How to Migrate Mortgage Workflows and Data to a New Platform

Plan a mortgage platform migration by mapping workflows and data, reconciling records, testing real scenarios, and protecting servicing continuity through cutover.

To migrate mortgage workflows and data safely, inventory the processes, records, documents, interfaces, reports, and open loans in scope; map each source field to a defined target; reconcile converted data; test end-to-end scenarios; and cut over with continuity and rollback arrangements. Treat conversion as a business-semantics task—not just a file transfer—and validate against applicable investor, agency, and regulatory requirements.

1. Establish the migration scope and owners

Start by defining what is moving, what is staying in an archive, and who is accountable for each part of the transition. Include the business processes that depend on the platform, not only the application and database being replaced.

Inventory workflows and records

Include the workflows relevant to your organization: origination, underwriting, closing, post-closing, servicing, borrower communications, investor delivery, escrow, delinquency, and regulatory reporting. For each, identify active and inactive loans, documents and images, audit history, users and roles, interfaces, scheduled jobs, and reports. Record business and technical owners, dependencies, retention needs, and the teams or external parties that must be notified.

  • Define which loans and related records will be converted, including any criteria for excluding or archiving records.
  • Identify downstream consumers of loan data, such as investor delivery, servicing, analytics, and compliance reporting.
  • Assign an owner for each workflow, data domain, interface, reconciliation, and cutover decision.

Fannie Mae’s Servicing Platform materials direct participants to analyze process impacts, map data to future requirements, and prepare for testing. The CFPB’s Bulletin 2020-02 addresses policies and procedures for loan information and documents during residential mortgage servicing transfers.

2. Map data and document requirements

Build a source-to-target mapping that states what each field means and how the target value will be produced and checked. A field name alone is not a reliable definition: systems can use the same label for different concepts, or different labels for the same concept.

Specify the mapping for every field

Document the business definition, source, destination, format, code set, allowed values, null handling, transformation, lineage, and acceptance test. Resolve ambiguous or conflicting definitions with the business data owner before conversion. Where useful, consult MISMO references: MISMO describes its standards as a common language for mortgage data exchange.

Map documents and relationships as well as fields

Specify document types, image indexes, and links among borrowers, properties, loans, payments, escrow accounts, and servicing events. Confirm that converted documents can be found through the target system’s normal retrieval process and remain associated with the correct records.

MISMO Version 3.5 includes transfer-of-servicing data, but its published page identifies it as a Candidate Recommendation. Check the current version and status, and verify the applicable investor, agency, and regulatory specifications; using a MISMO version by itself does not establish compliance.

3. Define reconciliation and exception handling before conversion

Agree on how the source and target will be compared before moving records. A successful load is not proof that the information retained its meaning or that related records and documents arrived intact.

Choose comparison points and acceptance rules

Set checks for record counts, balances, statuses, dates, escrow amounts, payment histories, document presence, and key identifiers. For each check, define the tolerance, evidence to retain, and who can approve an exception. Establish a repeatable reconciliation report so that the same checks can be run on test and production conversions.

Make exceptions actionable

  • Assign an owner and correction route for each exception type.
  • Separate issues that block conversion or cutover from those that can be handled under an approved exception process.
  • Record the cause, correction, retest result, and sign-off evidence.

The MISMO Servicing Transfers Catalog is described as including templates and practices for portfolio characteristics, image transfer schedules, required reporting, and reconciliation. Use relevant materials to inform the controls, then tailor acceptance rules to your institution’s data and obligations.

4. Test complete mortgage workflows, not only data loads

Test representative loans through the processes that use the converted data. Include ordinary cases and cases likely to expose gaps, such as missing or conflicting values, interface edits, document retrieval, permission restrictions, downstream reporting, and operational handoffs.

Use published integration guidance where it applies

For an integration with Fannie Mae’s Servicing Platform, use its published technical specifications, integration test plans, readiness checklists, and milestones. For other integrations, identify the relevant counterpart’s specifications and test expectations rather than assuming that a successful connection proves the workflow is ready.

Set test exit criteria

Before testing, define which scenarios must pass, what evidence testers must retain, how defects are prioritized, and who can approve unresolved exceptions. Include interface failures and recovery paths, not just successful transactions. Do not sign off until owners have reviewed results and any required corrections have been retested.

5. Plan cutover around continuity and recovery

Make cutover a controlled transition with named decision-makers and a documented route to maintain service if conversion or verification fails. Fannie Mae’s Servicing Guide, dated February 14, 2024, describes an orderly transition plan for critical servicing functions and continuity of technology service, including provider cooperation with certain transfers.

Document the transition plan

  • Set the cutover window and define which activities must pause or continue during it.
  • Choose a freeze or delta-capture strategy for changes made after the main conversion extract.
  • Schedule a reconciliation checkpoint and name the people authorized to review and approve it.
  • Define escalation contacts, borrower communication responsibilities, and coverage for critical servicing functions.
  • Set rollback criteria, decision authority, and the steps for restoring or continuing service if those criteria are met.

CFPB Bulletin 2020-02 highlights consumer risks associated with servicing-rights transfers and the importance of accurate loan information and documents. Use that guidance to inform operational controls and communications, alongside the requirements that apply to your institution and transfer.

6. Verify delivery and regulatory reporting after the change

Include external data exchange and filing in the migration inventory, then verify them in the target environment. A workflow that worked in the source system may depend on data edits, access, exports, or scheduled processes that do not carry over automatically.

Investor delivery

Fannie Mae’s “Loan Data and Documentation Delivery Requirements,” dated October 4, 2023, says covered loan data must be electronically transmitted through Loan Delivery. The system supports data import, edits, delivery status tracking, reports, and exports. Confirm that the applicable users, interfaces, data, and operational checks work after migration.

HMDA filing

The HMDA Platform workflow includes uploading, editing, certifying, and submitting registers. Verify the applicable filing year, system, access, and current requirements; filing details can change. Include a responsible owner and filing calendar in the post-cutover checks.

Check changing implementation details

Fannie Mae announcements on the Uniform Closing Dataset (UCD) said updated v2.0 resources were announced on July 27, 2026. An April 2, 2026 announcement said mandate dates would be announced in Q4 2026. Recheck current UCD resources and dates before setting implementation milestones.
