Start by defining the business result you need, then compare agencies against the same written criteria. A clear brief, relevant proof of work, a check on the people who will serve your account, and a written breakdown of fees and responsibilities will help you distinguish a suitable partner from a polished sales pitch.
Define what you need an agency to do
Before searching, write a brief that describes the assignment in practical terms. It gives agencies a fair basis for proposing work and gives you a consistent way to assess their answers.
- Outcome: What business result are you trying to achieve?
- Audience and market: Who are you trying to reach, and where?
- Capabilities: Which channels or services do you need, such as paid advertising, creative, retail media, or measurement?
- Scope and timing: What work should be delivered, when, and for how long?
- Budget: Set a realistic range and clarify whether it includes agency fees, media spend, and other expenses.
- Internal resources: Identify the staff, data, approvals, and other inputs your business can provide.
- Measurement: Decide how success will be defined, where the data will come from, and how often results should be reported.
A specialist may be a better fit when you need a specific channel or capability. A broader agency may be relevant when the assignment spans several functions. Choose based on the brief rather than assuming that a larger service menu means a better fit.
Build a qualified shortlist
Ask trusted business contacts for referrals, but use them as leads to investigate, not as a substitute for checking fit. If the work involves a particular advertising platform, its official directory can help identify agencies with relevant platform experience.

- Google’s Partner directory can help you find agencies in its program. Google says a badge can be clicked to verify an agency profile.
- Amazon Ads’ Partner Directory lists service offerings, expertise, and supported marketplaces. Amazon recommends choosing a partner according to your business objectives.
Directory listings and badges are useful starting points, not proof that a provider suits your assignment or will deliver a particular outcome. Confirm current status and evaluate the actual team and proposal.
Compare candidates using the same evidence
Set your evaluation criteria and their relative importance before reviewing presentations. The American Advertising and Marketing Association (AAMA) offers a customizable scorecard with 15 criteria and a default total of 100 weighted points; it presents this as a framework to adapt to the assignment, not a mandatory industry standard. Ask every candidate for comparable materials: relevant case studies, references, an outline of the proposed approach, and the names and roles of the people who would do the work. Score the evidence, not presentation polish or personal chemistry alone.

A proposal should show that the agency understands your situation, not just describe its general services. Ask how its recommendations address the brief and what assumptions would need to hold for the plan to work.
Check references and confirm who will do the work
Talk to references whose assignments resemble yours. Ask about the agency’s delivery against the agreed scope, management of budget and timing, reporting, responsiveness, and handling of problems. Find out whether the people presented during selection remained involved after the work began.
Ask the finalist to confirm the proposed account team, each person’s responsibilities, and expected senior involvement. If staffing changes, clarify how the agency will communicate them and maintain continuity.

Put scope, fees, and responsibilities in writing
Compare proposals on total expected investment, not just the headline agency fee. Keep service fees separate from media budgets and other costs so you can see what your business will pay and what portion goes to advertising or third parties.
- Deliverables, schedule, and number of revision rounds.
- What is excluded and what would trigger additional charges.
- Client responsibilities, approvals, and required inputs.
- Media spend and other third-party expenses, separated from the agency fee.
- Ownership and access to accounts, creative, data, and other work products.
- Reporting frequency, metrics, and the data sources used.
- How changes in scope, timing, or costs will be approved.
If you are hiring for Google Ads, Google says third-party partners often charge service fees in addition to advertising costs, and advises advertisers to understand total costs to calculate return on investment. Google also says clients have a right to know clicks, impressions, and total ad cost. Its guidance says an agency should set up a separate Ads account for the client and recommends an official written agreement reflecting the agreed budget. For a substantial engagement, a staged process can help you avoid spending time reviewing unsuitable providers. The Association of Accredited Advertising Agencies of Trinidad and Tobago describes starting with a request for information or credentials, then issuing a request for proposal to a shortlist of up to three agencies if needed. Its recommendation to compensate agencies for substantial speculative creative work is part of that specific guide; do not treat its dated fee suggestion as a universal current rate.
- Request information: Ask for relevant credentials, client examples, references, and the proposed team.
- Shortlist: Remove candidates that lack required capabilities, experience, availability, or market coverage.
- Request comparable proposals: Give the remaining agencies the same brief, questions, and response deadline.
- Evaluate and validate: Apply your pre-set criteria, check references, and clarify unresolved assumptions.
- Agree terms: Document scope, ownership, costs, roles, and measures before work starts.
For a smaller or narrowly scoped project, a simpler process may be enough; the important point is to preserve a clear brief and a consistent basis for comparison.

Google Ads
Google says ad position is determined by an auction and changes dynamically, so a promise to guarantee placement is a warning sign. Google also states that advertising does not affect organic search ranking; a provider claiming it can buy higher organic rankings is misleading you. If someone claims to work for Google, Google advises asking for their name and an email address ending in @google.com; a Gmail address by itself does not establish affiliation.
Google describes Premier Partner status as recognition for top performers meeting program requirements. Its support page says Premier Partners are among the top 3% of companies in the program in a given country. That is a country- and program-specific distinction, not a guarantee of results for your business. See Google’s Partner guidance.

Its directory and badges can help you assess stated services and expertise, but you should still check whether the partner’s experience, marketplace coverage, team, and proposal fit your particular objectives.

There is no universal price range established for hiring an agency: costs depend on geography, scope, and the provider. Compare written proposals that separate agency fees from media spend and other expenses, and ask what deliverables, staffing, and support each fee covers. Request an explanation of any assumptions or circumstances that could change the price.
