How to Reconcile GSTR-2B With Purchase Records and Claim Eligible ITC

A practical period-wise method to reconcile GSTR-2B with purchase records and check ITC eligibility before reporting credit in GSTR-3B.

Reconcile GSTR-2B with your purchase records, but do not treat every credit shown as automatically claimable. Match the statement to invoices and supporting records, then test each amount against the CGST Act and applicable rules before reporting it in GSTR-3B. A credit missing from GSTR-2B also needs investigation; a purchase-register entry alone does not establish eligibility.

What GSTR-2B tells you—and what it does not

GSTR-2B is a period-wise, auto-drafted statement that helps a registered business compare inward-supply information with its books. The GST Portal says it can be viewed and downloaded in Excel or JSON after logging in. Its data can draw on supplier-filed B2B documents, Input Service Distributor (ISD) information and import-of-goods data received from ICEGATE. Reverse-charge credit on imported services follows a separate treatment; it is not simply another ordinary domestic supplier-invoice entry.

The statement is a reconciliation source, not a complete legal opinion on a transaction. A row marked available does not by itself prove that all statutory conditions are met, and the portal may not identify every reason credit is ineligible. The GST Portal advises taxpayers to reconcile GSTR-2B against their own books and records and to assess other restrictions themselves.

In practical terms, the answer to “Should I reconcile my books of accounts with the data generated in FORM GSTR-2B?” is yes. The answer to “Can I claim ITC on all supplies auto-drafted in GSTR-2B?” is no: claim only the amount that is both supported by the records and eligible under the law applicable to the tax period.

A period-wise reconciliation workflow

  1. Collect the statement and supporting records

    Download GSTR-2B for the tax period under review and obtain the matching purchase-register extract. Gather supplier invoices, debit and credit notes, amendments, evidence that goods or services were received, import bills of entry where relevant, ISD documents, and records of reverse-charge transactions. Keep the records tied to the correct GSTIN and period.

  2. Match documents, not just totals

    Compare each document against the books using supplier GSTIN, document type and number, date, taxable value, tax components and relevant period. Trace amendments and credit or debit notes back to the original document instead of treating them as unrelated claims. Then reconcile the resulting net figures. The GST Portal explains that certain GSTR-3B amounts are populated net of credit notes and amendments.

  3. Classify exceptions and investigate them

    Do not force unmatched items into a clean match. Record the reason, evidence reviewed, action taken and person responsible for each exception.

    In the purchase register, absent from GSTR-2B Supplier reporting, recipient GSTIN, document details and tax period. Ask the supplier to check its filing and retain the correspondence. Do not treat the book entry alone as proof that statutory conditions are satisfied.
    In GSTR-2B, absent from the purchase register Whether the purchase is unrecorded, misclassified, attributable to another GSTIN or period, or not your transaction. Verify the source document and business records before deciding how to account for or report the entry.
    Value or tax mismatch Original invoice, amendments, debit or credit notes, accounting entry and tax components. Identify the cause, correct the relevant record where appropriate, and retain an explanation and supporting evidence.
    Duplicate or repeated document Whether the same underlying document or credit has already been recorded or claimed. Prevent a second claim for the same document. The GST Portal specifically cautions taxpayers not to avail credit twice for any document.
    Import, ISD or reverse-charge entry The appropriate bill of entry, ISD document or reverse-charge records and the applicable reporting treatment. Reconcile through the relevant supporting records rather than applying the ordinary domestic supplier-invoice process indiscriminately.
  4. Apply the legal eligibility test separately

    For each proposed credit, check the version of Section 16 and related provisions and rules that applies to the tax period. Section 16 sets out conditions for entitlement, including possession of the prescribed tax invoice or debit note, supplier furnishing of invoice details and their communication to the recipient, receipt of goods or services, payment of tax to the Government and furnishing of the return, subject to the section’s terms. Also examine restrictions under Section 17 and applicable rules, including whether the transaction is for business use and whether a restriction or blocked-credit provision applies.

    The portal’s “ITC not available” indications cover specified situations, including certain time-barred credit and a place-of-supply condition. They do not amount to a complete check of every eligibility issue. Assess the full statutory conditions and restrictions; do not infer eligibility solely from an “available” status or ineligibility solely from the absence of a portal flag.

    Check the applicable Section 16(4) time limit for the specific claim, period, annual-return circumstances and any amendments. Do not apply a generic deadline without verifying the law and instructions that govern that claim.

  5. Review reversals, credit notes and reclaims

    Check whether an amount claimed earlier needs to be reversed, whether a credit note changes the net credit, or whether a rule requires a reversal or subsequent reclaim. Under the applicable Rule 37 provisions, failure to pay the supplier the value of supply plus tax within the specified 180-day period can require action, subject to the rule’s terms and exceptions. The GST Council has also described a Rule 37A process for specified cases where a supplier does not file its return. Verify the current rule, relevant financial year and return instructions before calculating or reporting an adjustment.

    Reverse-charge liabilities need separate attention: GST Council guidance states that reverse-charge tax is to be paid in cash. Determine the liability and any related credit under the rules applicable to the transaction; do not assume that an amount appearing in a statement has already discharged the tax obligation.

  6. Review IMS records if they apply

    The GST Council’s November 2024 newsletter described the Invoice Management System (IMS) as an optional portal facility introduced from October 2024. Under that description, recipients could accept, reject or keep supplier records pending, and their actions affected GSTR-2B. The newsletter also noted that incorrect actions could be changed and the statement recomputed before filing the corresponding GSTR-3B. Because portal functionality and deadlines can change, check the current portal instructions for the period before relying on that process.

  7. Prepare and review GSTR-3B

    Use the reconciled and eligibility-tested amounts to complete the relevant ITC fields in GSTR-3B. GST Portal guidance maps GSTR-2B sections to GSTR-3B auto-population and says auto-populated values are editable, with edits highlighted. Review the populated figures rather than accepting them by default; report eligible net credit, ineligible credit, reversals or reclaims, and reverse-charge entries in their proper fields for the return period.

  8. Keep a period-level audit trail

    Retain the downloaded GSTR-2B, purchase-register extract, invoices and supporting records, match status, exception explanations, supplier follow-ups, eligibility and reversal analysis, and reviewer sign-off together for each tax period. A documented spreadsheet or accounting-system workflow can make review repeatable, but the GST Portal and cited official materials do not prescribe one universal spreadsheet design.

Common reconciliation mistakes to avoid

  • Claiming because a row appears as available: portal status is not a substitute for checking legal conditions and restrictions.
  • Claiming only from the purchase register: investigate missing statement entries and verify the statutory requirements before including credit.
  • Matching only by total: document-level checks help expose duplicates, amendments, wrong GSTINs and period differences.
  • Ignoring notes or earlier claims: credit notes, reversals and reclaims can change the net amount or require an adjustment.
  • Assuming auto-population is final: review editable GSTR-3B values and correct them where the reconciliation and eligibility analysis require it.

When to get period-specific GST advice

Seek advice from a qualified Indian GST professional where the result depends on a disputed receipt, blocked-credit restriction, place-of-supply issue, time limit, reversal or reclaim, supplier non-filing, or a change in law or portal instructions. The controlling answer can depend on the tax period, notifications and amendments, so verify the consolidated law and current return guidance before claiming or adjusting a material amount.
