Keep copies and request a dated acknowledgment. If the hospital does not resolve the issue, you can register a pre-litigation grievance with the National Consumer Helpline (NCH); an unresolved dispute may be taken to the appropriate Consumer Commission. A state health-establishment complaint may also be available, depending on where the hospital is located.
Start by getting a written breakdown
Ask the hospital to explain the bill before concluding that a charge is unlawful. The Ministry of Health and Family Welfare’s Charter of Patients’ Rights recognizes patients’ rights to an itemized bill, an explanation of charges and payment receipts, as well as information about rates and expected costs. Write to the billing office and the hospital’s designated grievance officer. Ask for:
- A detailed, itemized bill and an explanation of each disputed line item.
- The rates for the services or items, and the basis for any package, room, consumable or additional charge.
- Payment receipts and the estimate, consent form or authorization relevant to the charge.
- Case papers, records and investigation reports relevant to the disputed service.
Compare the explanation with your estimate, consent forms, the hospital’s displayed rates and records of the treatment. The Ministry charter supports asking for this information; it does not, by itself, determine whether a particular charge is improper.

Make a hospital-level complaint
Use the hospital’s named grievance officer or its official complaint channel. In your written complaint, identify the patient, hospital, admission, invoice number and date. List each disputed item and amount, explain why you question it, and state what you want the hospital to do—for example, provide a written explanation or correct a specific entry. The patient-rights charter recognizes the right to give feedback or lodge a complaint with the provider and seek redress through its designated official.
Attach copies rather than irreplaceable originals. Keep the sent message or letter, attachments and any acknowledgment, preferably with the date recorded. Include a reasonable request for a response, but do not assume that a particular response deadline applies in every case.
Escalate to the National Consumer Helpline
If the hospital does not respond or its explanation does not resolve the issue, the Department of Consumer Affairs’ National Consumer Helpline is a government pre-litigation consumer grievance channel. Its official contact page lists these options:
- Call 1915.
- WhatsApp or SMS 8800001915.
- Email [email protected].
- Use the NCH portal, NCH app or UMANG.
The NCH contact page states that the helpline operates from 8 a.m. to 8 p.m. daily except national holidays. Check the official NCH page for current contact details before submitting. Give a concise factual account, provide supporting documents when requested, and save the docket or reference number. NCH facilitates grievance registration before litigation; its registration does not guarantee a finding of liability or a refund.

Consider a Consumer Commission if the dispute remains unresolved
The Consumer Protection Act, 2019 provides a three-tier Consumer Commission structure: District, State and Central. The Department of Consumer Affairs describes these as quasi-judicial bodies for consumer redress. Its 2024–25 annual report encourages consumers whose NCH grievances remain unresolved to approach the appropriate Consumer Commission. The correct commission and the applicable filing procedure depend on the facts and current rules. Use official e-Jagriti or Consumer Commission resources to check the current forum, documents, fees and limitation requirements before filing. The sources cited here do not establish which forum applies to a particular bill, how a limitation period should be calculated, or the likely outcome.
Check whether a state health-establishment route applies
The Clinical Establishments Act does not apply uniformly across India. The Ministry of Health and Family Welfare says it has been adopted in 19 states and Union Territories. The Ministry’s grievance information currently says its new portal has not been officially launched and directs users to contact their State Nodal Officer for offline registration. Check the current health-department or nodal-authority instructions for the state or Union Territory where the hospital is located before relying on this route. Retain the original bill and a copy of every document you submit. A useful file includes:

- Bill, receipts, estimates and relevant consent or authorization forms.
- Discharge papers, prescriptions, reports or other records related to the disputed service.
- Emails, messages, letters and dated acknowledgments from the hospital.
- Your written complaint, a list of the disputed amounts and the resolution requested.
- Any NCH docket or reference number and subsequent communications.
State the dates, amounts and reasons for your concern plainly. If care is ongoing, do not delay urgent treatment or clinical decisions because of a billing disagreement.
