Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →The most reliable way to find employers with H-1B activity is to check two separate federal datasets: the Department of Labor (DOL) disclosure files for Labor Condition Applications (LCAs), and U.S. Citizenship and Immigration Services (USCIS) H-1B Employer Data Hub for petition decisions. They cover different stages. An LCA is a prerequisite filing about wages and working conditions; it is not an H-1B petition approval. USCIS Hub records first approval or denial decisions, not every filing event and not cases still pending when the data are generated.
Use the workflow below to identify the legal employer, search both datasets for the same fiscal years, reconcile names and locations, and then treat the result as evidence of past activity—not a promise that the employer has an open job or will sponsor you.

What “H-1B sponsor” evidence actually shows
Employers leave records at two stages of the process. Before filing an H-1B petition with USCIS, an employer generally must obtain a certified LCA from DOL. The LCA states the occupation, wage, worksite and required labor-condition attestations. DOL’s disclosure data therefore show applications and final LCA determinations.
USCIS adjudicates the later Form I-129 petition. Its Employer Data Hub reports first recorded approval or denial decisions for H-1B petitions. A Hub record is stronger evidence that a petition reached USCIS adjudication, but it still does not show a current vacancy, a promise to sponsor a particular candidate, visa issuance at a consulate, or that a worker started employment.

| Dataset | What it records | What it does not establish |
|---|---|---|
| DOL OFLC LCA disclosures | Employer applications and final determinations under the LCA program; fields can include employer, case status, occupation, wage and worksite. | That USCIS received, approved or denied a related H-1B petition, or that a job was filled. |
| USCIS H-1B Employer Data Hub | First recorded approvals and denials of H-1B petitions, grouped by fiscal year and employer-related fields. | Pending cases, later appeal or revocation decisions, a current opening, a visa stamp or guaranteed future sponsorship. |
DOL’s LCA program also includes H-1B1 and E-3 records. Do not describe every LCA row as an H-1B filing unless the record fields support that conclusion.
Step 1: Identify the legal employer before searching
Start with the exact legal entity named on the job advertisement, offer letter or recruiting communication. A consumer-facing brand may differ from the corporation that files immigration paperwork. Record the employer’s complete name, including punctuation and suffixes such as “Inc.”, “LLC” or “Corp.”
Search name variants without merging unrelated entities
Run searches for the exact name and reasonable spelling variants. Keep a separate list for:
- Parent companies and subsidiaries.
- Staffing firms and their client companies.
- Acquired businesses that continued filing under an older legal name.
- Abbreviations, punctuation differences and common misspellings.
Do not combine records merely because names look similar. Use tax identification information, address, city, state and ZIP to determine whether rows belong to the same legal employer. If you cannot establish the relationship, label the match as unresolved rather than presenting the totals as one company’s history.
Step 2: Search DOL’s OFLC disclosure files
Open DOL’s Performance Data page and select the LCA disclosure files for the fiscal years you want to examine. The page publishes quarterly and annual files together with record layouts. When this guide was prepared, the latest listed material was FY2026 Q3, covering final determinations from October 1, 2025 through June 30, 2026; an August 14, 2026 release described that reporting period.
Use the record layout, not just the spreadsheet heading
Download the record layout that corresponds to each file. Field definitions can vary across years, especially because some historical records originated in the older iCERT system before the FLAG system. Use the layout to interpret:

- Employer name and identifying fields.
- Case or determination status.
- Occupation and related classification fields.
- Wage information and the wage period.
- Worksite address and location.
- Program indicators that distinguish H-1B, H-1B1 and E-3 where available.
Filter by the legal employer and inspect the individual rows. A high LCA count means the employer submitted that many disclosed applications or received that many recorded determinations in the selected period, depending on the field you use. It is not a count of approved visas.

Write down whether your file is quarterly, a complete fiscal year or a year-to-date period. For each employer, preserve the status value exactly as defined in the record layout. “Certified,” “denied,” “withdrawn” or another status describes the LCA stage only. An LCA certification means DOL accepted the labor-condition filing; USCIS still makes the petition decision.
Step 3: Search the USCIS H-1B Employer Data Hub
Use the USCIS H-1B Employer Data Hub to search by employer name and, when available, narrow the results by fiscal year, two-digit NAICS code, city, state, ZIP code and tax ID. USCIS also provides downloadable annual files for analysis outside the interactive search.
Understand the Hub’s fiscal-year basis
USCIS defines the fiscal year as the year in which it first recorded an approval or denial decision. That can differ from the petition’s filing-receipt date. “Initial” counts cover petitions requesting new or new concurrent employment. “Continuing” counts cover other employment categories. The Hub includes only the first decision; later appeal or revocation decisions are excluded.
Cases still pending when USCIS generates the data are omitted. Consequently, an apparent decline in approvals can reflect unresolved cases, a different reporting cut-off or a change in the mix of initial and continuing petitions—not necessarily a change in the employer’s willingness to sponsor.
Download data when the employer has many rows
For a large employer, download the annual files and filter them in a spreadsheet or database. Keep the fiscal-year column, initial-versus-continuing category, approval count, denial count, tax ID, state, city and ZIP. Export or save the filtered rows so that your comparison can be reproduced later.

Step 4: Cross-check the two stages
Compare DOL and USCIS records only after aligning the same employer identity and comparable time periods. DOL explains that an employer must have a certified LCA before petitioning USCIS, so LCA activity can precede a petition decision. The datasets will not match one-for-one in a single quarter or year.
- Choose a fiscal-year range, such as the last three completed fiscal years, and list it at the top of your worksheet.
- For each year, record DOL LCA rows and their determination statuses.
- Record USCIS initial approvals, continuing approvals and both categories of denials.
- Inspect occupation, worksite and wage fields to see whether the LCA activity relates to the type of role you are considering.
- Mark the current fiscal year as incomplete if its disclosure period has not ended. Do not compare a partial year with a full-year total without saying so.
- Investigate mismatches using tax ID and location rather than assuming one employer name equals one row.
This cross-check tells you whether an employer has shown activity at both stages over time. It cannot prove that a particular LCA became a particular approved petition because the public datasets do not provide a universal, applicant-level case linkage for that inference.
How to compare employers without creating a misleading ranking
Use a consistent worksheet for every employer. The following columns keep the comparison tied to what the official data actually measure:
| Comparison field | How to use it | Qualification |
|---|---|---|
| Recent versus older activity | Compare the same completed fiscal years and identify whether activity is continuing, rising or absent. | A recent partial year is not equivalent to a completed year. |
| USCIS initial approvals | Shows first-decision approvals for new or new concurrent employment petitions. | Pending petitions and later decisions are not included. |
| USCIS continuing approvals | Shows first-decision approvals for other employment categories. | Do not add it to initial approvals without explaining the different categories. |
| USCIS denials | Review initial and continuing denials separately, then examine the years and locations involved. | These are first recorded denials, not every later adverse action. |
| DOL LCA volume and status | Shows labor-condition filing activity and final OFLC determinations. | An LCA is an antecedent filing, not a USCIS outcome. |
| Role, worksite and wage | Check whether the disclosed occupations and locations resemble the job you want. | Historical fields may not describe the current opening or compensation. |
Do not publish or rely on a single “sponsorship rate” unless you define the numerator, denominator, fiscal-year basis, treatment of initial and continuing cases, and handling of pending petitions. The Hub’s omission of pending cases makes a simple approvals-divided-by-filings calculation especially unreliable.
Why one employer can appear in several USCIS rows
USCIS aggregates data by fiscal year, two-digit NAICS code, tax ID, state, city and ZIP. One legal employer operating at several addresses can therefore produce multiple rows. Rows can also reflect missing or incorrect employer identifiers.
USCIS states in its Data Accuracy section: “We strive to ensure that the data in our electronic systems are accurate, but because we transfer data from paper forms into the electronic systems manually, data entry errors may occur.” Treat that warning as part of the dataset’s operating limits.

A practical identity check
- Match the employer name, tax ID and address where all three are present.
- Group locations only when corporate information or the employer’s own documentation supports the relationship.
- Check whether the NAICS code is plausible for the business, while remembering that a code is not proof of a particular division.
- Keep an “unresolved” category for rows that cannot be confidently assigned.
- Explain any exclusions in your notes so another reader can reproduce the total.
Use the public-access file for employer corroboration
DOL Fact Sheet #62F says that H-1B employers must make specified LCA materials available to the public within one working day of filing Form ETA 9035 or ETA 9035E. The fact sheet was revised in August 2010, so use it as a description of the public-access-file concept and check current DOL instructions for procedural details.
Recommended Free Tools
If an employer’s public records appear relevant to a role, ask the employer to identify the applicable public access file or explain a particular LCA. A request for clarification is more useful when you provide the legal entity, filing period, occupation and worksite shown in the disclosure record. The employer’s response can confirm identity and context, but it remains separate from USCIS’s adjudication record.
Common mistakes and how to correct them
Calling an LCA an approved visa
Problem: Treating a certified LCA as proof that a worker received an H-1B approval.
Correction: Describe it as an LCA filing or LCA determination. Look to USCIS first-decision data for petition approval or denial.
Assuming no Hub row means no sponsorship
Problem: Concluding that an employer never sponsored because the search returned no result.

Correction: Try legal-name variants, locations and tax ID; check multiple fiscal years; remember that pending cases are excluded and identifier errors can occur.

Comparing an incomplete year with a full year
Problem: Treating FY2026 Q3 data through June 30, 2026 as a full fiscal-year result.
Free tools Windows power users keep installed

Correction: Label it year-to-date or quarterly and compare it with equivalent periods, or wait for a complete annual file.
Using totals as a promise of a job
Problem: Interpreting historical approvals as a commitment to sponsor you.
Correction: Ask the recruiter or hiring manager about sponsorship for the specific role, work location, employment category and timing. Historical data can support a question; it cannot answer the employer’s current policy.
A repeatable worksheet for your job search
Create one row per employer and fiscal year with these fields:
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problems- Legal employer name and any verified alternate names.
- Tax ID, city, state and ZIP used for the match.
- DOL file period, LCA count and determination statuses.
- USCIS fiscal year, initial approvals, continuing approvals, initial denials and continuing denials.
- Occupations, worksites and wage fields relevant to your target role.
- Whether the period is complete or partial.
- Identity issues, unresolved rows and the date you retrieved the file.
Then classify the result in plain language: “recent USCIS petition decisions found,” “DOL LCA activity found but no matching USCIS decision identified,” “historical activity only,” or “no reliable match.” These labels are more honest than calling an employer a guaranteed sponsor.
What the data can—and cannot—tell a candidate
The two datasets can show that an identifiable employer has filed LCAs, received OFLC determinations, or had H-1B petitions approved or denied in specified periods. They can help you focus questions on employers with relevant historical activity and roles whose occupations and locations resemble your target.
They cannot establish a current vacancy, the employer’s internal sponsorship policy for your position, your eligibility, a future petition approval, visa issuance or employment commencement. USCIS and DOL assign different scopes and dates to their records, and both datasets contain exclusions or possible identifier errors. Use the evidence to prepare a targeted conversation with the employer, not as a guarantee of an immigration outcome.
