You still need to meet the requirements and deadline on a valid notice: privacy rights do not excuse withholding information the law requires.
Start by verifying the notice and how to respond
Read the notice to identify the tax year, issue, records requested, response method, and due date. Follow the instructions on the genuine notice. If you are unsure whether a contact or submission route is legitimate, verify it using contact information found by navigating directly to IRS.gov, rather than relying on an unexpected email, text, social media message, or caller.
The IRS says it does not initiate contact through email or social media to request personal or financial information. Treat unexpected requests and links with caution. Do not send a full Social Security number (SSN), bank details, a tax return, or an image of your notice through ordinary email or an unverified upload link. The correct response channel can vary by notice; use the route stated on your verified notice or confirmed by the IRS employee handling your case.
Send relevant records, not unrelated personal information
Gather records that address the issue raised in the notice. Keep originals and send copies unless the IRS specifically instructs otherwise. Before submitting anything, check both who will receive it and whether the channel is verified. If you are unsure whether a document is relevant or how much information to provide, ask the assigned IRS employee or an authorized representative.

Taxpayers have a right to expect IRS inquiries and enforcement actions to be no more intrusive than necessary, and to expect information provided to the IRS not to be disclosed unless authorized by the taxpayer or by law. Those protections do not prevent the IRS from requesting relevant information under its authority. The IRS also says that during an audit, if there is no reasonable indication of unreported income, it will not seek intrusive and extraneous information about a taxpayer’s lifestyle; that policy is not a guarantee that an audit will never involve questions about personal or financial circumstances.
Secure paper and digital tax records
Paper records
Keep notices, filed returns, and supporting documents in a secure place, particularly if they display an SSN. Limit access to people who need the records for the dispute. A lockable or fire-resistant document pouch or box is one optional way to store copies at home; the IRS advises safe storage of SSN-bearing documents but does not endorse a particular product.
Digital records and accounts
Use a unique, strong password for your IRS Online Account and protect the devices on which you keep tax documents. The IRS recommends basic safeguards such as firewalls, anti-virus software, security updates, and strong passwords. Avoid shared or public computers for sensitive tax work. Use current, reputable security tools and follow the account’s official security instructions; a paid utility is not required by the IRS guidance cited here.

Keep a case file and a contact log
Keep the notice, copies of what you submit, and proof of delivery or electronic submission. Make a dated note of calls and other contacts, including the name or identifying details of the person you spoke with, the number or channel used, and any next steps or deadlines discussed. The IRS specifically advises people dealing with identity theft to keep records of letters, phone calls, and emails; a clear file can also help an authorized representative understand the matter.
There is no single retention period established here for every individual IRS dispute. How long to keep records depends on the tax year and issue, amended returns, assets or carryovers, extensions, and whether litigation or collection activity is continuing. The IRS retention guidance cited for business machine-sensible records concerns that specific category; it is not a universal deadline for every person’s dispute file.

- Stop engaging with the suspicious contact. Do not click its links, open attachments, or provide more information.
- Secure your account and devices. Change the IRS Online Account password and review account-security options, including multifactor authentication where available.
- Use official IRS identity-theft guidance. Follow the instructions in a genuine IRS letter and use the IRS identity-theft process appropriate to your situation. Consider an Identity Protection PIN (IP PIN) through the IRS process.
- Preserve evidence. Save suspicious messages and keep a dated record of the incident and your communications with the IRS.
An IP PIN and account-security measures address tax-related identity risks; they do not replace the instructions on a notice or representation in a complicated dispute. The IRS explains its identity-protection steps in its Identity Theft Guide for Individuals and its identity protection tips.

Use the right IRS process to obtain or correct records
A Privacy Act request is not the general route for accessing or changing a federal tax return record. The IRS says federal tax records are exempt from Privacy Act access or amendment under that process. To correct a filed return, use the tax procedure that applies, such as Form 1040-X when appropriate. If you are working directly with an IRS employee and need information from an open case file, the IRS says you can request it from that employee.
Know your rights and when to get help
The IRS Taxpayer Bill of Rights covers privacy, confidentiality, representation, appeal, and other protections. The IRS says information provided by taxpayers should not be disclosed unless authorized by the taxpayer or by law. These rights coexist with your responsibility to respond to a valid notice and provide information required under the law.

You may retain an authorized representative. Consider consulting a qualified tax attorney, certified public accountant, or enrolled agent if the matter is complex, involves a substantial amount, includes a potential fraud allegation or collection action, or has a deadline approaching. Confirm that the professional is authorized to represent you, and agree on a secure way to exchange sensitive documents.
