For a GST portal glitch, raise a ticket through the GSTN Self Service Portal. To challenge a tax order, file a statutory appeal in Form GST APL-01 through the GST Portal—typically within three months of the date the order was communicated. A helpdesk ticket is not an appeal and should not be relied on to preserve the appeal deadline.
Choose the right route: portal complaint or statutory appeal
| Question | GST portal complaint | Statutory appeal |
|---|---|---|
| What is it for? | A technical or portal-use problem, such as difficulty with a return, payment, or service. | Challenging a decision or order made by an adjudicating authority. |
| Where do you start? | GSTN Self Service Portal | GST Portal: Services > User Services > My Applications |
| What confirms submission? | A generated ticket or reference number, which you can track through the portal. | Final acknowledgment in Form GST APL-02, with an appeal number. |
| Does it challenge an order? | No. It is a helpdesk request, not a statutory appeal. | Yes. This is the route for an eligible challenge to an adjudicating authority’s order. |
How to file a GST portal complaint
- Open the GSTN Self Service Portal and search using words that describe the affected return, payment, or service.
- Review the suggested FAQs and user guides. If they do not solve the issue, choose “No, I want to lodge my complaint” and provide the requested details. Attach relevant screenshots if they help explain the problem.
- Save the ticket or reference number generated after submission. Use the portal’s Check Status function to follow progress and read any resolution or closure comments.
The GSTN Welcome Kit lists helpdesk number 1800-103-4786 and support hours of 9 am to 9 pm daily; it describes the self-service portal as available 24×7. Contact details and hours can change, so confirm them on the live portal before calling.

Who can appeal, and what is the deadline?
According to the GSTN appeal FAQ, a taxpayer or an unregistered person aggrieved by a decision or order of an adjudicating authority may appeal to the Appellate Authority within three months from the date the decision or order is communicated. The FAQ says the authority may condone delay by up to one additional month if satisfied that sufficient cause prevented timely filing.
Use the date the order was communicated—not simply the date printed on it—as a key date when calculating the period. Confirm the applicable statutory provision for your case and do not leave filing until the last day. A portal complaint does not replace the appeal or, based on the cited FAQ, pause its limitation period.

How to file an appeal online in Kerala
- Log in to the GST Portal and open Services > User Services > My Applications.
- Set Application Type to Appeal to Appellate Authority, then select New Application.
- Choose the relevant order type and complete FORM GST APL-01. The GSTN FAQ lists categories including demand, assessment, enforcement, penalty, confiscation, and other listed orders. Confirm that the option fits the order you are challenging.
- Enter the required case details, provide supporting information and documents, and review the pre-deposit and signing requirements described below before submitting.
Kerala’s Form GST APL-01 calls for the appellant’s GSTIN, temporary ID, or UIN; legal and trade names; address; order number and date; issuing officer’s details; date the order was communicated; and authorised representative details, if applicable. You must also set out the issue and period in dispute, disputed amounts, whether you request a personal hearing, the statement of facts, grounds of appeal, and prayer—the relief you seek. Gather the order and supporting records before completing the application.

The GSTN appeal FAQ says a minimum pre-deposit of 10% of the disputed tax is required before filing, alongside the amount admitted as payable under the applicable law. The applicable amount depends on the case; verify it on the current portal and under the relevant legal provisions before paying.
The FAQ says an appeal may be signed using a digital signature certificate (DSC) or electronic verification code (EVC), with DSC mandatory for companies and limited liability partnerships (LLPs). Check the current portal for the signing method available to your entity and case.
If you upload the order with the appeal, the FAQ says the provisional acknowledgment date is treated as the filing date. If you do not upload it, submit a self-certified copy within seven days; if you submit it later, the copy-submission date is treated as the filing date. GSTN says the appeal is considered filed when the final APL-02 acknowledgment with an appeal number is issued. Save that acknowledgment and monitor the application in My Applications.
What happens after filing?
The GSTN FAQ lists appeal statuses including appeal submitted, admitted, rejected, hearing notice issued, reply submitted, and appeal order passed. It says that when an appeal is admitted, the portal flags the balance disputed amount as non-recoverable. Do not assume that merely starting an appeal immediately stops recovery; follow the application’s current status and the rules that apply to your case.
After an appeal is decided, Kerala Circular No. 05/2024, dated 6 April 2024, says an appellate authority’s order under section 107(11) is accompanied by a summary in Form GST APL-04. The circular describes the order being prepared manually by the appellate authority and uploaded to the portal. See the Kerala circular for that state procedure.
Kerala administrative contacts are not an appeal channel
The Kerala Chief Minister’s public grievance system has a directory entry connected to the Commissioner, State Goods and Services Tax Department. Its toll-free number 1076 belongs to that public grievance system; it is not identified as a statutory GST appeal channel. An administrative contact may help you locate an office, but it does not replace filing APL-01 within the applicable time.
