but a second foreign account brought the combined maximum to $10,500. The absence of interest does not change the aggregate FBAR calculation. The taxpayer must still answer the applicable Schedule B question and independently evaluate Form 8938, even if no account income appears on the return.
Common mistakes and how to correct the approach
- “I reported the account on Schedule B, so I am done.” Schedule B is part of the IRS return. File an FBAR separately when its threshold and account rules apply.
- “Form 8938 replaces the FBAR.” It does not. The forms go to different agencies and use different tests.
- “No interest means no report.” Account-reporting rules can apply independently of taxable income.
- “The $10,000 limit applies to each account.” The FBAR test aggregates reportable accounts.
- “My December 31 balance was low.” The FBAR test looks for the highest aggregate value during the calendar year; Form 8938 also has an anytime threshold.
- “I live overseas, so the higher Form 8938 threshold is automatic.” The IRS requires the applicable tax-home and presence or residence tests.
- “A tax-return extension automatically handles the FBAR.” The FBAR is filed through FinCEN, not attached to the return. Check the current FinCEN rules rather than relying on a return extension.
- “I can use one balance for every form.” FBAR focuses on maximum aggregate reportable-account value, while Form 8938 uses specified assets and both year-end and anytime tests.
- “A joint, trust or business account is simple.” Ownership, control, signature authority and attribution rules can change who reports what. Those cases need an analysis of the governing documents and current instructions.
- “A foreign address proves I qualify as living abroad.” Form 8938’s higher thresholds depend on the IRS tax-home and presence or residence tests.
When individualized help is prudent
Get advice from a qualified cross-border tax professional when accounts are held through foreign corporations, partnerships, trusts or estates; when you have signature authority without ownership; when accounts are jointly held; when you are uncertain whether an asset is a specified foreign financial asset; or when prior-year FBARs or income-tax returns may be incomplete. Penalties and correction procedures depend on the facts, tax year and filing history, so do not infer a remedy from the threshold tables alone.
Professional review is especially useful when the account inventory changed during the year, when balances moved sharply, when several currencies are involved, or when an account was closed before year-end. Bring statements, ownership documents, prior filings, exchange-rate records and any filing confirmations so the adviser can test each reporting track separately.
Use the IRS and FinCEN instructions for the exact tax year before filing. Confirm the applicable exchange-rate method, account classification, filing status, residence tests, due dates and any available correction or extension procedure.
Frequently Asked Questions
Do I report a foreign bank account on Schedule B and an FBAR?
Often, yes. Schedule B is part of the federal income-tax return, while the FBAR is a separate electronic FinCEN filing. If the account and aggregate-balance rules apply, answering Schedule B does not replace FinCEN Report 114.

Is the FBAR threshold $10,000 per account?
No. The $10,000 test applies to the combined maximum value of reportable foreign accounts. Several accounts below $10,000 each can still require an FBAR when their aggregate maximum exceeds $10,000 at any time during the calendar year.

Does Form 8938 replace an FBAR?
No. Form 8938 is attached to the IRS income-tax return, while the FBAR goes electronically to FinCEN. The Form 8938 instructions expressly state that filing it does not relieve an otherwise applicable FBAR obligation.
What if my foreign account earned no interest?
Reporting can still apply. Account-reporting duties are separate from whether the account produced taxable income. Evaluate Schedule B, the FBAR threshold and Form 8938 independently.
What are the Form 8938 thresholds for a U.S.-resident unmarried filer?
The IRS amounts are more than $50,000 on the last day of the tax year or more than $75,000 at any time during the tax year. Confirm the instructions for the specific tax year.

Are Form 8938 thresholds higher when I live abroad?
They can be, if you meet the IRS tax-home and presence or residence tests. The listed thresholds are $200,000 year-end or $300,000 anytime for unmarried or married-filing-separately taxpayers, and $400,000 year-end or $600,000 anytime for married filing jointly.
Where do I file the FBAR?
File FinCEN Report 114 electronically through FinCEN’s BSA E-Filing System. It is not attached to Form 1040, Schedule B or Form 8938.
What is the usual FBAR due date?
IRS guidance gives April 15 for the applicable calendar-year report. If the date falls on a weekend or legal holiday, it moves to the next business day. Check current FinCEN instructions for the reporting year.
Does a tax-return extension extend the FBAR automatically?
Do not assume so. The FBAR is a separate FinCEN filing, not an income-tax-return attachment. Follow the current FinCEN guidance for extensions or late filings.

The Bottom Line
Schedule B, the FBAR and Form 8938 are separate reporting tracks. The FBAR generally turns on an aggregate foreign-account maximum above $10,000 during the calendar year, while Form 8938 uses specified-asset thresholds that vary by filing status and whether the taxpayer qualifies as living abroad.
