How to Make Money on Steam: 11 Routes for Game Publishers and Creators

Steam income can come from game sales, DLC, in-game purchases, or eligible Workshop payments. Learn the requirements, limits, and difference between cash revenue and Steam Wallet value.

You can make money through Steam by selling a game, DLC, or in-game purchases, or by receiving payment for eligible Workshop contributions. These routes require a game or contribution that qualifies and, in some cases, technical integration or publisher approval. Steam Wallet funds and Community Market value are not cash earnings: Valve’s Subscriber Agreement says Wallet funds have no cash value and cannot be exchanged for cash.

The 11 options below are business routes and supporting tactics—not proven income generators. Steam’s documentation explains how they work, but does not establish typical earnings, success rates, or which is most profitable.

First, decide what you mean by “making money”

There are three different outcomes people often conflate:

  • Cash revenue: a publisher or eligible Workshop contributor receives payment under applicable Steam and publisher terms.
  • Steam Wallet funds: usable within Steam, but not redeemable for cash under Valve’s Subscriber Agreement.
  • Marketing support: an activity such as cross-promotion or an update may help a game reach or retain players, but is not itself a Steam payout.

Steam’s official documentation confirms mechanisms and rules, not what a typical creator earns or the odds that a particular game or contribution will succeed.

11 routes and tactics to consider

1. Sell a paid game

Publishing a game for sale is a direct revenue model. Your proceeds depend on sales and your applicable distribution terms; Steam’s documentation does not provide a typical earnings figure. Start with Steamworks’ Free To Play Games documentation, which also describes how paid and free games can offer additional purchases.

2. Offer a Free to Play game

Players can download a Free to Play game without buying the base game. The model can be paired with optional DLC or in-game purchases. A free download is not revenue by itself; revenue depends on whether players choose to buy an offer.

3. Sell DLC

DLC is separately listed content or an entitlement associated with a game. It goes through the applicable Steam release process. Both free and paid games can sell DLC, according to Steam’s Free To Play Games guidance.

4. Sell in-game items or currency

Steam Microtransactions support purchases such as virtual items and currency. The developer manages offerings and pricing through a backend, which must reliably handle transactions, inventory, entitlements, and fraud prevention. This is a substantial technical and operational requirement, not simply a store-page setting. See Steamworks’ Microtransactions documentation.

5. Offer optional upgrades in either a free or paid game

Steam’s documentation allows in-game purchases in both Free to Play and paid games. An upgrade or item should offer clear value rather than rely on making the basic experience frustrating. Valve’s Microtransactions guidance puts it this way: “Use your in-game economy to improve your product and make customers happier, not as a means to extract revenue from unhappy customers.”

6. Build a curated Workshop and sell accepted items

For a game that supports the relevant Workshop model, a publisher can curate and sell selected community-created items. This requires game integration, inventory or ownership management, an item store, and publisher-defined payment rules. Steam can calculate and issue author payments for sales under those rules. The details vary by game; see Steam Workshop.

7. Contribute to a paid Workshop program

A creator may receive a share of adjusted gross revenue if a game supports paid Workshop distribution and the applicable terms provide for compensation. The share is set by the relevant publisher and described on the applicable Workshop page. Submission alone does not guarantee selection, payment, or continued distribution. Valve’s Supplemental Workshop Terms govern the general revenue-sharing framework.

8. Check title-specific creator programs

Some games publish their own contribution payment terms. For example, the optional Counter-Strike 2 terms last updated December 5, 2025, list USD 35,000 per Weapon Finish and USD 6,000 per Charm or Sticker. These are specific program terms, not a general Steam creator rate or a typical-earnings estimate. Read the current terms for the particular game before relying on them.

9. Sell eligible Steam Keys through retail or other stores

Steam Keys can support retail and sales on other stores for eligible products. Valve may deny key requests if the requested volume is extreme or Steam customers are not offered a comparable deal. Keys are not a way to bypass product eligibility or Steam’s rules. Check the Steam Keys documentation for the applicable requirements.

10. Use cross-promotion to support discovery

Steam permits certain cross-promotions and bundles, subject to its rules. Cross-promotion is marketing support, not a separate Steam revenue stream; developers cannot charge other developers for access to Steam features or bundle placement. Steam also does not support paid advertising as a business model inside games distributed on Steam, including ads that gate play or reward ad engagement. See Advertising on Steam.

11. Use major updates to support a game’s lifecycle

Updates can communicate with players and help keep them engaged, but an update is not a guaranteed source of revenue. It may support a paid game or existing purchase model; whether it leads to sales depends on the game and its audience. Valve’s Microtransactions documentation also stresses building an economy that improves the product for customers.

For profile features such as Trading Cards, badges, backgrounds, and emoticons, Steam enables features after checking player and sales metrics. The Profile Features documentation explains those features, but does not establish them as a guaranteed developer income stream.

How to choose a realistic route

  1. If you have a complete game: decide whether the base game is paid or Free to Play, then assess whether DLC or in-game purchases genuinely fit the experience.
  2. If you are building an in-game economy: plan for backend, inventory, entitlement, and fraud controls before offering purchases; use clear value rather than pressure-driven design.
  3. If you make mods or items: check whether the specific game supports paid contributions, what its publisher’s payment rules are, and how selection and distribution work.
  4. If you plan to sell elsewhere: confirm the product is eligible for Steam Keys and follow Valve’s key-request and comparable-offer requirements.
  5. If you are considering a tactic rather than a product sale: treat updates and cross-promotion as ways to support a game, not as standalone earnings.

Can you make real money on Steam?

Yes, eligible publishers and Workshop contributors can receive payments under the relevant distribution or contribution terms. That is different from accumulating Steam Wallet funds: Valve’s Subscriber Agreement says Wallet funds have no cash value and are not exchangeable for cash. Official Steam materials establish that these revenue mechanisms exist, but they do not establish typical earnings or rank the routes by profitability.
