How to Prepare for Fuel Shortages During an Oil Supply Disruption

A practical U.S. guide to fuel disruptions: stay informed, plan essential needs, avoid panic buying, and follow fuel-storage and generator safety guidance.

Prepare by following official local updates, identifying essential travel and backup-power needs, and avoiding panic buying. A fuel shortage can mean gasoline, diesel, heating oil, or propane is unavailable—or that retail pumps cannot operate. It may result from an oil-supply disruption, a local transportation or power problem, or a sudden surge in demand. The steps below are general U.S. preparedness guidance, not a prediction that a shortage will occur; local officials and suppliers are the best sources for current instructions.

What causes a fuel shortage—and how quickly can it spread?

The U.S. Department of Energy (DOE) says liquid-fuel shortages can follow a sudden increase in demand or a disruption affecting crude-oil production, refining, or the transportation and distribution of refined fuel. A prolonged power outage can also disable fuel terminals, pumps, refineries, and other infrastructure that relies on electricity, just as demand for backup-generator fuel may rise. In some events, fuel may exist in the wider supply chain but be inaccessible because local stations or infrastructure cannot operate.

DOE’s Energy Emergency Response Playbook says supply-chain disruptions typically take several days to cascade into widespread shortages at the end-user level because fuel is stored at multiple points along the chain. It also warns that panic buying can accelerate the effects. This is general context from a playbook for state and territorial energy officials—not a countdown or forecast for a particular place or event. What should you do if there is a gas or fuel shortage?

Follow local instructions and reliable updates

Monitor your local emergency-management office, state authorities, utility, and fuel providers for current instructions. Sign up for government text alerts where available. Keep a charged phone accessible, and consider a battery-operated radio in case electricity or internet service is interrupted. During a disruption, local conditions and official directions matter more than general assumptions about supply.

Plan essential trips before you need to travel

List the trips that cannot be postponed, including medical visits, caregiving, work that must continue, and access to essential services. If practical, combine errands, carpool, or use available public transit. Identify people who may need a ride and alternatives if a usual route, station, or transport option is unavailable. There is no universal mileage target or driving restriction in the guidance cited here; follow any restrictions or requests issued by local authorities.

Account for power and other critical needs

Think through how a fuel disruption combined with an outage could affect medical equipment, heating or cooling, communications, and access to services. Contact your utility, care providers, and local emergency-management office for instructions specific to your needs. Avoid panic buying

Do not make unnecessary trips to fill up or fill containers because of a rumor. DOE warns that panic buying can speed the effects of a shortage. Use official updates to decide what action is needed, and leave fuel available for people who need it for essential travel or services.

Should you store gasoline for an emergency?

There is no universal recommendation to keep gasoline at home, and the sources cited here do not establish a safe quantity for every household. Local law and fire code, the type of home, ventilation, ignition sources, the container, and the equipment that would use the fuel all matter. Do not store gasoline casually or assume that having a container makes storage safe.

Can you run a generator during a power outage?

Yes, but only with strict attention to placement and the manufacturer’s operating instructions. Never use a generator, grill, or other gasoline-, propane-, or charcoal-burning device inside a home, garage, or carport, or near doors, windows, or vents. DOE’s guidance for local leaders also calls for identifying backup-power sources and ensuring they are tested and in operating condition. For household equipment, follow its manufacturer’s instructions and any directions from local authorities; the cited community-planning guidance does not establish a universal household generator recommendation.

Does the Strategic Petroleum Reserve guarantee fuel at your local station?

No. The Strategic Petroleum Reserve (SPR) is a federally managed stockpile of crude oil intended to protect against severe petroleum supply interruptions. It is not a consumer-facing inventory of gasoline at retail stations, and it does not guarantee that a particular station will have fuel or be able to operate.
