You can make a 2026 Trump Account opening election through an IRS Individual Online Account or with a current-year e-filed tax return using Form 4547. First confirm that the child meets the age, Social Security number and prior-election tests, and that you are an authorized individual. The optional $1,000 pilot contribution is a separate election with stricter requirements; opening an account does not automatically qualify the child for that contribution.
Who can open a Trump Account for a child in 2026?
For an election made in 2026, the IRS Form 4547 instructions generally require that the child:
- Was born after December 31, 2008 (the 2026 wording for being under age 18 at the end of the election year).
- Has a valid Social Security number issued by the Social Security Administration before the election. The number must be valid for employment.
- Has not already had an opening election filed on the child’s behalf.
These are account-opening requirements, not a guarantee that the account has been activated or funded. Check the current Form 4547 instructions if the IRS changes the rules or the relevant tax year.
Who has priority to make the opening election?
When the election is only to open the account, the instructions set an order of priority: legal guardian, parent, adult sibling, then grandparent, subject to the conditions in the instructions. If more than one person qualifies at the applicable priority level and no previous election exists, any qualifying person at that level may make the election.

Opening an account versus requesting the $1,000 pilot contribution
Treat these as two separate decisions on Form 4547. A child can qualify for an account without qualifying for the pilot contribution.

Select the pilot-contribution election only when every additional requirement is met. The IRS’s Trump Accounts page and the current instructions control if details change.
Information to gather before filing Form 4547
- An IRS Individual Online Account with ID.me access if you will file online.
- The child’s SSN, date of birth and address.
- Your information establishing that you are the authorized individual, including any facts needed to apply the priority order.
- The current-year tax return information if you will include Form 4547 with an e-filed return.
Verify the child’s name, SSN and birth date exactly as issued. An invalid or not-yet-issued SSN prevents the election from meeting the stated requirements.

How to submit Form 4547 in 2026
- Check the child’s eligibility. Confirm the 2026 birth-date/under-18 test, valid pre-election SSN and absence of a prior opening election.
- Confirm your authority. Apply the legal-guardian, parent, adult-sibling and grandparent priority order in the IRS instructions.
- Choose the filing route. The IRS documents submission in an IRS Individual Online Account. The Form 4547 instructions also say you may file it with a current-year e-filed tax return.
- Complete the opening election. Enter the child’s identifying information and make only elections for which the child qualifies. Request the pilot contribution separately if its narrower tests are satisfied.
- Submit and retain confirmation. The online account is described as providing submission status and next steps. Save the confirmation and a copy of what you submitted.
The December 2025 instructions state: “The fastest, safest, and easiest way to make the election(s) is to file Form 4547 with your current-year e-filed tax return.” That statement is quoted in its dated context; the IRS currently also describes an Individual Online Account route.

Use the address specified for the relevant year’s tax return for filers requesting a refund or not enclosing a payment. Do not attach Form 4547 to Form 1040-X, and do not amend a return solely to add the form.
What happens after the election?
The IRS describes a Trump Account as a traditional IRA established exclusively for a child; the child is the account owner. Every account needs a trustee, which must be a bank or a person approved by the IRS as a nonbank trustee.

The instructions say Treasury or its agent will send the authorized individual information for authentication and account activation, with that communication stated to start in May 2026. Activation timing and the availability of account providers can change, so check current IRS and Treasury information before relying on a date or naming a provider. Filing Form 4547 is not the same as confirmation that the account is activated or funded.

During the growth period, the aggregate limit for contributions other than pilot-program contributions, qualified general contributions and qualified rollovers is $5,000, with cost-of-living adjustments after 2027. Section 128 employer contributions are limited to $2,500 and count within the relevant $5,000 aggregate limit. Confirm the limits in the instructions for the tax year involved.

Permitted investments
Eligible investments are generally mutual funds or exchange-traded funds that track an index of primarily U.S. companies and satisfy additional conditions described by the IRS. The account is not an unrestricted brokerage account.
Withdrawals before age 18
Withdrawals are generally restricted until the growth period ends. The instructions list limited permitted distributions, including certain rollovers, an eligible ABLE rollover at age 17, excess contributions and distributions after the beneficiary’s death.
Rules after the growth period
Most special rules end on January 1 of the year the child turns 18. Traditional IRA rules generally then apply, and distributions may be subject to the 10% additional tax on early distributions unless an exception applies.

Common filing mistakes and how to avoid them
- Confusing an account election with the pilot contribution: review the pilot’s birth-window, citizenship and qualifying-child requirements independently.
- Using an SSN that is pending or not valid for employment: wait until the SSA-issued number meets the stated requirement.
- Filing twice: check status before submitting another opening election; the IRS says the online account provides status and next steps.
- Amending a return just to add Form 4547: the instructions specifically say not to attach it to Form 1040-X for that purpose.
- Assuming submission means funding: activation requires the later authentication and account-activation process described by Treasury or its agent.
Where to verify changes
Before filing, review the live IRS Form 4547 instructions, the IRS Trump Accounts page and the IRS Individual Online Account page. These pages are the appropriate places to confirm current eligibility, submission methods, activation information, contribution timing and account rules.
The practical answer
If you are an authorized individual, the child meets the 2026 age, SSN and no-prior-election tests, and you have the required identifying information, submit Form 4547 online through your IRS Individual Online Account or with a current-year e-filed return. Treat the $1,000 pilot contribution as a separate, narrower election, and wait for the IRS/Treasury activation process before assuming the account is usable.
