Reconcile GSTR-2B to your purchase register document by document for each GSTIN and tax period. Investigate missing, duplicated, or inconsistent entries, record how each exception is resolved, then independently verify legal ITC eligibility before reporting in GSTR-3B. GSTR-2B is a useful matching signal—not a decision that every reflected invoice qualifies for credit.
What GSTR-2B tells you—and what it does not
GSTR-2B is a read-only, auto-drafted statement built from supplier and Input Service Distributor filings and certain import information. GSTN says it can be viewed after generation and downloaded in Excel or JSON; recipients use it to prepare relevant parts of GSTR-3B, rather than editing the statement itself. See GSTN’s GSTR-2B FAQ.
A document appearing in GSTR-2B does not, by itself, establish that you may claim its ITC. Conversely, portal indicators that credit is “not available” cover specified cases, not every possible legal restriction. Assess each transaction against the applicable law and facts, including the CBIC Input Tax Credit Rules. GSTN’s sectoral FAQs may also be relevant to particular transaction questions. This is general information, not a determination of eligibility for a particular business.
Reconcile one GSTIN and period at a time
1. Fix the period and books cut-off
Choose the GSTIN and return period, then close the purchase-register data you will compare. Separately identify late-entered invoices, amendments, credit and debit notes, imports, ISD credits, and reverse-charge purchases so a timing difference is not mistaken for a missing transaction.

2. Download and preserve the statement
In the GST portal, use Services > Returns > Returns Dashboard > File Returns > GSTR 2B. Save the generated statement alongside the reconciliation workpapers. GSTN describes monthly GSTR-2B as generated on the 14th of the following month and quarterly GSTR-2B on the 14th of the month after the quarter. Filing cut-offs affect which open-period statement contains a supplier’s document: a late-reported document may appear later. Check the current portal guidance for the relevant period, since system behavior and cut-offs can change.
3. Standardize comparison fields without changing the originals
For matching, normalize supplier GSTIN, document type, invoice or note number, date, taxable value, tax components, and place of supply. Keep the source values too; standardizing spacing or number formats should make variations easier to find, not overwrite evidence. These are practical matching fields, not a GSTN-prescribed universal formula.

4. Match in stages
- First match exact supplier GSTIN, document type, and document number.
- Review likely formatting or date variations as possible matches, rather than treating them as confirmed automatically.
- Compare taxable value and tax amounts, accounting for valid credit or debit notes and amendments.
- Investigate material value or tax differences; do not silently auto-match them.
Classify each exception and decide who can resolve it
A mismatch is an exception to investigate, not an automatic reason to claim or deny ITC. Use a log with the document, mismatch, owner, supplier follow-up, expected period, action taken, and closure evidence. The table gives a practical starting point; the correct tax treatment depends on the documents and applicable law.

For supplier-side omissions or errors, the recipient cannot insert or amend the invoice in GSTR-2B. Keep the invoice, receipt evidence, ledger posting, supplier correspondence, and eventual disposition with the exception record. If it appears later, match it back to the original exception and check whether it has already been claimed.

Review IMS actions before filing GSTR-3B
Invoice Management System (IMS) actions affect which records flow into GSTR-2B and GSTR-3B. GSTN guidance distinguishes accepted, rejected, pending, and deemed-accepted records: accepted records are included in available ITC, rejected records are excluded from eligible ITC, pending records are excluded for the period while remaining for later action where permitted, and records with no action may be deemed accepted. Pending is not available for every record type, and its use has legal boundaries. Follow the current portal behavior and law rather than assuming every record can be held pending.
GSTN’s IMS FAQs dated 22 September 2024 and revised IMS advisory describe the workflow. If you take an IMS action after draft GSTR-2B generation but before filing GSTR-3B, recompute GSTR-2B before using it for the return. Credit-note cases may also require checking what credit was actually claimed and how much should be reversed. GSTN’s FAQ on IMS changes from the October 2025 tax period, dated 15 October 2025, addresses later changes; confirm the instructions applicable to your period.

Make the eligibility decision separately
Once records are matched, assess each item under current GST law and the transaction’s facts. Review applicable restrictions, place-of-supply treatment, timing limits such as section 16(4), and required reversals. GSTR-2B’s available summary and its “not available” classifications help identify issues, but they do not replace that assessment. GSTN also advises taxpayers not to avail credit twice for a document, to reverse credit where required by the Act and Rules, and to pay reverse-charge tax.
When the treatment is unclear—particularly for section 16(4), place of supply, or amendments—check current law or consult a qualified GST professional. Keep the conclusion and supporting documents in the exception log rather than treating a portal status as the legal answer.

Tie the reconciliation to GSTR-3B and retain the trail
After resolving the exceptions and eligibility questions, tie the eligible document-level results to the relevant GSTR-3B auto-populated values. Inspect negative adjustments and credit-note netting, and record the reason for any deliberate difference or edit before filing. GSTN notes that auto-populated fields are editable; the taxpayer remains responsible for correct reporting.
Keep the period’s purchase register, downloaded GSTR-2B, exception log, supplier follow-ups, eligibility decisions, IMS actions, reversal calculations, and GSTR-3B tie-out together. This creates a reviewable record of what differed, who addressed it, and why the final return treatment was chosen.
