How to Evaluate Cement Stocks Using Reserves, Capacity, and Debt

Learn how to assess cement producers by linking limestone reserve quality and mine life to dated capacity, utilization, regional economics, debt service, liquidity and cycle resilience. The framework also shows why these checks do not by themselves establish valuation.

The reliable way to evaluate a cement stock is to connect three operating questions: how secure and usable are its limestone reserves, how much cement capacity is actually producing and selling, and can cash flow service debt through a weak cycle? None of these measures, alone or together, tells you whether the shares are cheap. You still need a synchronized market-price date, valuation multiples, and comparable earnings or cash-flow estimates.

This framework is designed for comparing issuers without confusing mineral resources with reserves, nameplate capacity with production, or accounting leverage with cash resilience. The examples use company disclosures from India and the United States to show what to record, not to create a current ranking or investment recommendation.

Start with a consistent comparison basis

Before collecting numbers, define the comparison perimeter. A cement group may report consolidated figures, while a subsidiary, joint venture, or plant-level filing uses a different scope. Capacity may be stated at year-end, as an average for the period, or as an operational figure on a particular date. Currency, fiscal year, and metric definitions can make two apparently similar ratios incomparable.

  • Use the same reporting period, or clearly label differences.
  • Record the currency and whether figures are consolidated, attributable, or plant-specific.
  • Distinguish cement capacity from clinker capacity and grinding-only capacity.
  • Write down each company’s definition of EBITDA, PBILDT, operating cash flow, utilization, and net debt.
  • Attach an effective date to every reserve, capacity, debt, and price figure.

CARE Ratings Limited’s Rating Methodology – Cement Industry, issued in May 2022, is an India-specific analytical framework. Its tests for reserves, regional supply, logistics, utilization, leverage, and liquidity are useful questions, but the methodology date and geography should remain visible when you apply them elsewhere.

Evaluate limestone reserves for security and usable plant life

A large limestone number is not automatically an economic advantage. First establish what the number represents, then translate it into the tonnes that can support a plant under realistic operating and legal conditions.

Separate reserves from resources

Read the latest annual report, technical report, or mining disclosure and place each category in its own row. Proven and probable reserves are different from measured, indicated, and inferred resources. Resources may require additional drilling, permitting, feasibility work, or economic changes before they can be converted into reserves. Never add the categories together as if they were interchangeable.

Disclosure How to use it
Proven and probable reserves Use as the primary disclosed base for estimating economically mineable supply, subject to the issuer’s assumptions.
Measured and indicated resources Track separately as potential future supply; do not treat them as current reserves.
Inferred resources Record as lower-confidence geological information and exclude from a current mine-life calculation unless the issuer converts it.

Eagle Materials’ fiscal 2026 Form 10-K, filed with the U.S. Securities and Exchange Commission, reported 313.3 million tons of proven and probable limestone reserves and 752.3 million tons of measured and indicated resources as of March 31, 2026. The separation is the important analytical point: the resource figure is not an additional reserve balance. The filing also describes estimates and economic assumptions, so the figures should be read as modelled quantities rather than a guarantee of future output.

Check ownership, leases, permits, and quality

For every mine, record whether the company owns the mineral rights or leases them, the lease expiry and renewal terms, royalty or lease-rent obligations, permits, environmental conditions, and the distance to the consuming plant. Limestone quality affects the amount of material required, the mix of corrective materials, clinker chemistry, and processing cost. A nearby, high-quality deposit with durable rights can be more valuable than a larger remote deposit that requires expensive haulage or faces a short permit horizon.

CARE Ratings says reserve adequacy and long-term mining rights should be assessed for both current and future operations. Its methodology also identifies availability, quality, royalty or lease rent, and transport to the plant as determinants of limestone cost. These checks expose a common error: treating tonnes in the ground as equivalent to secure, delivered feedstock.

Convert reserves into a reserve-life estimate

A practical worksheet calculates an indicative life from recoverable reserves and the annual limestone requirement implied by current production. Use the company’s own recovery, stripping, quality, and conversion assumptions where disclosed. If only cement capacity is available, label any estimate based on that capacity as an approximation rather than reported mine life.

Then run two cases: existing output and the output required after announced expansions. A reserve horizon that comfortably covers today’s production may be inadequate once a new kiln or grinding line is commissioned. Include replacement quarries, transport links, and the timing of permits in the expansion case.

Eagle Materials stated that estimated recoverable limestone reserves and resources it owns or leases would allow each plant to operate at current production capacity for at least 25 years. That statement is scoped to the company’s current capacity and its estimates; it does not prove that 25 years of reserves will support a future expansion or that all material is economically interchangeable among plants.

Questions that reveal reserve risk

  • What is the effective date and classification of each disclosed quantity?
  • How much is owned, and how much depends on leases or concessions?
  • When do mining rights and major permits expire?
  • Does the reported quality support the existing clinker recipe without costly blending?
  • Are reserves adjacent to the plant, or will road, rail, conveyor, or third-party transport be required?
  • What annual consumption assumption underlies the stated mine life?
  • Does the expansion plan require new reserves, new permits, or a longer haul distance?

Measure capacity, production, and utilization on the same date basis

Capacity is a potential output rate; it is not production, sales, or cash generation. Build a dated operating table for every issuer and preserve the status of each project.

Field What to record Why it matters
Cement capacity Installed or operational capacity, with date and whether grinding is included Defines the potential output base, but not actual demand or efficiency
Clinker capacity Separate kiln capacity where disclosed Shows the integrated production base and possible dependence on purchased clinker
Production and dispatches Period volume and product scope Provides the denominator for utilization and evidence of realized demand
Utilization Company-defined percentage and calculation period Indicates how much of the asset base is earning revenue
Additions Operational, under construction, approved, or targeted; expected date Separates cash-generating assets from execution and financing commitments

Do not mix capacity definitions

One company may report average annual capacity while another reports installed capacity at year-end. A grinding unit may be counted in one disclosure even though clinker is purchased from elsewhere. Joint-venture or subsidiary capacity may be included in a group total or shown separately. Put the basis beside the number and avoid calculating a peer utilization rate until the definitions align.

Use utilization to test asset productivity

Compare production or dispatch volume with the relevant capacity for the same period. A high nameplate total in an oversupplied region can produce weak returns if kilns and grinding lines run below economic rates. Conversely, a smaller producer with high utilization, favorable locations, and strong realization may generate more cash per tonne.

Review the plant map alongside regional demand, competitor additions, and the company’s sales destinations. CARE Ratings highlights regional supply-demand conditions, capacity additions, underutilization, and expansion timing because a downturn that arrives while a debt-funded project is being built can weaken both cash accrual and access to financing.

Interpret announced additions conservatively

Classify each project as planned, approved, under construction, commissioned, or operational. Check permits, land and quarry readiness, equipment orders, implementation progress, expected cost, funding source, and the date at which the asset should contribute volume. A target is not an achieved capacity number.

For illustration, ACC Limited’s FY2024-25 integrated report said parent Ambuja Cements’ operational capacity exceeded 100 million tonnes per annum (MTPA) in April 2025 and described a target of 140 MTPA by FY2027-28. The first figure is an operational figure tied to April 2025; the second is a forward-looking target. Neither is a sector benchmark, and the target should not be counted as current capacity.

Understand the local market before assigning value to assets

Cement is bulky and relatively low value per tonne, so a plant’s economic market is often regional rather than national. CARE Ratings states: “Cement, being a low-value, bulky commodity, is unviable to transport across the country due to high logistic costs.” The statement explains why reserves and capacity must be connected to customers and transport routes.

Map the delivered-cost position

For each plant, map limestone sources, kilns, grinding units, terminals, major end markets, and rail, road, or sea connections. Then examine:

CARE Ratings’ May 2022 methodology estimates freight at about 20%–25% of operating cost for the Indian cement industry. This is a dated, India-specific industry estimate, not a universal constant or a current figure for every issuer. Use it to understand the importance of location, not to insert a standard freight percentage into another market’s model.

Look for operating dependencies in filings

Issuer disclosures often identify risks that a reserve table misses. Eagle Materials’ fiscal 2026 filing discusses fuel and power costs, alternative fuels, environmental permits, and quarry reclamation. Comparable filings should be searched for the same dependencies: a mine may be secure, but a plant can still face cost pressure from energy, permitting, reclamation, or transport constraints.

Test debt against cash generation and expansion commitments

Debt analysis starts with the balance sheet but ends with the cash-flow calendar. Collect gross debt, cash and equivalents, net debt, maturities, interest expense, operating cash flow, capital expenditure, and available liquidity for the same reporting date.

Build the core debt measures

Measure Calculation or observation Interpretation
Gross debt Borrowings before subtracting cash Shows contractual funding exposure; check whether leases and project finance are included.
Net debt Gross debt less eligible cash and equivalents Reflects cash offset, but restricted cash and differing definitions can distort comparisons.
Debt to operating profit Debt divided by a consistently defined EBITDA or PBILDT measure Indicates leverage only if the profit measure is recurring and comparable.
Interest coverage Operating profit or cash earnings divided by interest expense Shows headroom for interest, subject to the chosen profit definition.
Debt-service coverage Cash available for debt service divided by scheduled principal and interest Tests the payment calendar rather than only the income statement.
Liquidity Cash, operating cash generation, undrawn facilities, and near-term obligations Shows whether the company can meet maturities and fund operations without forced refinancing.

CARE Ratings lists gross and net gearing, total debt to PBILDT, interest coverage, DSCR, and liquidity as relevant measures. It also examines cash balances, internal accrual generation, near-term repayments, unused working-capital facilities, and planned capital expenditure or distributions.

Read the maturity schedule, not just leverage ratios

List principal repayments by year and compare them with expected operating cash flow, committed capital spending, and available facilities. Identify refinancing concentrations, floating-rate exposure, secured project debt, acquisition financing, lease liabilities, and restricted cash. A moderate net-debt ratio can still be risky if a large maturity arrives before a new plant produces cash.

Stress a weak cement cycle

Run at least three cases using the company’s own base data: lower volume, lower selling price or realization, and higher fuel, power, or freight cost. Add a fourth case in which expansion capex is spent before utilization rises. Observe the resulting cash balance, interest coverage, DSCR, covenant headroom if disclosed, and need for external funding.

The purpose is not to forecast an exact downturn. It is to identify whether the balance sheet can absorb a period of weak demand without cutting essential maintenance, selling assets, issuing equity, or refinancing on unfavorable terms.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Combine the evidence in a repeatable issuer worksheet

Use one row per issuer and retain source dates in every cell. Leave unavailable metrics blank and disclose the gap; do not estimate a missing number merely to complete a peer table.

Compare issuers across six decision axes

After completing the worksheet, compare each company on the following axes rather than relying on a single headline metric.

  1. Reserve security: Favor clarity of classification, durable rights, suitable quality, permits, proximity, and low replacement risk over a large unqualified tonnage number.
  2. Asset productivity: Compare effective capacity with actual output, utilization, plant efficiency, and the timing of additions.
  3. Market quality: Assess regional demand, supply additions, customer mix, pricing power, freight radius, and geographic diversification.
  4. Cost position: Examine limestone access, energy, labor, product mix, and delivered logistics cost per tonne.
  5. Financial resilience: Review gross and net debt, cash, maturities, interest and debt-service coverage, liquidity, and capex commitments together.
  6. Valuation: Only after the operating and credit work is aligned, compare price, market capitalization, enterprise value, and consistently defined earnings or cash flow.

A company can lead on one axis and lag on another. Long reserves do not compensate for chronically low utilization; high utilization does not remove refinancing risk; and low leverage does not make an expensive stock attractive.

Keep valuation separate from operating quality

Reserve life, capacity growth, utilization, and debt resilience describe business quality and risk. They do not establish a fair share price. A valuation requires a market-price date, share count, market capitalization, enterprise value, and synchronized trailing or forecast financial data. The figures above do not provide a current stock-price or valuation dataset, so they cannot support a buy, sell, or cheapest-stock ranking.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When valuation data are available, align the price date with the latest financial period, adjust for acquisitions or disposals, and state whether multiples use reported, adjusted, or forecast earnings. Keep the operating comparison intact even if one issuer has a different fiscal year; label the timing difference rather than silently combining periods.

Common mistakes and how to correct them

Counting resources as reserves

Failure: Adding proven, probable, measured, indicated, and inferred tonnes into one “reserve” total.

Correction: Keep classifications separate and use only the category appropriate to the mine-life question.

Treating target capacity as installed capacity

Failure: Including announced or targeted projects in current capacity.

Correction: Match period, capacity definition, and cement-versus-clinker scope before calculating.

Using net debt without checking cash quality

Failure: Subtracting restricted cash or a temporary acquisition balance as if it were freely available.

Correction: Reconcile gross debt, eligible cash, restricted cash, leases, and project financing.

Ignoring expansion timing

Failure: Assuming a new line immediately improves earnings.

Correction: Model construction spending, ramp-up, regional supply, permits, and the possibility that weak prices arrive before utilization improves.

Applying a local cost statistic globally

Failure: Carrying the 20%–25% freight estimate from India’s May 2022 industry methodology into another country or current company model.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Correction: Treat it as dated, India-specific context and use issuer and market data for the actual comparison.

A practical review sequence

  1. Download the latest annual report, technical reserve disclosure, debt note, and project update for each issuer.
  2. Set the reporting date, currency, consolidation scope, and metric definitions at the top of the worksheet.
  3. Classify reserves and resources, document ownership and permits, and calculate current-versus-expanded reserve life.
  4. Record cement and clinker capacity with status dates, then add production, dispatches, and utilization for the same period.
  5. Map mines, plants, customers, transport routes, competitors, and regional supply additions.
  6. Reconcile gross debt, cash, net debt, maturities, interest, operating cash flow, capex, coverage ratios, and liquidity.
  7. Stress lower volume, lower realization, higher input costs, and front-loaded expansion spending.
  8. Only after those checks, add a synchronized share-price date and comparable valuation measures.

Refresh the worksheet whenever a new filing, permit decision, project commissioning, debt refinancing, or material market-price change occurs. The May 2022 CARE methodology and the company examples should be treated as dated reference points, not substitutes for each issuer’s latest disclosures.

The Bottom Line

Evaluate a cement stock by tracing the chain from legally usable limestone, to productive and well-located capacity, to cash flow that can withstand a downcycle and expansion spending. Then perform a separate, date-aligned valuation; operating strength alone does not prove that the shares are attractively priced.
