OR-CCSEH-26 generally means Google could not get your card issuer to approve a request. The issuer is the bank, credit union, prepaid-card provider, or other company that issued the card. It does not identify one universal fault such as a wrong CVV or a defective app. Google Wallet Community guidance describes the exact message as “Your card’s issuer declined this request” (Google Wallet Community).
Check support and verification details, then ask the issuer to review the specific Google Wallet or Google payment attempt. If the issuer sees no decline, escalate to Google with the code and timestamp rather than repeatedly retrying.
Quickest path to a fix
- Record where the error appeared: card enrollment, tap-to-pay, online checkout, or a Google purchase.
- Confirm that your bank, exact card type, country, and transaction type support the relevant Google service.
- At payments.google.com, check Alerts and Payment methods for a verification request.
- Make the legal name, billing address, postal code, country, phone number, and card details match the issuer’s records.
- Ask the issuer to review the declined Google request and enable any required online, international, recurring, digital-wallet, or tokenized transactions.
- Try another supported card. If it works, the original card or issuer is the likely cause.
- Contact Google if the issuer sees no request or decline, or if every supported card fails.
What OR-CCSEH-26 means
The code usually indicates an issuer-declined request. That can reflect an automated risk decision, card eligibility rule, wallet-token provisioning problem, transaction-type restriction, verification failure, or a profile mismatch. It does not prove that the bank intentionally blocked the physical card. Google’s public payments-code table lists related OR-CCSEH codes but does not currently list OR-CCSEH-26 in its issuer category, so treat the interpretation as the usual meaning rather than a complete technical diagnosis (Google payment help).
First identify where it failed

Google Wallet and online Google Pay are related but not identical paths. A card can work for an ordinary purchase while failing wallet enrollment or a particular Google-service transaction.

Fixes when adding a card to Google Wallet
Check exact card and country support
Use Google’s supported payment methods page, select your country, and search for the issuing bank and exact card network or type. Banks decide which cards work with Wallet and may exclude prepaid, virtual, commercial, single-use, or region-limited cards. Support for another Google service does not guarantee Wallet support.
Check for verification
Look in the Wallet app and at payments.google.com. On the website, sign in to the account being used, open Alerts, then inspect Payment methods. Follow any Verification needed request. Depending on the bank and country, verification may use a bank app or website, text, email, phone, or a temporary authorization charge containing a code. The bank—not Google Wallet—supplies the code (Google verification guidance).
Match the issuer’s records
Compare the legal name, billing address, ZIP or postal code, country, phone number, card number, expiration date, and security code with the issuer’s records. Use the billing address the bank has on file, not necessarily a shipping or recently changed address. Google specifically recommends matching the Google Payments billing address to the bank’s records (Google Wallet troubleshooting).
Fixes for tap-to-pay
- Turn on NFC and set Google Wallet as the default contactless-payment app.
- Use Android 9 or later with current Google Play services and Wallet software.
- Enable a screen lock and confirm the phone is Play Protect/device certified.
- Do not use a rooted phone, modified operating system, unsupported work profile, or incompatible cloned/dual-app setup.
- Confirm that the card and country support contactless Wallet payments.
These requirements primarily affect contactless use; they do not explain every online Google Pay failure. Google documents the Android, security, and work-profile requirements at Wallet device requirements and Wallet troubleshooting. Clearing cache or reinstalling may be generic app maintenance, but it is not an established fix for this issuer-decline code.

Fixes for Google purchases and online checkout
At payments.google.com, resolve alerts, verify the payment method, and check that the billing profile is current. Confirm that the card has available funds or credit and is not expired or restricted. For online, international, recurring, prepaid, or a particular Google merchant transaction, ask the issuer whether that category is enabled. A merchant-specific failure may require the merchant’s support team rather than Wallet support.
What to tell your bank
Call the number on the back of the card and say:
“Google Wallet is showing OR-CCSEH-26 while I try to add or use my card. Can you review the specific Google Wallet provisioning or payment authorization, and confirm whether this card is enabled for digital-wallet, online, international, recurring, and tokenized transactions as applicable?”
Ask the agent to check the actual attempt, including its approximate time. A physical card may work in stores while wallet enrollment is blocked. If the bank says the card is fine, ask specifically whether it sees a Google Wallet provisioning or tokenization request—not merely whether ordinary card purchases work.
Use another card as a diagnostic
Try a conventional debit or credit card from a different issuer that is listed as supported. If it works, focus on the original card or bank. If several supported cards fail, investigate the Google Account, Payments profile, country, device, or Wallet installation. If only one merchant fails, investigate that merchant’s checkout. Google recommends trying another supported payment method (Wallet help; Google payment help).

If the bank says it sees no decline
Contact Google support after confirming card support, matching details, completing verification, and trying another supported card. Provide OR-CCSEH-26, a screenshot, the Google service involved, approximate date and time, issuing bank, last four digits only, country, and the steps already completed. Do not send a full card number, CVV, password, verification code, or unredacted bank statement through an unofficial account.
Google’s general help sometimes tells users with specified account-verification errors to wait two days before retrying. That interval is not published specifically as a cure for OR-CCSEH-26, so treat it as a cautious pause—not a guarantee. Avoid repeated rapid attempts, which can create additional automated declines or temporary security holds.

Replacement card or new phone
A replacement card has a new number, expiration date, and security code, so its Wallet setup may need to be completed again. Cards transferred to a new phone still require tap-to-pay setup on that device (Google Wallet availability and device guidance).
Country mismatch
Wallet features and payment methods vary by country or region. A card issued in one country may not work with a Payments profile configured for another. Do not use a VPN, falsify your country, or create profiles to bypass regional availability (supported countries and cards).

Prepaid, virtual, or linked-account limits
Prepaid and virtual cards may have issuer or Wallet restrictions; try a supported conventional card. Google documents separate errors for a payment method linked to too many Google Accounts. Do not attribute that condition to OR-CCSEH-26 unless the screen displays the corresponding message (Google payment error guidance).
When to stop retrying
Once you have checked eligibility, profile details, verification, device requirements (for tap-to-pay), and an alternate card, further immediate retries are unlikely to add information. The next useful action is issuer review of the exact request or Google support escalation with evidence.

Is OR-CCSEH-26 a Google Wallet error or a bank error?
It is displayed by Google, but it generally reports that the card issuer did not approve Google’s request. The bank, card eligibility, verification, profile, or transaction type may be responsible.
Why can my card work elsewhere but not in Google Wallet?
Ordinary card purchases do not prove that mobile-wallet provisioning or tokenized transactions are enabled. Ask the issuer to inspect the specific Wallet request.
Does the code mean my Google Account is suspended?
No. The code alone does not establish an account suspension. Check Payments alerts and test another supported card before drawing that conclusion.
Is Google Pay the same as Google Wallet?
Google Wallet is the Android wallet and tap-to-pay app. Google Pay also describes online checkout and Google-service billing, which can involve different merchant, profile, and authorization checks.
