Improve lead quality by fixing the full path from ad to booked job—not by adding form questions indiscriminately. Define what counts as a serviceable inquiry, set accurate expectations in the ad, ask only questions that affect eligibility or follow-up, respond promptly, and feed consistent outcomes back into your CRM. This helps you tell a genuine mismatch from a valid prospect who simply has not been reached yet.
Start by defining what a qualified lead means
Before changing a campaign, agree on what makes an inquiry worth pursuing for your business. A qualified lead is not simply someone who submitted a form; it is a person whose request matches the work you offer and can take on.
Set criteria around the factors that determine serviceability, such as the service requested, location, project timing, and any practical constraints on accepting the job. A roofing contractor might treat a roof repair inside its service area as eligible, while a request for unrelated interior work is not.
Use distinct failure reasons rather than one catch-all “bad lead” label. Useful categories include:
#1 Best Overall
- Outside the service area
- Service requested is not offered
- Timing or project constraints make the work unsuitable
- Invalid or incomplete contact details
- Duplicate inquiry
- Valid inquiry, but no contact made yet
- Reached, but the prospect did not respond or proceed
This distinction matters: a mismatched request points toward targeting or messaging, while a valid inquiry with no recorded contact attempt points toward retrieval or follow-up.
Make the ad set accurate expectations
The ad is the first qualification step. Name the specific job and service, identify the service area when that helps people self-select, and explain exactly what the offer includes. If the offer is a free quote, say “free quote”—not wording that could be mistaken for free repair or installation.
Use visuals that represent the work you actually do. Broad claims or generic creative can attract people who want a different service or assume an offer covers more than it does. A clear ad may reduce some unsuitable submissions, but it cannot eliminate every mismatch.
Choose form questions for a reason
Ask a question only when its answer changes whether the lead is eligible, how urgently it should be handled, or where it should be routed. For many home-service businesses, service type, postcode, and desired timing are practical starting points. For larger or more complex work, project scope or property ownership may help decide the right next step.

Do not add questions merely to make the form longer. Extra effort can deter submissions without improving the decision your team makes afterward. Review each field by asking: “What will we do differently based on this answer?” If the answer is “nothing,” the question may not belong on the form.
Meta’s May 2022 announcement described multiple-choice answers in Instant Forms as a way to filter leads that might not be a good fit. That was a forthcoming feature at the time; it does not establish that a particular control is available in every account today. Check the current options in Ads Manager before designing a process around them: Meta’s May 2022 announcement.
Make response and follow-up part of lead quality
A submitted form is an invitation to make contact, not proof that the person is ready to book. Send a confirmation that identifies your business and explains the next step. Route new inquiries to someone who is available, and record calls and messages against the lead so the team can see what has happened.
Use a consistent, respectful retry cadence, but do not assume there is one ideal interval for every business. The important operational point is to avoid leaving an inquiry untouched and then classifying it as worthless. Some people submit while browsing and later may not recognize a call from an unknown number; an unanswered first call is not, by itself, evidence that the form was fake.

Track the contact attempt and its result separately from qualification. For example, “left voicemail,” “sent text,” and “reached—outside service area” describe different situations and call for different responses.
Track outcomes in the CRM and return useful signals to Meta
Use consistent stage definitions so the business can tell what happened after submission. A straightforward pipeline might include contacted, qualified, quoted, booked, and won. Define when a lead enters each stage; otherwise, different staff members may report the same outcome differently.
Meta Blueprint describes using first-party CRM data through Conversions API for CRM so Meta can optimize for lead quality rather than only lead volume. Its public training listing points advertisers toward setting up the CRM connection and monitoring in Events Manager and Ads Manager. Availability and setup can vary, so confirm what is enabled in your account: Meta Blueprint: Improve lead quality with Meta Conversions API for CRM.
Meta’s November 9, 2023 announcement reported average results from A/B tests involving 68 advertisers: campaigns using CRM integration with Conversions API and the conversion-leads performance goal had a 16% reduction in cost per quality lead and a 21% increase in lead-to-quality-lead conversion rate compared with campaigns using the leads performance goal. Meta said ads were delivered globally from August 8 to 14, 2023, incentives were included, and results can vary. These are Meta-reported historical test averages, not a forecast or guarantee for a home-services advertiser: Meta’s November 2023 announcement.

Diagnose the cause before changing the campaign
Review rejection and outcome reasons by campaign, creative, postcode, and service. If unsuitable leads cluster around a particular service or location, revise the relevant targeting or ad message. If leads are eligible but not contacted, investigate lead retrieval, routing, staffing, or follow-up instead.
Measure cost per qualified opportunity or booked estimate alongside cost per submitted form. A campaign that produces fewer submissions may still be more useful if a greater share becomes serviceable work; raw form volume alone does not show that.
When making changes, change one major element at a time where practical. This is a troubleshooting method, not a proven guarantee of better performance: isolating changes makes it easier to see which adjustment coincided with a change in outcomes.

Instant Forms, website forms, and messaging can differ in submission friction, qualification control, lead retrieval reliability, CRM recording, and fit with customer preferences. The reviewed sources do not establish a controlled comparison of these approaches for home services, so judge them in your own operation by qualified opportunities and booked estimates—not only cost per raw lead.

Whichever path you use, make sure the inquiry reaches the person responsible for follow-up and that later stages can be recorded. Meta’s 2023 announcement names HubSpot and Zapier among CRM integration partners, but integration availability and eligibility should be checked for the specific account and region rather than assumed.
Frequently Asked Questions
Why am I getting fake Facebook leads?
A poor outcome does not necessarily mean the person or submission was fake. The inquiry may be outside your service area, for a service you do not offer, have bad contact details, be a duplicate, or be a valid prospect you have not yet reached. Record the cause separately before changing the campaign.
Do more form questions improve lead quality?
Not automatically. Use questions when an answer changes eligibility, priority, or routing. Questions that add effort without changing the next action can create friction without helping your team.
