How to Forecast Payroll Costs When Hiring and Wage Growth Cool

A practical payroll forecast starts with headcount and hiring dates, then models pay, benefits and employer charges separately. Compare scenarios and refresh against actual costs.

Forecast payroll from your own expected headcount, start dates, paid hours, pay rates, benefits, and employer payroll charges—not by applying a national wage-growth figure to last year’s total. Build a baseline and at least two clearly labeled alternatives, then compare each period’s forecast with actual costs.

What slower hiring and wage growth mean for a payroll forecast

Slower hiring can reduce the number of paid employee-months in a forecast, while slower wage growth can moderate pay increases for people already on staff. Neither guarantees that total payroll costs will fall: planned hires may still add costs, and benefit expenses or employer payroll charges may move differently from wages.

Recent U.S. Bureau of Labor Statistics data illustrate why these inputs should be separated. In the 12 months ending June 2026, private-industry compensation increased 3.3%, wages and salaries increased 3.1%, and benefit costs increased 3.8%. These are national aggregates, not a forecast for a particular employer, workforce, or location. BLS Employment Cost Index, June 2026.

Build the forecast from headcount and timing

Start with the people and positions expected in each month or quarter. Include current employees, approved vacancies, expected departures, and the planned start or end date for each role. A position expected to start partway through a period should contribute only the cost for the portion of the period it is expected to be staffed.

  1. Choose the period and units. Identify the forecast horizon and whether results will be monthly, quarterly, or annual.
  2. List current staff and planned changes. Record employees, approved open roles, likely departures, and each expected employment date.
  3. Calculate pay for time employed. For each employee or role, apply the budgeted rate to expected paid hours in the periods worked.

For a salaried role, use the employer’s expected salary and the portion of the period employed. For hourly roles, estimate paid hours and rate separately. Do not count an open position as a full-year cost if the expected start date is later.

Separate wages, benefits, and employer charges

Use separate lines for the main cost components so a change in wages does not obscure a change in total compensation. A practical framework is:

Period payroll cost = wages and salaries + employer-paid benefits + employer payroll charges.

Wages and salaries

Use the company’s expected pay by role or employee. Include planned merit increases, promotions, overtime, shift premiums, commissions, and bonuses only when applicable, with each assumption visible as its own input. For hourly workers, forecast paid hours as well as the rate; a rate increase and an increase in hours affect costs differently.

Employer-paid benefits

Use current employer plan rates and the expected eligibility and enrollment of the workforce. Include the benefits that belong in the company’s compensation budget, such as health coverage, retirement contributions, paid leave, or other employer-paid benefits. Keep benefit assumptions distinct from wage-growth assumptions, particularly when renewal or enrollment changes are expected.

For context, BLS reported that private-industry employer compensation averaged $46.89 per hour worked in June 2026: $32.82 in wages and salaries and $14.07 in benefits. Wages were 70.0% of the average compensation cost. These descriptive averages do not establish what any particular employer pays or provide a suitable company-specific benefit rate. Employer payroll charges

Use the employer’s current payroll settings or authoritative guidance for the relevant jurisdictions. Taxes and contributions can depend on location, employer tax status, employee wage bases, and applicable limits. There is no reliable universal percentage to apply across employers; keep these inputs separate and update them when the applicable rules or company circumstances change.

Use labor-cost statistics as benchmarks, not as your forecast

The Employment Cost Index (ECI) tracks changes in labor prices over time, using compensation per employee hour and a fixed basket of jobs. Because it includes wages and benefits and limits effects from workers shifting among occupations and industries, it can help put broad labor-cost trends in context. The Employer Costs for Employee Compensation (ECEC) reports average employer costs per employee hour, including wages, benefits, and their shares. In short, use ECI for trend context and ECEC for broad average cost levels; neither replaces the employer’s own workforce and plan assumptions. BLS, “How the ECI Works” and BLS, “How the ECEC Works”.

The June 2026 figures show why the distinction matters: private-industry benefit costs rose faster than wages and salaries over the year. A forecast that assumes total payroll will grow exactly with wages could therefore miss a different benefits trend. The BLS figures describe broad U.S. averages; an employer’s actual pay, hours, benefit design, workforce mix, and hiring schedule may differ.

Compare scenarios with visible assumptions

Keep the workforce plan, pay assumptions, benefit assumptions, and payroll-charge inputs visible. Compare the same forecast periods under each case, changing one assumption group at a time where possible.

Scenario Assumptions to change What to compare
Baseline Approved hiring dates and current expected pay, benefits, and employer charges Total cost by month or quarter and the annual total
Slower hiring Delay or remove specified planned hires Change in employee-months and total cost against baseline
Higher wage or benefit costs Use a different pay-growth assumption, benefit rate or enrollment expectation, or both—label each change Cost change attributable to the wage and benefit assumptions

Report the assumptions alongside each result. If the higher-cost scenario changes both pay and benefits, show each input clearly so decision-makers can tell which change drives the difference. A national ECI growth figure can be a useful comparison point, but it should not be presented as the company’s expected increase.

Reconcile the forecast with actual payroll

At each update, compare forecast with actual cost for the same period and explain material differences by cause. Check whether the variance came from headcount, a start or departure date, pay rates, paid hours, benefits, or employer payroll charges. Then refresh the affected inputs using the latest approved staffing plan, compensation expectations, benefit information, and current employer-specific payroll settings.

This approach makes the forecast useful even when hiring slows or broad wage growth changes: the model shows what the company expects to spend, which assumptions drive that result, and what changed when actual costs differ.
