There is no universal number of reserve days: the right plan depends on your equipment, site, likely hazards, suppliers, and applicable rules.
1. Identify which operations need diesel
Start with the work that diesel supports directly or indirectly. Include fleet vehicles and equipment, generators, bypass pumps, and other safety or facility systems. Decide which functions can pause, which must continue, and how long each can tolerate interruption. Set an order for allocating limited fuel; the U.S. Department of Energy (DOE) notes that prioritizing fuel for critical fleet missions can extend available supply (DOE Federal Fleet Resilience Planning).
Write down the minimum operating level for each priority function. A generator may need to support only critical loads, while a fleet may need to preserve particular routes, response work, or service vehicles. This distinction shapes both the fuel estimate and the order in which fuel is distributed.
2. Calculate how much fuel critical operations need
Estimate consumption for each diesel-powered asset using its documentation, expected load, and planned operating hours. Add the needs together for each day of the disruption scenario you want to plan for, then include a margin appropriate to uncertainty in demand and deliveries. Account for diesel exhaust fluid (DEF) where equipment requires it.

Estimate generator fuel use
An EPA outage checklist attributes this approximate daily generator calculation to the U.S. Army Corps of Engineers: generator size in kW × 0.07 gallons per hour per kW × 24 hours per day (EPA power-outage checklist). For example, a 100 kW generator yields an estimate of 168 gallons per day using that formula. Treat the result as a planning estimate, not a guarantee: actual consumption varies with generator model, load, and operating conditions. Confirm expected consumption with the manufacturer or qualified service provider.
Choose a planning duration, not a universal target
DOE business guidance says backup-generator fuel may need to cover several days, without setting one mandatory duration (DOE guidance for business owners). A DOE federal fleet report relays one industry expert’s recommendation to maintain a ten-day supply, especially before heavy storms; that is a fleet-context recommendation, not a general rule for every business (DOE Federal Fleet Resilience Planning).
Choose a scenario based on how long supply could be interrupted at your location, how quickly a supplier could reach you, and which operations must continue. Revisit it when equipment, operating schedules, supplier arrangements, or local hazards change.
3. Confirm that suppliers can serve you during an emergency
A contract is only useful if the fuel can be dispatched, transported, and pumped to your site. DOE advises businesses that rely on fuel to confirm emergency contractual arrangements with their supplier (DOE guidance for business owners). Ask your supplier:

- How are emergency orders placed, authorized, and prioritized? What delivery windows, minimum quantities, or allocation terms apply?
- Can drivers reach the site if normal roads, gates, or access points are blocked or restricted?
- Can dispatch, loading, and pumping operate during a power outage?
- Which emergency contacts are available, and who at your business is authorized to place an order?
Identify a backup supplier, potentially outside your immediate area, and confirm that it can serve your site under the hazards you expect. EPA recommends checking multiple vendors and their ability to pump and move fuel during an outage (EPA power-outage checklist). Do not assume an alternate vendor will have capacity or access unless you have confirmed the practical arrangements.
Plan for shared resources across sites
If your business has multiple locations or relies on nearby organizations, arrange in advance any shared access to storage, vehicles, or delivery assets. DOE’s federal fleet report describes cases where nearby units could not share a large tank because there was no agreement in place. It also cautions that specialized refueling trucks may not be readily available during an emergency (DOE Federal Fleet Resilience Planning).
4. Decide whether on-site fuel storage fits your needs
Compare the reserve your calculations call for with available storage, likely delivery reliability, site constraints, and the consequences of running short. On-site storage can provide a buffer, but it creates ongoing responsibilities for fuel quality, maintenance, safe handling, and compliance. DOE recommends keeping stored fuel fresh through continual use and turnover and flags potential safety and permitting issues with bulk storage (DOE guidance for business owners).
Before installing, replacing, or changing a tank, verify the actual system configuration and requirements that apply to your location. EPA says federal underground storage tank (UST) rules generally apply when at least 10% of a system’s volume is underground, unless an exclusion applies. EPA’s May 2022 UST booklet covers topics including installation, spill and overfill prevention, release detection, inspections, operator training, and release response (EPA UST guidance for emergency generators). State, local, tribal, fire, and environmental requirements may also apply; this overview does not determine which rules govern a particular tank.

5. Make sure fuel can move from storage to the equipment
Map the full route: supplier to bulk tank, bulk tank to day tank or dispensing point, then to each priority generator, vehicle, or piece of equipment. A reserve that cannot be dispensed during a power outage or moved through an obstructed route will not protect operations.
- Check truck routes, site access, gates, keys, codes, and staff authorization.
- Determine whether storage and transfer pumps need grid power, and establish a workable backup method if they do.
- Confirm compatible transfer equipment, connections, hoses, and procedures for the fuel and equipment involved.
- Assign trained operators and define safe transfer and refueling procedures.
EPA recommends alternate ways to obtain and move fuel, including backup pumping where storage pumps depend on grid power, and a refueling plan with truck routes (EPA power-outage checklist; EPA fuel-shortage checklist).
A transfer pump may be appropriate when your setup requires one, but select it only after checking fuel compatibility, electrical classification and power, flow and lift requirements, fittings, hoses, and applicable fire and environmental rules. Have a qualified provider verify that the equipment and installation meet manufacturer and site requirements.

Manage fuel condition and inventory
Keep a log of fuel quantity, age, usage rates, orders, and maintenance. EPA’s preparedness template recommends assessing tank age, confirming stored fuel is usable, scheduling maintenance, and changing or recycling fuel as needed; it also identifies fuel polishing or annual turnover as considerations (EPA fuel-shortage checklist). Follow the fuel-system manufacturer and a qualified service provider’s advice on testing, polishing, additives, and replacement rather than applying one schedule to every tank or fuel system.

Maintain and test generators
Identify the loads a generator must support, verify sizing, and install it according to manufacturer instructions and applicable codes. Arrange qualified service and exercise the generator periodically, including under load where recommended. DOE advises sizing backup power to vital loads, following manufacturer and code requirements, maintaining service arrangements, and testing periodically (DOE guidance for business owners). Keep required consumables and maintenance items available, such as DEF where used, coolant, belts, oil, and fuel filters (EPA power-outage checklist).
7. Assign responsibilities and set refill triggers
Put names or roles against the key tasks so decisions do not depend on one unavailable person. Define who monitors inventory, orders fuel, approves emergency spending, contacts vendors and authorities, operates transfer equipment, and records use. Set a refill trigger early enough to leave time for delivery, taking account of actual supplier lead times and the reserve needed for critical operations. EPA recommends monitoring tank levels, refilling at a defined threshold, and filling vehicle, equipment, and storage tanks when a storm or other emergency is predicted (EPA power-outage checklist).
During an event, use your established procedures and follow directions from emergency managers and utilities. Review the plan after exercises, disruptions, or changes to the site or supplier arrangements.
Check current rules and emergency notices
Fuel requirements and emergency waivers can change, and a waiver for one place or type of equipment should not be treated as a general solution. As of the EPA Fuel Waivers page’s reported October 5–24, 2026 window, a renewed temporary diesel waiver applied to certain older vehicles and nonroad equipment above the Arctic Circle in Alaska that were originally designed for higher-sulfur fuel. Requirements for newer engines requiring ultra-low-sulfur diesel (ULSD) remained in effect. This narrow, date-bound measure does not establish a nationwide waiver or a general workaround (EPA Fuel Waivers). Check current EPA and relevant state notices before relying on any waiver.
