How to Make a Budget While Unemployed

A practical guide to budgeting after job loss: count dependable money, verify expenses, address shortfalls, and protect cash flow while income is uncertain.

Build a short-term budget from money you can count on, bills you can verify, and the cash you actually have available. Unemployment benefits may be delayed, vary by state and personal circumstances, and rarely replace all of your former income. A written plan can help you decide what to pay, what to adjust, and whom to contact—but it cannot make an income shortfall disappear.

1. Work out what money is available

Start with current records rather than estimates: account balances, pay information, benefit notices, severance paperwork, and other household income. Separate recurring income from savings or other money you plan to use temporarily.

  • Count dependable income: include wages from other household members and unemployment payments once the amount and timing are reasonably confirmed.
  • Show finite resources separately: list cash on hand, savings you intend to draw down, and severance as available resources, not as ongoing monthly income. A savings withdrawal can help cover a shortfall, but it will not recur indefinitely.
  • Leave out uncertain money: the Department of Labor advises, “Don’t include anything you can’t count on, such as lottery winnings, or a bonus that’s not definite.”

Unemployment benefits are not automatic or uniform: eligibility, amounts, and timing depend on state rules and individual circumstances. Apply through the unemployment agency in the state where you worked, even if you live elsewhere, and check state-specific information through the CFPB’s job-loss guide or CareerOneStop. The CFPB describes benefits generally as a few hundred dollars a week, but that is not a guaranteed amount or a precise national average.

2. Build a realistic picture of spending

Use bills and recent bank and card statements to identify what the household actually spends. Include cash purchases; if you do not know their total, track them as they happen for a month or two. The Department of Labor’s Savings Fitness guide recommends checking statements and receipts rather than relying on memory.

  • Regular essentials: housing, utilities, food, transportation, health care and insurance, phone, and minimum debt payments.
  • Flexible spending: identify costs you might reduce, pause, or renegotiate. Do not assume every household has enough discretionary spending to close a gap.
  • Irregular costs: account for expenses such as annual bills, repairs, or medical costs. Use prior records to estimate an average where possible, and note that the actual timing may differ.

A budget is a written plan, not just a list of bills. Consumer.gov’s Making a Budget guide offers a free worksheet and a process for tracking spending and reviewing the plan.

3. Make a short-term budget and find the gap

For the next month, compare dependable income with planned expenses. Keep the first version simple and specific enough to act on. A standard percentage-based budget may not fit a household whose income has suddenly fallen.

From setting financial goals to tracking expenses, this guidebook offers step-by-step guidance and practical tips. Whether you're new to budgeting or an experienced user, this resource will help you make the most of your budget planner, empowering you to achieve financial success.
  1. Write down money expected during the month that is sufficiently certain.
  2. List essential bills and minimum obligations with their due dates.
  3. Add flexible and irregular spending, using your records rather than a generic estimate.
  4. Subtract planned expenses from dependable income. If the result is negative, write down the size of the gap and the date when cash may run short.

If expenses exceed income, the levers are to reduce expenses, increase income, use finite resources, or combine these approaches. Be honest about what can actually change and how soon. Some people cannot cut enough to cover necessities; that is a reason to seek assistance and contact providers early, not a budgeting failure.

4. Contact billers and lenders before you miss a payment

Reach out as soon as you see a likely shortfall. Ask what options apply to your circumstances, what they would cost, and whether an arrangement changes future payments or has other consequences. A request is not a guarantee of approval.

  • Rent or mortgage: renters can check local assistance and speak with their landlord. Homeowners can ask their mortgage servicer about available options.
  • Federal student loans: ask your loan servicer about income-driven repayment options. If you have private student loans, ask the servicer what options are available for your loan.
  • Automatic payments: review scheduled debits against your current balance. If a payment may cause an overdraft, promptly contact your bank or the payee about stopping or changing it; check any fees, timing, or consequences before acting.

Missing payments can lead to fees or credit consequences. Keep notes on whom you contacted, when, and what terms they offered, and review an arrangement before agreeing to it.

5. Review health coverage and other major costs

Job loss can affect health coverage as well as income. Compare the coverage routes that may be available to your household, checking eligibility, enrollment dates, total cost, and the effect on monthly cash flow. A qualifying job loss generally allows a coverage change outside the usual enrollment period, but dates and terms depend on the option; confirm them before coverage ends.

6. Be cautious about retirement withdrawals and quick-money offers

Taking money from a 401(k) can have tax and long-term retirement consequences. The CFPB notes that withdrawals are generally taxable and that an additional 10% penalty tax applies before age 59½, subject to exceptions. Whether a withdrawal is appropriate depends on the account, circumstances, and available alternatives; consider the consequences before deciding.

Be wary of job-related messages that ask for personal information or fees, and of upfront fees to obtain benefits, a job, or a loan. The CFPB flags these as potential scams. Payday loans are not a routine budget fix: the Department of Labor warns they can be extremely expensive, and costs depend on the specific loan terms.

7. Track spending and revise the plan

At the start of each month, write a plan; record spending as it happens; at month end, compare actual amounts with the plan and adjust the next month. Update sooner if a benefit decision, job offer, bill, or household expense changes. You can use the free worksheet from Consumer.gov, a notebook, or another format you will reliably keep current. Buying a planner is optional.
