Start by identifying where the ad appeared, which government body or employee may be connected to it, and what public resource you believe was used. Then preserve the ad and report the facts to the authority responsible for that kind of conduct in that jurisdiction. A political message appearing on a government account is not, by itself, proof that public money was spent unlawfully: campaign-finance rules, government-employee rules, state or local ethics laws, and rules about advertising content can involve different agencies.
First identify what may have happened
“Public funds paid for a political ad” can describe several different concerns. The right reporting route depends on the alleged conduct, the government involved, and the source of any money or other support. Before filing, separate what you saw from what you suspect and consider which of these descriptions best fits:
As an Amazon Associate I earn from qualifying purchases.
- Public money paid for campaign advertising. The concern is that a government body, public grant, or other public funding paid an ad intended to support or oppose a candidate, party, or campaign.
- Government resources supported partisan activity. The suspected resource might be staff time, an official email account, equipment, stationery, facilities, or an official account—not necessarily a direct advertising payment.
- A government employee engaged in prohibited political activity. Rules may depend on the employee’s role, the agency, and, in some cases, whether the employee’s work is connected to federally funded programs.
- The ad violated campaign-finance or disclosure rules. This may concern who paid, whether spending was reported, or whether required disclosures appeared.
- The ad’s content or distribution was improper. Questions about a local authority’s communications, candidate conduct, or political broadcasting may belong to a different body from the one that handles political-finance complaints.
These categories can overlap, but one agency does not necessarily enforce all of them. A national campaign-finance regulator is not a universal election-law complaint office, and an agency that accepts complaints about political spending may not have authority over public employees or local-government communications.

Use the route that matches the place, government entity, and suspected rule. The examples below cover U.S. federal routes, selected U.S. state and local considerations, and the United Kingdom. They are not a substitute for checking the rules and current complaint instructions in the jurisdiction where the ad appeared. | Where and what you suspect | Possible route | Important limit |
|---|---|---|
| United States: alleged violation of federal campaign-finance law involving a federal election | Federal Election Commission (FEC) | The FEC enforces federal campaign-finance law, not every election-related law or a purely local ethics matter. |
| United States: political activity by a potentially covered federal, state, D.C., or local employee | U.S. Office of Special Counsel (OSC), for Hatch Act allegations | Coverage of state and local employees is limited; public employment alone does not establish that the Hatch Act applies. |
| United States: suspected fraud, waste, abuse, or mismanagement involving federal funds | GAO FraudNet | It may refer an allegation to another body; the recipient decides what action to take. It is not a replacement for a specialized campaign-finance or employee-conduct route. |
| United Kingdom: political-finance rules | Electoral Commission | It may assess, guide, enforce, or direct a concern elsewhere. Many content and local-authority issues are outside its remit. |
| United Kingdom: local authority facilities or political communications during the pre-election period | The relevant local authority | The Electoral Commission specifically directs these concerns to the local authority. |
| Any state or locality: state or local ethics, election, public-resource, or potentially criminal concern | Relevant state or local ethics/election office, inspector general, auditor, public integrity office, or law enforcement, as appropriate | There is no single reporting address for all state and local matters. Confirm the office’s remit on the official government site. |
United States: federal campaign-finance complaints
The FEC administers and enforces federal election campaign-finance laws for federal offices. Any person may file a complaint about a suspected violation of those laws. Its instructions require a written complaint with the complainant’s name and address, signature, and a sworn or notarized statement or affirmation under penalty of perjury. Include the alleged respondent and specific facts, and attach records that support the allegations. The FEC says legal citations are not required; distinguish what you know from personal observation from information or belief.
Check the FEC’s jurisdiction before filing. It says other election-related laws are outside its authority. If the suspected problem is a local department’s use of staff, equipment, money, or an official account for a partisan purpose, a state or local ethics or election authority, employee-conduct office, or inspector general may be more relevant. A federal election connection alone does not mean the FEC can resolve every related complaint.
FEC enforcement matters remain confidential while unresolved. Do not assume a filing or investigation will immediately appear in public records; the public can inspect files after cases close.
United States: employee political activity and the Hatch Act
OSC accepts Hatch Act allegations through its online portal or paper complaint forms. Its requested information includes the subject’s name and contact details, agency and position, a detailed account, witnesses, and supporting records. If the subject is a state, D.C., or local employee, OSC asks for information about federal funding received by the employing agency and the employee’s work connected to that funding.

That funding connection matters. Hatch Act coverage of state and local employees is limited to people principally employed by executive agencies who work in connection with programs financed in whole or in part by federal loans or grants. For covered employees, OSC identifies coercion and misuse of official authority for partisan purposes as prohibited conduct. Examples include using public funds, official email, stationery, office supplies, equipment, or other government resources to support a candidacy.
Do not conclude that the Hatch Act applies simply because a person works for a public agency or because an ad is political. State and local ethics laws may also apply, but OSC does not enforce those laws. If the facts point to a state or local rule, find the relevant jurisdiction’s own ethics or election authority as well.
United States: federal funds and FraudNet
GAO FraudNet accepts reports of suspected fraud, waste, abuse, or mismanagement involving federal funds. GAO reviews allegations and may refer them to a federal inspector general or another federal, state, or local entity; the body receiving a referral decides what action to take. Use this as a possible route when the concern genuinely involves federal funds, not as a substitute for a specialist regulator when the allegation is specifically about campaign-finance law or covered employee political activity.

United Kingdom: finance, local-authority communications, and other concerns
The Electoral Commission accepts concerns about political-finance rules. It assesses whether a report identifies a rule failure supported by evidence and may direct the concern to another body, provide guidance, or take enforcement action. It directs concerns about a local authority’s use of facilities or political communications shared during the pre-election period to the local authority. It directs some candidate conduct and intimidation concerns to police, and possible political television advertising concerns to Ofcom. Most political campaign-material content is not regulated by the Commission.
For UK campaign material, look for an imprint. It identifies who is responsible for publishing the material and on whose behalf it is promoted; it does not, by itself, prove that the material was paid for. Some social platforms maintain ad libraries that may show payer, targeting, and cost information for paid ads. UK campaign-spending rules include advertising across formats, and regulated campaigners must record and report relevant spending. An imprint or library entry can help establish leads, but it is not conclusive proof that public money funded an ad.
State and local matters: verify the office before filing
There is no universal state or local complaint office. Start with the jurisdiction and the specific entity—such as a city, county, school district, or state agency—then identify the funding stream and conduct in question. Depending on the rule, a relevant route could be a state or local ethics commission, election office, inspector general, auditor, public integrity office, or law enforcement for potentially criminal conduct. Verify both the office and its remit on the jurisdiction’s official government site.

The California Fair Political Practices Commission illustrates why checking scope matters: it accepts complaints within its Political Reform Act and Government Code section 1090 remit, but lists election fraud and misuse of public funds unrelated to campaign mass mailings among matters outside that remit. A well-known agency name is not enough; the alleged conduct has to fall within its authority.

Preserve the ad and its context
Online ads and posts can disappear or change. Record what you can see before reporting, without trying to access restricted systems or alter original evidence. A useful record allows an investigator to identify the material, its publisher or sponsor, when and where you encountered it, and why you think a public resource may be involved.
- Capture the full item. Save a screenshot or recording that shows the ad and enough of the surrounding interface to identify the platform, account, date, and any paid-ad disclosure. If the platform displays the item as promoted or sponsored, preserve that indication.
- Save the original URL and viewing details. Record the page or post address, the date and time you saw it, and where you saw it. Note whether it appeared to be paid or promoted, if that is visible; do not treat an ordinary post as a paid ad without evidence.
- Record the visible sponsor and disclosures. Capture the account or sponsor name, imprint, disclaimer, ad-library entry, targeting or cost information, and relevant campaign or government account identifiers. These clues may help establish who published or paid for material, but a name or imprint alone does not prove public payment.
- Identify the suspected public resource. Be precise: was there a visible payment record, apparent staff involvement, use of government equipment or facilities, an official account, or some other form of support? Mark which details you directly observed and which are inferences.
- Collect lawfully available supporting records. These may include public invoices, procurement entries, public ad-archive information, or other relevant records. Do not access restricted accounts or systems, and preserve original material rather than editing it.
- Keep a copy of what you submit. Save the report, confirmation, and case number if provided. Note facts you could not verify rather than filling gaps with assumptions.
The FEC asks complainants to attach supporting records and distinguish personal knowledge from information and belief. The UK Electoral Commission also asks for supporting documents or images. Follow the receiving body’s current instructions for file formats and submission; do not send material through an unverified contact channel.
Write a clear, evidence-based report
A useful report gives the authority an identifiable event to assess. Keep it factual and compact: identify the item, explain the possible connection to a public resource, attach evidence, and show what remains uncertain. Avoid guessing at motive or declaring that a law was broken when you are asking the authority to determine that.
You can adapt this structure to the receiving authority’s form:

For an FEC complaint, include the identifying information, signature, and sworn or notarized statement or affirmation required by its instructions. For a possible Hatch Act complaint involving a state or local employee, include the agency’s federal-funding connection and the employee’s work related to that funding if known. For any route, provide names and witness details requested by the form, and distinguish firsthand observations from information received from another person.
Before you submit: a short routing check
- Place: Is the ad tied to a U.S. federal election, a particular U.S. state or locality, or the UK? If somewhere else, identify that country’s election and public-integrity authorities.
- Entity: Which government body or public employee may be connected to the ad? A campaign account, a government account, and an agency-funded advertisement are not necessarily the same thing.
- Conduct: Is the issue a campaign-finance disclosure or spending question, use of public resources, employee political activity, or content/distribution concern?
- Funding: Is there evidence of public payment generally, or a specific federal grant or loan connection that may matter for a particular employee-conduct rule?
- Evidence: Have you preserved the ad, URL, date, visible disclosures, and records supporting the specific concern? Have you marked what is observed, inferred, or unknown?
- Authority: Does the official body’s remit cover the conduct? If not, is there a clearly identified referral route or a more appropriate state or local office?
Submitting a concern is not the same as proving a violation. Provide the strongest verifiable facts you have, state the uncertainties plainly, and let the responsible authority assess the applicable rule.
