Federal Student Aid announced a restart of Treasury Offset Program collections on May 5, 2025, with administrative wage garnishment planned for later that summer. The Department of Education subsequently announced a delay in both programs on January 16, 2026. The official materials cited here do not establish a new universal start date or tell you what is happening on your individual loan. Check your account and any notice through official government channels, then act by the deadline stated in your notice.
What is the current status of federal student loan collections?
The timeline changed after the first restart announcement. On May 5, 2025, Federal Student Aid said the Department would resume collections on defaulted federal student loans through the Treasury Offset Program (TOP), with administrative wage garnishment (AWG) to follow later that summer. Its announcement estimated that almost 25% of the federal student loan portfolio was in default or late-stage delinquency at that time. That was an agency estimate published in 2025, not a current borrower count. Read the May 5, 2025 Federal Student Aid announcement.

The Department of Education’s FY 2027 budget proposal says the Department announced a delay on January 16, 2026, in implementing involuntary collections on federal student loans, including TOP and AWG. The proposal does not state when the delay ends. That means the 2025 announcement alone is not a reliable way to determine what is happening now, and it does not establish that every borrower will face collection on a particular date. Check your own account and notices for current, loan-specific information. See the Department’s FY 2027 budget proposal.
Collections described here are involuntary actions associated with a defaulted federal loan. TOP can withhold federal tax refunds or certain federal benefits; AWG can withhold part of a borrower’s pay. These actions are distinct from ordinary repayment reminders or a missed payment on a loan that is delinquent but has not defaulted.

First, find out whether your loan is delinquent or in default
Delinquency means a scheduled payment has been missed. Default is a more serious status, and the options and collection procedures can differ. Federal Student Aid says a federal student loan generally enters default after at least 270 days without scheduled payments. Do not rely on that threshold alone to diagnose your own account: check the status shown for each loan and contact the servicer or loan holder if it is unclear. Federal Student Aid’s default and collections FAQs explain the agency’s general guidance.
- If the loan is delinquent but not in default: contact the servicer promptly to discuss the account and repayment options. Acting before default can help you address missed payments without assuming that a collection remedy already applies.
- If the account says default: identify who holds the loan and which office handles it. Most Department-held defaults are assigned to the Default Resolution Group. A defaulted Federal Family Education Loan (FFEL) may instead be held by a guaranty agency.
- If the status is unclear or inconsistent: use the official account information and contact details to ask the servicer or loan holder to explain the status, balance, and available next steps. A notice about a proposed action is not a substitute for checking the underlying loan record.
Prepare by checking the right official accounts
Start at StudentAid.gov
- Sign in to StudentAid.gov and review the loan details, repayment status, and servicer information shown for your federal loans.
- For any loan marked in default, note the loan type and the organization identified as its holder or contact. Use that information to determine whether the Department’s Default Resolution Group or a guaranty agency handles the account.
- Save the official contact information and make a record of the date you checked the account. If the account does not answer a question about a notice, contact the organization identified on the loan record or the notice.
Use MyEdDebt only if the Department’s Default Resolution Group handles your debt
Borrowers whose defaulted federal debt is assigned to the Department’s Default Resolution Group can use the separate MyEdDebt.ed.gov borrower account to review the account, make payments, and view payment history. StudentAid.gov credentials do not automatically work on MyEdDebt, so a separate account may be needed. If your defaulted FFEL loan is held by a guaranty agency, follow the contact and account instructions for that holder rather than assuming MyEdDebt manages it.
Open every collection notice and calendar its deadline
Do not set a notice aside because you think collections are delayed. It may concern your specific loan or describe a right to request a hearing or dispute an action. Read the complete notice, including the instructions for where and how to respond, and keep the envelope or other information that establishes when it was sent or received.

- Identify the proposed action. Determine whether the notice concerns wage garnishment, a Treasury offset, another account issue, or a hearing decision.
- Record the dates. Write down the notice date, any postmark date, the response deadline, and the date you took action. Keep a copy of the notice and everything you submit.
- Follow the notice’s directions. Federal Student Aid describes a 30-day postmark deadline for requesting an AWG hearing and a 65-day postmark deadline for a hearing to dispute a Treasury offset notice in the procedures it explains. The actual notice should tell you the applicable deadline and submission method; use its instructions rather than assuming a deadline applies to every situation.
- Ask the loan holder promptly if you are unsure. Use contact information reached through an official government website or listed in the notice. Do not wait for a general restart date to resolve a deadline on a notice already sent to you.
A hearing request can temporarily pause the specified collection action in the circumstances described by the official guidance, but it does not by itself erase the debt or resolve default. The grounds for a request, the effect of filing, and the deadline depend on the action and notice. If you dispute the debt or the proposed action, state the basis clearly and provide the documents the notice or official guidance calls for.
Understand what TOP and wage garnishment can mean
Treasury Offset Program
TOP can withhold a federal tax refund or certain federal benefits to collect a qualifying defaulted federal debt. If you receive an offset notice, read it for the debt identified, the amount, the process for disputing it, and the applicable response deadline. The described Federal Student Aid procedure gives 65 days to postmark a hearing request to dispute an offset notice; the actual notice controls the steps for your case.
Administrative wage garnishment
Federal Student Aid describes AWG as withholding up to 15% of disposable pay for qualifying defaulted federal student loans. It also describes a 30-day postmark deadline for requesting an AWG hearing in the procedure covered by its guidance. Check the notice to verify the proposed action, response deadline, and instructions. If you are considering rehabilitation, be aware that collection activity may continue until the loan is out of default or at least five rehabilitation payments have been made, according to Federal Student Aid.

Compare ways to address a default before agreeing to one
Federal Student Aid lists rehabilitation, consolidation, repayment agreements, and paying in full among possible steps for borrowers in default. These are not interchangeable, and the best fit depends on your loan, eligibility, ability to pay, and goals. Ask the holder to explain the payment amount and duration, whether collection activity continues while you complete the process, any added costs or interest capitalization, credit-report effects, and what happens if you miss a payment. Get the terms in writing before agreeing.
Rehabilitation
Rehabilitation involves a signed agreement and a series of on-time voluntary payments. For Direct Loan and FFEL borrowers, Federal Student Aid describes the requirement as nine on-time voluntary payments during ten consecutive months. Perkins Loan rules differ: the borrower must make nine consecutive payments. Confirm which rule applies to your loan with its holder. Federal Student Aid’s rehabilitation FAQs explain the agency’s process.
Under the standard agreement formula Federal Student Aid describes, the monthly payment is 15% of annual discretionary income divided by 12. The loan holder may request a tax transcript or a signed copy of your most recent Form 1040 to establish the payment amount, so gather relevant income and tax documents if you are considering this route. Ask the holder to confirm the amount it calculates and how it will be collected.

Successful rehabilitation removes the default status and stops collections, but the process takes time and collection activity may continue until the loan is out of default or at least five rehabilitation payments have been made. Ask the holder how the account will be transferred and when the change in status and any related effects will take place. Do not assume that signing an agreement immediately stops a collection action.
Consolidation
Federal Student Aid also identifies consolidation as a way to resolve default. Its default guidance notes that consolidation may resolve default more quickly than rehabilitation, but it can capitalize interest and add collection costs. Whether you qualify and what happens to your repayment terms depend on the circumstances of your loans. Compare the resulting balance, repayment terms, and applicable costs with rehabilitation before choosing; consolidation is not automatically the better option.
Repayment agreement or payment in full
Federal Student Aid lists repayment agreements and paying in full as possible actions. Ask the holder what amount is due, how a repayment agreement is structured, whether collection continues during the agreement, and how missed payments affect your status. If considering payment in full, obtain the current payoff amount and instructions from the holder. These options may not suit every borrower’s finances, so compare the required payments and consequences with other eligible routes before committing.

Hearing or discharge application
A hearing is relevant when you have grounds to dispute a proposed garnishment or offset; it is not itself a repayment solution or a way to resolve default. The applicable procedure and any temporary pause are tied to the specific collection action and notice. Federal Student Aid also describes discharge routes for eligible borrowers, but eligibility depends on the basis for the application and the loan. Ask the holder which procedure applies and what evidence is required before relying on a hearing or discharge request to stop collections.
Protect yourself from costly or misleading help
The Department’s Default Resolution Group does not charge for its services. The Department warns borrowers about companies that charge enrollment, subscription, or maintenance fees to help get federal loans out of default. You do not need to pay a private company simply to access federal options or create a government borrower account.
- Reach your servicer, loan holder, or the Default Resolution Group using contact information from an official government website or your notice.
- Be cautious of anyone demanding an upfront fee to enroll you in a federal option, promising a guaranteed result, or asking for your StudentAid.gov credentials.
- Do not send sensitive information or payment to an organization until you have verified who holds the loan and confirmed the contact channel independently.
- If you are disputing a debt or need help evaluating a hearing or discharge, consider seeking qualified nonprofit counseling or legal assistance, and check any fees and credentials before sharing account information.
A practical preparation checklist
- Check StudentAid.gov for every loan’s status, type, servicer, and holder.
- If a loan is in default, determine whether it is assigned to the Department’s Default Resolution Group or held by a guaranty agency.
- Set up the separate MyEdDebt account if the Default Resolution Group handles your debt; do not expect StudentAid.gov credentials to transfer automatically.
- Open, retain, and date every notice. Calendar its response deadline and follow its specific delivery instructions.
- If considering rehabilitation, gather recent tax and income documents and ask the holder to calculate the proposed payment.
- Compare the payment, duration, collection effects, costs, credit-report effects, and consequences of a missed payment for each option you may qualify for.
- Use official contact information, keep copies of correspondence, and save proof of any payment or hearing submission.
What to do if a notice arrives before you have chosen a solution
Handle the notice and the repayment decision as related but separate tasks. First, identify the action and protect any response or hearing deadline. Then contact the loan holder to verify the account and discuss resolution choices. If you are considering a hearing, ask what evidence is needed and whether filing affects the specific proposed action. If you are considering rehabilitation or consolidation, ask how that process interacts with the collection already described in the notice. Keep a written record of the answers and any agreement.
