Also check HUD-assisted properties offering Section 202 housing for older adults or Section 811 housing for people with disabilities. Apply to suitable open lists, confirm accessibility and services with each property, and keep a separate record of every application and deadline. Which options are available—and how long they take—depends on the locality.
Compare the main housing assistance routes
Affordable housing assistance is not one application or one type of apartment. Public housing and Housing Choice Vouchers are administered locally through PHAs. Section 202 and Section 811 are additional subsidized rental-housing pathways associated with older adults and people with disabilities. A program’s name alone does not establish whether a property has an open waitlist, a particular accessible feature, or a service you need.

| Program | Who it serves | Where assistance is used | Where to start | What to verify locally |
|---|---|---|---|---|
| Public housing | Eligible low-income households; eligibility considers income and household factors, including older-adult or disability status and eligible immigration status. | At housing managed by a PHA. | Contact the local PHA. | Application openings, eligibility, waitlist status, rent and utility responsibilities, accessible units, and any services. HUD’s national information does not establish local availability. |
| Housing Choice Voucher (HCV), often called Section 8 | Eligible low-income households; income and family size matter, and applicants generally must be citizens or eligible noncitizens. | Typically toward rent in the private market, subject to PHA review and approval of the unit. | Apply through a local PHA. | Whether applications are being accepted, waitlist rules, the voucher term if selected, local rent and utility calculations, unit approval, and accessibility. |
| Section 202 | HUD describes this supportive-housing program for residents age 62 or older. | At participating subsidized rental properties. | Look for HUD-assisted properties and contact each property manager. | Current openings, income and application rules, accessibility, and the particular services offered. Requirements and services can differ by property. |
| Section 811 | HUD describes supportive housing for low-income adults with disabilities. | At participating supportive-housing properties; application or referral pathways can vary by property and state program. | Check HUD resources, the relevant state housing agency, and individual property contacts. | Eligibility, referral or application steps, openings, accessible features, and available services. |
For public housing and HCV, HUD directs applicants to a local PHA. For Section 202 or Section 811, the property or state program may be the practical point of contact. A HUD-approved housing counselor can help sort out which route fits a person’s location and needs.
Begin with the place the person can realistically live
Before searching, identify the city or county where the applicant could live. The cheapest available rent is not necessarily workable if it is far from medical care, a caregiver, public transportation, or the people who provide day-to-day support. Make a short list of the locations that are actually feasible, including any transportation or accessibility constraints.

Then find the PHA or PHAs serving those locations through HUD’s official PHA directory. Ask each agency directly whether it takes applications for public housing, HCV, or both, and how it announces openings. HUD’s national program pages explain the routes, but they cannot tell an applicant whether a particular local list is open today.
- Call or visit the PHA’s official application information. Confirm the agency serves the location you are considering and ask which programs accept applications now.
- Ask whether nearby PHAs are accepting applications. HUD says HCV demand can mean long waiting lists and that applicants may need to apply to multiple PHAs. An applicant generally does not have to live in a PHA’s jurisdiction to apply. However, a PHA may require a household that applied from outside its jurisdiction to live in that jurisdiction for one year; ask the agency how its rule applies before relying on the list.
- Search for subsidized properties separately. Look for HUD-assisted properties associated with Section 202 or Section 811, then contact each manager. Do not assume a property is accepting applications because it appears in a directory.
- Ask about state or local referrals for disability-related housing. Section 811 pathways can vary by state and property, so ask the state housing agency or property contact whether an application, referral, or another process is used.
- Write down the answer and the date. Record the agency or property, the person or office contacted, program, application method, list status, and any next date to check.
Use direct questions to establish whether an option fits
Eligibility and availability are different questions. A person may appear to fit a program’s general description but still need to meet local income, household, status, or property requirements. Likewise, a property may suit someone’s age or disability but have no opening. Ask about each issue explicitly rather than inferring it from a program label.
Questions for a PHA
- Are public housing applications, HCV applications, or both open? If closed, is there a way to learn when applications reopen?
- What are the current eligibility rules and documents for this household? Do you have a checklist or application assistance?
- Can the applicant apply to more than one property, development, or waitlist through this agency? Is there a separate process for each?
- How will the agency contact applicants, and how should a change of address, phone number, or email be reported?
- Are accessible units available, and how does the agency consider a request related to a disability? What information does it need, and where should the request be sent?
- If selected for a voucher, what term will be printed on it, how can the household request more time, and what are the unit-submission and inspection steps?
Questions for a property manager or state program
- Is the property currently taking applications? Is there a waitlist, and how does someone join or check status?
- What age, disability, income, household, or other eligibility rules apply to this specific property?
- Does the property have a unit with the specific access features the person needs? Ask about the actual unit, not only the building or program.
- What support services are offered at this property, if any? Are they optional, and who provides them?
- What rent and utility costs should the applicant expect, and how are those costs determined?
- What application documents, deadlines, and contact-update procedures apply?
Keep the answers tied to the specific program or property. HUD describes the broad pathways, but local rent calculations, wait times, service offerings, and accessibility inventory require direct confirmation.

Prepare an application file, then follow each agency’s checklist
Having basic records together can make it easier to respond when an application opens or an agency asks for verification. HUD lists typical HCV documentation such as income paperwork and bank information, public assistance records when applicable, and citizenship and Social Security documentation. The exact requirements vary by PHA; a property or other program may use a different checklist.
Gather what is available, but do not assume every agency needs every document or that a photocopy will be accepted. Ask the PHA or property what it requires, whether originals or copies are needed, and how to submit sensitive information safely.
- Income and benefits: Keep available income records and public assistance information, when applicable.
- Assets: Have bank information available if requested.
- Identity and status: Ask which identity, citizenship or eligible immigration status, and Social Security records are required for each household member.
- Household information: Confirm how the agency wants household members and family size documented.
- Disability-related needs: If a particular feature or communication method is needed, ask the agency how to make the request and what it needs to consider it. Do not assume a general program category guarantees a particular accommodation or unit feature.
Keep a copy of each submitted application and note its date and method of delivery. Save confirmation numbers, emails, letters, and the name or office of anyone who confirms receipt. A simple spreadsheet or folder can prevent confusion when several applications are active.

Keep waitlist applications active
Waitlists can require persistence, particularly for HCV, where HUD notes that demand may be high. Applying to more than one suitable PHA or property can create additional paths, but each agency has its own application and communication process. One application does not automatically put someone on every list in the region.
For each list, record the program, location, date applied, confirmation, current status, and the agency’s instructions for checking in. Keep mailing, phone, and email details current with each agency. If a notice arrives, respond by the stated deadline and use the contact method in the notice or the agency’s official information. If the status is unclear, contact the PHA or property rather than assuming the application is still active.
When deciding whether to remain on a list, consider whether the location is practical and whether the housing can meet the person’s access and support needs. A distant unit may be a poor fit if it disrupts medical care or caregiver arrangements. On the other hand, applying to more than one feasible location may matter when local demand is high. The right balance depends on the person’s circumstances.

Check accessibility and services at the unit level
“Housing for seniors” or “housing for people with disabilities” does not, by itself, tell you whether a particular apartment has the features someone needs. Ask about the actual unit and the path through the building: entrance, route to the apartment, bathroom, kitchen, doorways, and any other feature relevant to the resident. If the person uses mobility equipment or needs a specific communication or sensory feature, describe that need plainly and ask what is present or can be considered.
Also separate housing from supportive services. HUD’s Section 202 and Section 811 descriptions identify supportive-housing pathways, but the services at a property are not necessarily identical to those at another one. Ask what is offered, who provides it, whether participation is voluntary, and whether a resident must arrange any additional help independently. Do not treat a property’s general description as confirmation that a specific service is available.

What happens after a Housing Choice Voucher is issued
A voucher is not the end of the process: the household still has to find a suitable unit and obtain PHA approval. HUD describes the PHA search period as a range of 60–120 days, with the specific deadline set by the PHA. Read the voucher as soon as it arrives and confirm the expiration date and any extension process directly with the agency.
- Review the voucher and PHA instructions. Note the search deadline, required household contribution information, how to submit a unit, and whom to contact with questions.
- Search for a unit that fits both budget and needs. Ask landlords whether they will consider the voucher and explain that the unit must go through the PHA’s approval process. Evaluate location, transportation, access, and utilities alongside rent.
- Coordinate the Request for Tenancy Approval. The tenant and landlord submit the Request for Tenancy Approval (RFTA) to the PHA. Ask the agency which form version and supporting details it requires.
- Wait for the PHA’s review and inspection. HUD says the PHA checks whether rent is reasonable for the area and inspects the unit for health and safety. Do not assume that a unit is approved merely because a landlord agrees to rent it.
- Track timing and resolve problems promptly. If the search period is running short, ask the PHA whether an extension is possible and what it requires. If a unit fails inspection or the proposed rent is not approved, ask the PHA what must change before proceeding.
Budget using the figures and responsibilities the PHA gives for that household and unit. The national description does not establish a tenant’s exact share, utility obligation, or acceptable rent for a particular apartment; those details need to be confirmed for the specific voucher and location.
Get help navigating the options
A HUD-approved housing counselor can help someone compare local paths, understand application steps, and organize questions for an agency or property. HUD’s senior information page also points readers toward housing counseling, affordable rentals, public housing, HCV, and rural rental assistance resources. A counselor can help navigate, but the PHA or property still determines its own local application status and requirements.
Recommended Free Tools
Before contacting a counselor, prepare the applicant’s likely locations, household size, income and benefit information, housing deadline or current situation, access needs, and any applications already submitted. Ask the counselor what assistance is available and whether there is a cost before sharing sensitive documents. Use the counselor to make the search more organized, not as a substitute for confirming rules with the agency that administers the housing.
A practical way to manage the search
Choose a manageable set of feasible locations, identify the relevant PHAs and properties, and contact them with a consistent set of questions. Apply wherever the applicant appears to fit and the list is open. Track every confirmation and deadline, keep contact details updated, and verify the unit, costs, and services before treating an option as workable. HUD’s national program descriptions establish the main routes; current openings and the details that determine whether a home is suitable must be confirmed locally.
