How to Find USDA Grants and Loans for Rural Businesses and Communities

USDA Rural Development funding depends on who applies and what the project does. Compare RBDG, REDLG, Community Facilities, REAP, and RMAP before contacting your local office.

Start with the applicant and the project: USDA Rural Development has funding for rural businesses, agricultural producers, and community facilities, but many programs do not let a business apply directly. Some grants go only to public bodies or nonprofits; other financing reaches businesses through utilities, lenders, or microenterprise organizations. Match your project to the right route, then confirm current eligibility, deadlines, and application instructions with USDA Rural Development and the relevant state or local office.

Which USDA funding route fits your project?

USDA Rural Development’s Business Programs directory is a useful starting index for financing, grants, business development, and technical assistance. It includes programs such as Business & Industry loan guarantees, Rural Business Development Grants (RBDG), the Rural Economic Development Loan and Grant (REDLG), and the Rural Microentrepreneur Assistance Program (RMAP). The programs differ in who may apply and how funds reach a project.

Community Facilities Public bodies, community-based nonprofit corporations, or federally recognized Tribes. Essential public services such as health care, public safety, education, child care, or community support. Direct loan, grant, or a combination that may include commercial financing.
REAP Eligible rural small businesses and agricultural producers. Renewable-energy systems or energy-efficiency improvements. Grant funding and guaranteed loan financing.
RMAP Microenterprise Development Organizations receive loans and grants; microentrepreneurs may receive support through them. Microloans, training, and technical assistance for rural microenterprises. Intermediary lending and assistance rather than a direct USDA grant to a business owner.

Can a small business get a USDA grant?

Sometimes a rural business can benefit from a USDA-funded project or qualify for a program such as REAP, but that does not mean every grant is paid directly to the business. RBDG is the clearest example: USDA states that for-profit entities, individuals, and individual businesses cannot receive its grants. Eligible public bodies, Tribes, and qualifying nonprofits apply for projects that support small and emerging rural businesses.

Rural Business Development Grants

USDA lists uses such as revolving loan funds, feasibility studies and business plans, training, incubators, transportation improvements, and technology-based development. It sets no maximum grant amount, but gives higher priority to smaller requests; no cost share is required. USDA evaluates evidence of job creation, non-federal funding commitments, economic need, alignment with local priorities, and the applicant’s relevant experience.

The USDA RBDG page showed the 2026 cycle closed: June 15, 2026, for Strategic Economic and Community Development applications and June 30, 2026, for other applications. Those dates have passed. The page required complete applications through Grants.gov by 4:30 p.m. local time on the applicable deadline and SAM preregistration. Check the live program page and state office for a later cycle and current instructions rather than treating these past dates as upcoming.

How can a business access USDA loans?

Rural Economic Development Loan and Grant

REDLG is an intermediary route, not a direct USDA application for a business. Eligible utilities apply to USDA and pass loan funds to rural businesses and other qualifying projects that create or retain jobs. Eligible utility applicants include current or former Rural Utilities Service electric or telecommunications borrowers and qualifying nonprofit utilities. USDA also makes grants to utilities to establish revolving loan funds.

USDA describes first-time loans to ultimate recipients as zero-interest, covering up to 80% of project costs; the recipient or utility supplies the remaining 20%. USDA’s program page lists a maximum $1 million loan to a local utility and a maximum $300,000 grant to establish a revolving loan fund. Those are program limits for the utility funding route, not a promise that a business will receive those amounts. Ask your local Rural Development office whether a qualifying utility participates and what it will finance.

Other lender-backed financing

USDA’s Business Programs directory also points to Business & Industry loan guarantees. A guarantee is not the same as a USDA grant or direct loan to the business: identify a participating lender and confirm the applicable program requirements, terms, and availability. USDA’s OneRD pages provide current-year information for guaranteed programs, but funding availability and guarantee-fee details can change.

Can USDA help pay for a fire station, clinic, or community center?

The Community Facilities Direct Loan and Grant Program supports essential services in eligible rural communities, not private commercial or business undertakings. USDA defines an essential community facility as one that “provides an essential service to the local community for the orderly development of the community in a primarily rural area.” Eligible applicants are public bodies, community-based nonprofit corporations, and federally recognized Tribes. The program’s rural-area threshold is no more than 20,000 residents under the latest U.S. Census data.

Examples and financing terms

Potential projects include health care facilities, public safety buildings and vehicles, child care and community centers, educational services, telemedicine or distance-learning equipment, and facilities supporting local food systems. USDA offers direct loans, grants, or combinations; commercial financing may be combined where program feasibility and eligibility requirements are met.

A direct loan term may not exceed the facility’s useful life, the applicant’s authority or state-law limit, or 40 years, whichever is less. Check current rates with USDA rather than relying on an old rate quote. Applications are accepted on an ongoing basis during the program year, October 1 through September 30; the local office is the recommended starting point.

Is there a USDA grant for farm or small-business energy improvements?

The Rural Energy for America Program (REAP) is a potential fit for eligible rural small businesses and agricultural producers seeking renewable-energy systems or energy-efficiency improvements. To qualify as an agricultural producer, an applicant must be directly engaged in agricultural production and receive at least 50% of gross income from agricultural operations.

Project checks and grant figures

USDA’s Virginia REAP page lists renewable-energy grants from $2,500 to $1 million and energy-efficiency grants from $1,500 to $500,000. These are Virginia page-listed figures, not a guarantee of the limits or funding available for every state, application cycle, or project. The applicable notice and fiscal-year rules can affect caps, the federal share, matching funds, and loan-guarantee terms.

USDA says projects must have technical merit and use commercially available technology. Energy-efficiency projects require an audit or assessment, and every project requires environmental review. The Virginia page describes applications as accepted year-round through the local office; verify your state’s current process, applicable funding notices, and whether funds remain available before developing an application.

How to find and prepare for the right USDA program

  1. Write a short project description. Note who will own and apply for the project, where it will be located, what will be built or purchased, who will benefit, and whether the project will create jobs, provide a public service, or reduce energy use.
  2. Classify the applicant correctly. Identify whether the applicant is a for-profit business, agricultural producer, nonprofit, public body, Tribe, utility, lender, or intermediary. This determines which programs are even open to you.
  3. Check the program’s current rules. Review eligible geography and uses, funding mechanism, application status, deadline, match or cost share, forms, and state or local requirements. For REDLG, contact a qualifying utility; for guaranteed loans, identify a participating lender where required; otherwise follow the relevant Rural Development office’s instructions.
  4. Build the project file around that program. Depending on the route, preparation may involve a business plan or feasibility study, funding commitments, community or lender support, an energy audit, environmental review, entity identifiers, or SAM registration. Use the current program checklist; there is no single document list that fits every program.
  5. Speak with the program specialist before submitting. USDA says preparation can take from a few weeks to several months, depending on program and application complexity. A state or local office can identify the current forms, local timelines, and process for the program you are considering.

Where to check for open opportunities

USDA Rural Development’s open funding opportunities list can help surface programs with an open status, but an open listing is only a discovery signal. Read the individual program page for eligibility and deadlines, and confirm local processing details before investing time in an application. For a rural business that is not eligible to apply directly, ask USDA or a local intermediary whether a utility, lender, nonprofit, or microenterprise organization offers an appropriate route.
