Yes, refinancing may be possible with a low credit score, but the right route depends first on your current mortgage. If it is FHA-insured or VA-backed, a streamlined refinance may offer a path with less documentation or underwriting than a standard refinance. Neither route guarantees approval or eliminates costs. For other loan types, lenders set requirements that vary; a score below 620 generally makes qualifying for a mortgage harder, but that is not a universal refinance cutoff.
Before applying, identify your loan type, confirm whether payments are current, and compare the full cost of any new loan—not just its monthly payment. If a lender says no, ask why and check the score and credit information it used. If you are already behind or may miss a payment, contact your servicer about loss-mitigation options rather than assuming refinancing is available.

Find out whether your existing mortgage is FHA-insured, VA-backed, conventional, or USDA. The specific low-credit pathways addressed here are FHA Streamline refinancing for an existing FHA loan and a VA Interest Rate Reduction Refinance Loan (IRRRL) for an existing VA-backed loan. You generally cannot use either program to refinance a different loan type.

A practical first-call checklist
When you contact a lender, explain which type of loan you have and ask whether it offers the matching refinance program. Then ask what eligibility requirements it applies, what credit review it conducts, and whether it has lender-specific requirements in addition to program policy. This distinction matters: a government program may set its own rules, but an individual lender still makes an underwriting decision and can apply additional requirements.
Ask the lender to describe the potential transaction in writing before deciding whether to proceed. You want to know the proposed interest rate and APR, estimated monthly payment, closing costs, points or lender credits, applicable mortgage insurance or program fees, and the new loan term. Also ask how much the new balance would be and whether the payment estimate includes taxes and insurance. These details make it easier to compare offers on equal terms rather than relying on a headline rate or an informal estimate.
Keep the questions focused on your own situation. A general statement such as “we do streamline loans” does not establish that your loan qualifies or that you will be approved. Similarly, a score number by itself does not tell you whether the lender can approve the application: credit is one part of a decision that can also involve payment history, income, debts, equity, the current loan type, and program rules.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsFHA Streamline: a possible route for an existing FHA mortgage
HUD’s FHA Streamline refinance is available only when the mortgage being refinanced is already FHA-insured. HUD uses “streamline” to describe limited documentation and underwriting—not a free transaction, a guaranteed approval, or an absence of lender review. The existing mortgage generally must be current, the new loan must provide a net tangible benefit, and the borrower may not take out more than $500 in cash. See HUD’s Streamline Refinance Your Mortgage page for program information.
That first eligibility check is important. An FHA Streamline is not a way to switch a conventional, USDA, or VA mortgage into an FHA loan under this particular route; the existing mortgage must already be FHA-insured. If you are not sure what type of loan you have, ask your mortgage servicer or lender to identify it before spending time comparing a program that may not apply.
Credit-qualifying and non-credit-qualifying versions
FHA policy allows credit-qualifying and non-credit-qualifying Streamline refinances. Under HUD Handbook 4000.1, revised May 20, 2024, FHA does not require a credit report for a non-credit-qualifying Streamline; a credit report is required for the credit-qualifying option. That is an FHA policy distinction, not a promise that a lender will ignore credit. Ask each lender what credit review and additional underwriting requirements it applies.
In particular, do not assume that “non-credit-qualifying” means automatic acceptance, no questions about your finances, or no lender review at all. It describes FHA’s policy for that version of the program. The lender may still have its own underwriting rules, and the transaction still has to meet applicable program requirements. Ask whether the lender is evaluating your application as credit-qualifying or non-credit-qualifying, what that means in its process, and which lender requirements apply in addition to FHA policy.
If a lender says you need a credit report, ask whether it is proposing the credit-qualifying option or applying its own requirements. If another lender describes a different process, compare the actual terms and requirements rather than assuming one lender’s explanation applies to all FHA Streamline applications. The research-backed point is limited: FHA does not require a credit report for the non-credit-qualifying version, while a credit report is required for the credit-qualifying version.
What the “net tangible benefit” and cash rules mean for your decision
HUD’s stated program requirements include a net tangible benefit from the new loan and a limit on cash taken out. In practical terms, these are reasons not to judge a proposed refinance only by whether a lender can process it or whether a new payment appears lower. Ask the lender to explain how the proposed loan meets the program’s benefit requirement and what effect it has on your rate, payment, loan balance, term, and costs.
The cash limit is also worth clarifying before you apply. HUD’s rule, as summarized in its program guidance, does not allow cash above $500 to be taken out. If your goal is to access home equity, ask the lender whether the transaction you have in mind is actually an FHA Streamline and whether it fits that restriction. Do not assume a streamlined refinance is a cash-out loan.

Costs still matter
FHA does not allow closing costs to be added to the new mortgage amount in a Streamline refinance. Some lenders may call a loan “no-cost” when they cover costs through a higher interest rate. That does not make the transaction free: compare the interest rate, payment, upfront charges, and total cost for the period you expect to keep the mortgage.
Ask exactly what “no-cost” means in the lender’s offer. The label may describe how the upfront expenses are paid, not the absence of an economic cost. A higher rate can affect your payment and the amount you pay over time. Compare that offer with one where you pay costs upfront, and consider how long you expect to keep the loan. A lower amount due at closing may be useful for cash flow, but it should not be mistaken for a lower total cost without doing the comparison.
VA IRRRL: a possible route for an existing VA-backed loan
A VA Interest Rate Reduction Refinance Loan is for a borrower refinancing an existing VA-backed mortgage. VA says the borrower must be able to certify current or prior residence in the home. An IRRRL may lower the payment through a lower rate or make payments more stable by changing an adjustable-rate mortgage to a fixed-rate loan. Program eligibility does not ensure that a particular lender will approve an application.
You apply through a private bank, mortgage company, or credit union—not directly through VA. VA recommends contacting several lenders because rates, terms, and fees vary. Its IRRRL guidance, updated January 7, 2026, explains the program and the lender process.
Start by verifying that the loan you are refinancing is VA-backed. An IRRRL is not a general refinance option for a borrower who has a conventional, FHA, or USDA mortgage. If your loan is VA-backed, confirm that you can certify current or prior residence in the home, then contact lenders that offer the program. Because the application goes through a private lender, the lender’s requirements and offer terms matter even when the borrower appears to meet VA’s program eligibility conditions.

Calculate the time needed to recover the costs
Closing costs can add up to thousands of dollars. A basic break-even estimate is total refinance costs divided by the expected monthly savings. For example, if a lender estimates $3,000 in costs and $100 in monthly savings, the simple estimate is 30 months. This is only a screening calculation: it does not account for changes in loan term, the outstanding balance, or the full cost of borrowing.
Use the calculation as a first question, not the final answer. If you expect to keep the new mortgage longer than the estimated break-even period, the costs may be easier to justify than if you expect to move or refinance again soon. But the simple calculation does not include every difference between loans. Ask the lender to show your expected costs and payments over more than one possible holding period, and compare the new principal balance and term as well as the monthly payment.
Some costs may be included in the new loan or paid through a higher interest rate. Compare the resulting principal balance, rate, payment, and total expense—not just the cash required at closing. A transaction that requires little cash upfront can still increase the amount borrowed or change what you pay over the life of the loan. The VA recommends comparing costs with expected monthly savings so borrowers can estimate how long it may take to recoup those costs.
Conventional and USDA refinances: ask about the lender’s actual rules
There is no single credit score that determines every mortgage refinance decision. The Consumer Financial Protection Bureau says credit scores are one factor lenders consider and that borrowers with scores below 620 generally have trouble qualifying for a mortgage. That general observation is not a universal refinance minimum or an automatic denial threshold; lender and program requirements vary. The CFPB’s guidance on getting your money situation in order provides the broader credit context.

The below-620 observation is useful as context, not as a hard line. It does not say that every applicant below 620 will be denied, that everyone above 620 will qualify, or that the same threshold applies to every refinance product. A lender’s decision depends on the applicable loan rules and the overall application. If you are comparing lenders, ask each one which score and other factors it considers, and whether it can explain which parts of your application are affecting the decision.
The sources reviewed for this article do not establish complete conventional or USDA refinance requirements or a single credit-score cutoff for those loans. That means it would be misleading to promise a specific score will qualify you, or to rule you out based only on a number. Ask lenders about current program rules and their own underwriting requirements for your loan type.
Credit-score model changes do not guarantee access or approval
FHFA’s credit-score policy page, last updated October 2, 2026, describes a transition policy for loans delivered to Fannie Mae and Freddie Mac, including lender use of either VantageScore 4.0 or Classic FICO under specified requirements. Separately, HUD announced in a September 2026 notice that FHA planned to begin using VantageScore 4.0 and FICO Score 10T alongside Classic FICO beginning January 1, 2027; existing policy remains in effect until amended. These policy changes do not mean every borrower can select a score model, that all lenders already use the new models, or that a model change guarantees approval.
Recommended Free Tools
For a borrower, the important takeaway is not to plan around a future scoring model as a shortcut to approval. The FHFA policy concerns loans delivered to Fannie Mae and Freddie Mac and includes specified requirements. HUD’s announcement describes a planned future FHA change, not a claim that the new models are already universally in use. Ask the lender what model it actually uses for your application and whether a policy change applies to your particular loan and timing.
Compare offers by total cost, not just the monthly payment
Request written estimates from more than one lender and make sure you are comparing the same loan amount and a similar structure. A lower monthly payment can result from extending repayment rather than reducing the overall cost. Consider how a new term resets or extends the amortization schedule and how long you expect to keep the loan.
When possible, compare offers side by side using the same assumptions. If one estimate uses a different term, loan balance, rate type, or treatment of costs, the monthly figures are not directly comparable. Ask each lender to clarify the assumptions and provide the estimated costs at different holding periods. That helps you see whether a lower payment reflects a lower rate, a longer repayment period, reduced upfront costs exchanged for a higher rate, or a combination of factors.
| What to compare | What to check |
|---|---|
| Interest rate and APR | Compare both for each offer. A lower rate alone does not capture all upfront costs. |
| Monthly payment | Separate principal and interest from taxes and insurance where applicable. Check whether the payment changes because of a longer term or a different rate type. |
| Closing costs, points, and lender credits | Review what you pay upfront and whether costs are financed or reflected in a higher rate. |
| Mortgage insurance or program fees | Include applicable mortgage insurance, funding fees, and other program charges in the comparison. |
| Term and remaining balance | Compare the new loan term and expected balance over the time you may keep the mortgage. Note whether refinancing extends repayment. |
| Total cost over your likely holding period | Ask for costs at multiple timeframes if you are unsure how long you will keep the loan; a single monthly-payment figure is not enough. |
| Break-even time | Estimate how long it takes for monthly savings to offset refinance costs, then account for term and balance differences. |
Discount points mean paying more upfront in exchange for a lower rate; lender credits reduce upfront costs in exchange for a higher rate. The CFPB explains this trade-off in its guidance on lender credits and points. Compare costs across timeframes, especially if you may sell or refinance again before the break-even point.
How to make a fair comparison
- Compare the same basic loan structure. Check that the estimates reflect a similar loan amount and term. If they do not, ask why and what a comparable structure would look like.
- Look beyond principal and interest. Include taxes and insurance where applicable, as well as mortgage insurance, funding fees, and other program charges that apply to your offer.
- Separate upfront costs from rate trade-offs. Identify any discount points you pay to lower the rate and any lender credits you receive in exchange for a higher rate. Include those trade-offs in the cost comparison.
- Check the balance and repayment period. A refinance can reset or extend the schedule for repaying principal. A smaller payment does not by itself prove that the loan is cheaper overall.
- Use more than one timeframe. If you do not know how long you will keep the loan, ask for total-cost comparisons at several plausible holding periods. Include a likely move or another refinance in your thinking if either is realistic.
- Consider whether costs are paid now or another way. Compare upfront costs with costs reflected in a higher rate or a larger new balance, where allowed by the applicable program.
These comparisons are especially important when a lender emphasizes a low payment or calls an offer “no-cost.” Ask what the offer costs over the period you expect to hold the loan and what happens if you keep it longer or leave earlier. The goal is not to select the offer with the smallest number in one column; it is to understand the trade-offs between upfront cash, rate, monthly payment, term, balance, and total cost.
What to do if a lender denies your application
- Ask for the reason in writing. Request the lender’s written explanation and copies of the credit score used. The CFPB outlines these steps in its guidance for denied mortgage applications.
- Review your credit reports. Check for errors or outdated information that could affect the application. Dispute inaccuracies with the relevant credit-reporting company and follow up with the lender about what documentation it needs.
- Ask what could change the decision. Find out whether the issue was credit, income, debts, equity, payment history, program eligibility, or the lender’s own requirements. Requirements vary, so a denial from one lender does not establish that every lender or program will reach the same decision.
- Consider a HUD-approved housing counselor. A counselor can help review mortgage options and credit concerns; counseling is often free or low-cost. Use the CFPB’s housing counselor finder.
Write down the explanation and the score information the lender provides. If something in your credit report appears inaccurate, address the specific item with the credit-reporting company and keep track of any response or supporting documentation. Then ask the lender what information it needs if you want it to reconsider or explain whether the issue can be addressed in a future application. Do not assume that a denial is permanent, but do not assume that another lender will approve you either.
A HUD-approved counselor can be a useful independent resource when you are unsure which path fits. The CFPB says counselors can help borrowers assess mortgage options and credit issues, and counseling is often free or low-cost. A counselor can help you understand what questions to ask without promising that a lender will approve a refinance. Use the CFPB counselor finder to locate an approved agency rather than paying someone who guarantees a result.

If you are struggling to make the current payment
Contact your mortgage servicer as soon as possible if you have missed a payment or expect to miss one. Ask about loss mitigation and what information the servicer needs. Depending on your circumstances, options may include a loan modification, repayment plan, forbearance, refinance, short sale, or deed-in-lieu of foreclosure. These options are not interchangeable, and a borrower who is delinquent should not assume a new refinance is available.
The CFPB’s mortgage payment options guidance, reviewed August 28, 2026, recommends contacting the servicer and a HUD-approved counseling agency. Be wary of foreclosure-assistance scams: an upfront-fee demand or a guarantee of a particular result is a warning sign.
When you call, tell the servicer whether you have already missed a payment or are worried about an upcoming one, and ask what loss-mitigation options may fit your circumstances. Ask what information it needs and how to submit it. Do not wait to contact the servicer because you are unsure whether you qualify for a refinance. A servicer can discuss options such as modification, repayment plan, or forbearance, while other possibilities may include a short sale or deed-in-lieu. The right option depends on your situation; the list is not a promise that every choice will be available.
Refinancing and loss mitigation are different questions. If you are delinquent or facing payment stress, the immediate step is to speak with your servicer and a HUD-approved housing counseling agency, not to assume a lender will approve a new loan. A counselor may help you assess the options and understand what to ask next. Avoid anyone who demands an upfront fee to obtain foreclosure relief or guarantees a particular outcome; those are scam warning signs identified by the CFPB.
Frequently asked questions
Can I refinance my mortgage with a low credit score?
Possibly. A low score does not automatically rule out refinancing, but the answer depends on the existing loan type, lender requirements, payment history, income and debts, equity, and the applicable program rules. FHA borrowers may ask about an FHA Streamline, and borrowers with an existing VA-backed mortgage may ask about a VA IRRRL. Neither program guarantees approval.
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Is 620 the minimum credit score to refinance?
No universal refinance cutoff is established by the sources here. The CFPB says borrowers with scores below 620 generally have trouble qualifying for a mortgage, but that is general guidance—not a fixed minimum for every refinance or an automatic denial rule. Ask the lender about the requirements for your specific loan type.
Does a non-credit-qualifying FHA Streamline mean the lender will not check my credit?
Not necessarily. HUD policy does not require a credit report for a non-credit-qualifying FHA Streamline, while a credit report is required for the credit-qualifying version. The distinction does not promise that a lender will ignore credit or waive its own requirements. Ask how the lender will review your application.
Can I use an FHA Streamline or VA IRRRL if my current loan is conventional?
No. An FHA Streamline is for refinancing an existing FHA-insured mortgage, and a VA IRRRL is for refinancing an existing VA-backed mortgage. If you have a conventional or USDA loan, ask lenders about the applicable current program and lender rules; the sources here do not establish complete rules or a universal score threshold for those loan types.
Is a “no-cost” refinance free?
Not necessarily. Some lenders describe a loan as no-cost because costs are paid through a higher interest rate. Compare the rate, payment, upfront costs, and total expense over the time you expect to keep the loan. For an FHA Streamline, HUD does not allow closing costs to be added to the new mortgage amount.
What should I do if a lender denies my refinance?
Request the written reason and copies of the credit score used, review your credit reports for errors, and ask which part of your application affected the decision. A HUD-approved counselor can help you assess mortgage options and credit concerns and is often free or low-cost. One lender’s denial does not establish that every lender or program will decide the same way.

The Bottom Line
Start with the mortgage you already have. If it is FHA-insured, ask about both FHA Streamline versions and the lender’s requirements; if it is VA-backed, compare IRRRL offers from several lenders. For any option, weigh the rate, payment, costs, term, balance, and break-even time—not just the monthly payment. If denied, request the written reason and credit score used. If you are behind or may miss a payment, call your servicer and a HUD-approved counselor promptly.
