How to Handle a Roommate Who Won’t Pay Their Share of Utilities

A roommate’s unpaid utility share can involve separate obligations to a provider, landlord, and fellow tenant. Here’s how to verify the bill, make a clear written request, protect service, and find local advice.

First check whose name is on each utility account, what your lease says, and what you and your roommate agreed about splitting the bill. Those are separate relationships: a provider may look to its named customer, a landlord may rely on the lease, and one roommate may owe another reimbursement under a separate agreement. Verify the amount, request payment in writing, and protect essential service where feasible. If the roommate still does not pay, get advice about your local repayment options rather than using rent withholding, a shutoff, a lock change, or removal of belongings as leverage.

Start by separating the three obligations

An unpaid utility share can involve three different questions: who owes the utility provider, who owes the landlord under the lease, and whether one roommate agreed to reimburse another. The answer to one does not automatically answer the others. For example, a roommate agreement to divide a bill may help establish a reimbursement obligation between you, but it does not necessarily change the provider’s account terms or the lease.

The result depends on your location and documents. Legal-aid materials from Illinois, Texas, Michigan, and Minnesota describe different situations, not a single nationwide rule. Treat any state-specific example below as guidance for that state, not a prediction about your own case.

Keep the relationships straight as you decide what to do. A provider’s records identify its customer and account terms; your lease may describe what tenants owe the landlord; a separate roommate arrangement may explain how household expenses are divided. A bill in your name does not, by itself, settle whether a roommate owes you a particular amount. Likewise, an informal agreement to split a bill does not necessarily make the roommate the provider’s customer or change the lease.

Check the lease, utility accounts, and cost-sharing agreement

Before deciding what to demand or whom to contact, collect the documents that show how the household is set up. Look at the lease and any utility addendum, each provider account, bills routed through the landlord, and messages or other records about the agreed split.

  • Lease: Is everyone named on one shared lease, or does each person have a separate lease? Does the lease or an addendum address utilities, billing, or responsibility for charges?
  • Utility accounts: Whose name is on each account? Is it in your name, your roommate’s name, the landlord’s name, or divided across separate accounts?
  • Billing route: Does the provider bill a tenant directly, or does the landlord allocate a utility charge to tenants?
  • Cost-sharing agreement: Is the split written in a signed document or messages, reflected in repeated past payments, or based on a verbal understanding that is now disputed?
  • Timing: Is there a current bill with a deadline or service concern, or are you trying to recover money you already paid?

If the agreement was verbal, write down what you remember: when you made it, what each person understood, and how you calculated the split. Keep it as your account of the conversation, not proof that a disputed term is settled. Illinois Legal Aid Online’s discussion of shared versus separate leases and Texas Law Help’s roommate guidance illustrate why lease structure and local rules matter.

For a shared lease, read the actual language rather than relying on what a roommate remembers being told. For separate leases, check whether each person rents an individual room or unit and whether utility terms are stated separately. Do not assume that a rule or obligation for one lease structure applies to the other. Illinois Legal Aid Online’s FAQ about unpaid rent is useful for understanding how shared and separate leases can differ, but a rent example is not a universal rule about utility bills.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Also check whether the charge is for a provider service, a landlord’s allocation of a master bill, or a different fee listed in the lease. The billing route matters because the person who receives a bill and the person who has agreed to reimburse a roommate may not be the same. Minnesota Attorney General guidance notes that the landlord-tenant rule it discusses does not govern how roommates divide utility charges; it is important to identify exactly what a cited rule covers.

Who may be responsible in common arrangements?

Use this table to identify the relevant questions, not to determine legal liability. The lease, account contract, evidence of the agreement, and state or local law control. A landlord-apportioned charge may also involve different rules from a direct provider bill.

Arrangement What to verify Practical implication
One shared lease; utility account in your name What the lease says about utilities, whose name is on the account, and the agreed reimbursement split. The provider may look to its named customer under the account terms. Your roommate’s share is a separate reimbursement question.
One shared lease; account in roommate’s name Whether you agreed to contribute, whether the bill is accurate, and whether you have already paid your share. Do not assume you are liable to the provider merely because you live there; check the account and lease before responding to a payment demand.
Separate individual leases Whether each lease covers a separate unit or room, and how utilities are handled in each lease. Do not assume one tenant’s lease terms bind another tenant. Illinois Legal Aid Online discusses lease structure in the context of rent; that is informative, but not a universal utilities rule.
Landlord or master account; charge passed through to tenants The lease or addendum, how the charge was allocated, and the billing period and supporting bill. Landlord billing and direct provider billing are not interchangeable. Illinois Legal Aid Online addresses specific Illinois landlord-utility situations; its protections should not be generalized to every roommate dispute.
Split accounts or no clear written agreement Which services each person arranged, what prior payments show, and what each person understood. There may be more than one account obligation and uncertainty about the private split. Preserve records and seek local advice if the amount is contested.

Minnesota’s Attorney General tenant handbook says the landlord-tenant rule it discusses does not govern how roommates divide utility charges. That distinction is a reminder to identify which relationship a particular rule or document actually covers.

Think of these arrangements as two separate comparisons: shared versus separate leases, and direct provider billing versus landlord-apportioned billing. A shared lease may raise questions about what the tenants collectively owe under that lease, while the provider’s named customer is determined by the account. A landlord’s allocation should be checked against the lease and the supporting statement. Neither comparison alone answers whether one roommate can recover a contribution from another.

Calculate the amount using the actual bill

Use the provider bill or the landlord’s itemized utility statement, not an estimate based only on memory. Make the calculation easy for the other person to check. A clear accounting can resolve a simple mistake and creates a more useful record if the disagreement continues.

  1. Write down the service, billing period, bill total, and payment due date shown on the bill.
  2. State the agreed split method—for example, equal shares or another arrangement you can support with the lease, messages, or past practice.
  3. Calculate each person’s share and list any amount already paid or credited.
  4. Account for agreed adjustments, such as someone moving in or out partway through the period, a vacant room, or a service one person does not use. Do not assume an adjustment was agreed if it is disputed.
  5. Show the remaining balance and how you calculated it. Do not add late fees or other charges to your roommate’s share unless the agreement and applicable law support doing so.

For example, if a $120 bill was agreed to be split equally between two people and one has already paid the provider, the basic share is $60 each. If someone disputes the split, has paid part of it, or an adjustment applies, show those details rather than presenting the simple example as the final amount.

Keep the bill period and household period aligned. If someone moved in or out during the billing cycle, show the dates and explain the adjustment you believe follows from the agreement. If a room was vacant or a person says they did not use a service, do not silently change the formula: identify whether the roommates agreed to account for that circumstance and ask the other person to respond. The same applies if a bill includes multiple services; separate the charges if the household agreed to split them differently.

A useful ledger can be as simple as a dated list: bill total, split rule, each person’s share, payments received, credits, and unpaid balance. Keep the original statement alongside it. Avoid rounding or adding a penalty just because payment is late unless your agreement and applicable law support that charge. If you find an error, update the calculation and send the corrected amount rather than pressing a claim you know is inaccurate.

Ask for payment in writing

Send a calm, specific request by a method you normally use with your roommate, such as text or email. Identify the bill and period, explain the arithmetic, name the amount you believe is due, and give a reasonable date for a response or payment. Invite them to point out a calculation error. The purpose is to settle the bill and keep a record, not to threaten a consequence you may not lawfully impose.

A short message can include:

The electricity bill for May was $120. We agreed to split it equally, so your share is $60. I paid the provider on May 18. Please send $60 by May 25 using the payment method we usually use. If you think the bill or split is wrong, please tell me which part so we can check it against the statement.

Use the actual figures and agreement for your household. Keep a copy of the request, the bill, payment confirmation, and any reply. If the roommate says the amount is wrong, answer with the relevant statement or calculation and correct any genuine mistake.

Make the message specific enough that someone reading it later can tell what you asked for and why. A vague text such as “pay me for utilities” can lead to another argument about which bill, month, or amount you mean. If the other person cannot pay the full amount at once, you may discuss a schedule, but write down the amount and dates you both accept. A proposed plan is not an agreement until both people confirm it.

Protect the account and keep essential service stable

If the provider account is in your name

Review the account terms, due date, and consequences of nonpayment. If you can afford to do so, paying the provider on time while separately seeking reimbursement may help avoid account penalties or service disruption. That is a practical option, not a guarantee of recovery or a statement that you alone are legally responsible in every circumstance; the account terms, lease, and local law matter.

If you cannot cover the whole bill, contact the provider promptly to ask about its available payment or assistance options. Do not promise that a roommate will pay on a date they have not agreed to. Keep notes about provider conversations and any arrangements the provider confirms.

Distinguish between protecting the account and giving up on reimbursement. Paying the provider may reduce the risk of consequences under the account, while the separate question of what the roommate owes you remains unresolved. Save the payment confirmation and continue to keep the bill, the agreed split, and your written request together. If you decide not to pay by the deadline, understand that the provider may apply the terms of its account; do not assume a roommate’s unpaid share excuses a late payment by the named customer.

If the account is not in your name

Do not assume you owe a provider just because you share the home or previously gave money to a roommate. Check whether you agreed to service in your own name and what the lease says. LawHelp Minnesota advises contacting local legal aid if a utility company seeks payment for service someone did not agree to have in their name. That is Minnesota guidance; if a provider contacts you, ask for the basis of the demand and get advice appropriate to your location.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Keep any bill, notice, or message from the provider, and note whether the demand names you as a customer or refers to a lease charge. These are different issues. Ask the provider to explain the account basis for the request, but do not treat a phone explanation as a substitute for reviewing your lease or getting local advice when the amount or responsibility is disputed.

If the landlord bills for utilities

Check the lease and billing documents to understand whether the landlord is charging you under the lease, allocating a master bill, or passing along a separate charge. Ask for an explanation of a charge you cannot reconcile. Contact the landlord when the lease, account arrangement, or an immediate service concern makes them relevant—not on the assumption that they must resolve a private repayment disagreement between roommates.

Illinois Legal Aid Online’s guidance on paying public utilities through a landlord describes particular Illinois rules and tenant options around landlord utility billing and disconnection. It is not a general rule that a landlord must collect a roommate’s share or intervene in every private disagreement. If a shutoff or housing issue is imminent, find location-specific advice promptly rather than relying on a rule written for a different billing arrangement or state.

Do not shut off utilities, tamper with equipment, withhold rent, change locks, or remove a roommate’s belongings to force payment. These actions can create separate housing or legal problems and do not reliably collect a debt. Rules about shutoffs and tenant protections depend on the circumstances and location. Illinois Legal Aid Online’s utility guidance concerns particular landlord-utility situations, not a universal rule for roommate disputes.

If the roommate still does not pay

Keep the next step proportionate to the amount, the urgency, and whether the roommate is still living with you. Start with a written follow-up that refers to the original request and asks for a response. If the relationship is workable, you can discuss a payment schedule or a different split going forward, but record any revised agreement clearly and do not treat a proposal as accepted until both people agree.

For a substantial balance or repeated nonpayment, ask local legal aid, a tenant organization, or a court self-help center what options apply. Explain whether you have a shared lease or separate leases, whose name is on the account, how the landlord bills utilities, what the split agreement says, and what you have already paid. Ask specifically about whether a repayment claim is available, what evidence is useful, and any local filing limits, deadlines, costs, or procedures. Those details cannot be inferred from guidance for another state.

Michigan Legal Help says a roommate who covers another roommate’s utilities may usually sue to recover the amount. That is Michigan-specific information, not a promise about the result, procedure, cost, or deadline in Michigan or elsewhere. USAGov recommends reviewing the lease and finding state tenant resources and affordable legal help when a landlord dispute cannot be resolved directly. A roommate-to-roommate debt may require a different local resource than a landlord complaint.

If you contact a landlord, keep the request focused on something the landlord may actually control, such as clarifying a lease charge or addressing an immediate service issue tied to the landlord’s account. A landlord may not be the right person to decide how roommates should divide a bill or repay one another. Texas Law Help’s roommate guidance also underscores that the roommate relationship and landlord-tenant relationship are distinct; local documents and law determine how they interact.

If the question is whether someone can be required to leave, treat it as a separate housing issue—not as a collection method. The answer can depend on whether the person is a cotenant, subtenant, guest, or separately leased tenant, as well as local law and the lease. Get local advice before giving notices or changing the living arrangement.

USAGov’s landlord-complaint guidance recommends reading the lease and locating state tenant resources and affordable legal help when a landlord dispute cannot be resolved directly. If your dispute is only between roommates, explain that clearly when you seek help so you are directed to a resource that handles roommate repayment questions rather than a landlord complaint process.

Keep a useful record

Store the materials together in a folder or email thread. A concise, dated record is easier to explain to a mediator, legal-aid adviser, or court self-help staff member than a collection of uncategorized screenshots.

  • The lease, utility addendum, and any written roommate agreement.
  • Provider bills or itemized landlord statements showing the service and billing period.
  • Payment confirmations showing what you paid and when.
  • Messages about the split, any proposed adjustments, and prior payments that may show the parties’ understanding.
  • Your written requests, replies, and notes of relevant conversations, including the date and what was said.
  • A simple ledger showing the bill total, calculation, credits, payments, and current balance.

Keep original files when possible, rather than only cropped screenshots that omit dates or context. If you make a note after a conversation, label it with the date and distinguish what you remember from what appears in a bill or message. A good record does not guarantee that a claim will succeed, but it makes it easier for a local adviser to understand the sequence and identify what additional information may be needed.

Frequently Asked Questions

Do I have to pay my roommate’s share of the utility bill?

It depends first on the account and lease. A provider may look to the person named on its account, while the lease may set obligations to the landlord and a separate roommate agreement may support reimbursement. If the account is in your name and the due date is near, paying the provider if feasible may help avoid account penalties or service disruption; it does not settle whether your roommate owes you. Check your documents and local rules.

Can I make my roommate pay if we only agreed verbally?

A verbal understanding may be relevant, but if the roommate disputes what was agreed, do not present it as settled fact. Write down when you discussed the split, what each person understood, and how prior bills were handled. Preserve messages and records of past payments, then ask local legal aid or a court self-help center what evidence and repayment options apply in your area.

Can I turn off utilities or withhold rent until my roommate pays?

Do not use a shutoff, equipment tampering, rent withholding, lock change, or removal of belongings as leverage. Those steps can create separate housing or legal problems, and utility and tenant protections vary by location and billing arrangement. Illinois Legal Aid Online describes protections for particular Illinois landlord-utility situations, not a universal rule for roommate disputes.

Should I contact the landlord about an unpaid utility share?

Contact the landlord when the lease, landlord billing arrangement, or an immediate service concern makes the landlord relevant—for example, to ask how a landlord-apportioned charge was calculated. A landlord may not arbitrate a private reimbursement dispute between roommates. Check whether the bill goes directly to a provider or through a landlord and read the lease before deciding whom to contact.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Can I sue a roommate for unpaid utilities?

The availability and procedure depend on local law, your agreement, and your evidence. Michigan Legal Help says a roommate who covers another roommate’s utilities may usually sue to recover the amount, but that is Michigan-specific guidance and does not establish the result, cost, deadline, or process elsewhere. Ask local legal aid or a court self-help center about repayment claims and filing rules.

What should I save if my roommate refuses to pay?

Keep the lease and utility addendum, the bill or itemized landlord statement, records of payments, messages about the split, your written request and any reply, and a simple dated ledger showing the amount and calculation. If the split was verbal, note what you remember and when; do not treat your note alone as proof that a disputed term is settled.

What if the utility company asks me to pay for an account that is not in my name?

Do not assume you are liable just because you live in the home or previously paid a roommate. Ask the provider to explain the basis for the demand, check your lease and whether you agreed to service in your own name, and seek local advice if responsibility is disputed. LawHelp Minnesota specifically recommends local legal aid in this situation; rules elsewhere may differ.

The Bottom Line

Confirm the lease, account holder, billing route, and agreed split; calculate the balance from the actual bill; and make a calm written request with supporting records. Keep essential service stable where feasible, but do not use a shutoff, rent withholding, lock change, or removal of belongings as collection tactics. If repayment fails, ask a local legal-aid provider, tenant organization, or court self-help center about the options and procedures that apply where you live.
