Verify what the company can deliver today, what approvals it still needs in each market, whether customer announcements amount to enforceable commercial commitments, and whether it can fund deployment without excessive dilution. Then model downside, base, and upside cases using explicit assumptions for timing, capacity, utilization, pricing, partner economics, costs, and future financing.
“Pre-revenue” needs a precise definition. A company may earn development, government, equipment, or other commercial revenue while its planned satellite service has not begun recurring commercial operations. Keep those revenue streams separate when judging the thesis.

What does “pre-revenue” mean for this company?
Start by naming the specific service the investment case depends on. A satellite operator may sell connectivity directly, wholesale capacity to mobile network operators, provide government services, sell terminals or equipment, or combine these businesses. Identify who pays, what they receive, how the company bills them, and which partner handles spectrum access, distribution, customer support, or network operations.

Separate revenue already being recognized from the future service that is supposed to drive the valuation. Development awards, equipment sales, and government contracts can be real revenue, but they do not by themselves establish recurring demand for a planned consumer or enterprise satellite service. Check the latest SEC filings for reported revenue, customer concentration, deferred revenue, contract liabilities, and management’s description of service status.

AST SpaceMobile illustrates why the definition matters. Its 2025 Form 10-K said the company had not generated revenue from its planned SpaceMobile Service through December 31, 2025. Its SEC-filed update for the second quarter of 2026 reported $31.5 million in revenue from commercial and government customers, while that figure does not establish a mature recurring revenue base for the planned service. The company’s business lines and progress should not be treated as representative of every satellite communications issuer.
How far has the network progressed beyond demonstrations?
Build a dated milestone record from company filings and regulatory records. For each milestone, note the date, what was actually completed, the system involved, the operating conditions, and whether an independent party corroborated the result. A launch, successful test, or satellite count is one piece of evidence; none alone proves continuous commercial service or attractive economics.
- Design and manufacturing: Check whether the satellite design is finalized, components are qualified, production is repeatable, and suppliers can support the planned build rate.
- Integration and ground testing: Look for evidence that flight hardware, software, user devices or terminals, gateways, and ground systems work together—not merely that individual components passed tests.
- Launch and orbital commissioning: Confirm which satellites reached orbit, whether they completed commissioning, and whether the company has disclosed failures, delays, insurance coverage, or the effect of a loss.
- Link and capacity demonstrations: Determine what connection was demonstrated, which device and ground infrastructure were used, under what frequency and regulatory authority, and what throughput, coverage, and service continuity were achieved.
- Commercial availability and repeatable operations: Look for an authorized service, live customers, measured reliability, repeat usage, and a process for operating and replenishing the constellation at scale.
Ask whether a reported demonstration is representative of the service customers will buy. A one-off link does not establish capacity across a market, coverage at the times customers need it, or reliability across a constellation. Test the deployment plan against manufacturing throughput, supplier concentration, launch availability, launch insurance, on-orbit failure exposure, spare capacity, and replacement economics.
Does the company have permission to provide service?
Map regulatory readiness separately for every material geography and service. The relevant permissions depend on the spectrum and service model: a proposal using terrestrial mobile spectrum may involve different authorities and coordination from one using mobile-satellite spectrum. A test authorization is not the same as general commercial authority.

- Identify the license holder and the exact service authority in each target market.
- Record the spectrum bands, satellite and gateway authorizations, and any coordination or spectrum-sharing requirements.
- Check whether a mobile-network partner needs its own permission or must satisfy conditions before the company can sell service.
- Review remaining applications, build-out obligations, public-interest conditions, and restrictions on cross-border operations or interference.
- Distinguish experimental or temporary testing permission from authority to offer commercial service to customers.
Use current issuer filings and regulator dockets to establish company-specific status. The FCC’s 2024 Communications Marketplace Report provides broader context on satellite capacity, non-geostationary orbit deployments, launch-cost trends, and licensing obligations, but it does not prove that a particular issuer holds the permissions its plan requires.
Are customer announcements real commercial commitments?
Classify each customer or partner announcement by what it obligates each party to do. Record the counterparty, agreement type, effective date, conditions, geography, service, payment terms, termination rights, exclusivity, minimum commitments, and whether cash was collected or revenue recognized. An announcement is not a substitute for reading the agreement or the issuer’s filing description of it.

Do not treat backlog, conditional payments, a government development award, prepayment, and recurring recognized revenue as interchangeable. Assess whether a partner has an incentive to promote the service, controls access to customers or spectrum, and can bargain for a large share of the economics. Also check whether revenue depends on a single customer or a small number of network partners. AST SpaceMobile’s filings show why conditional payments and later regulatory and contract developments need to be read together rather than inferred from an announcement alone.
How much cash does the company have left?
A cash balance is only the starting point for runway. Separate unrestricted cash, restricted cash, and liquid investments; then account for operating needs, working capital, committed investment, debt service, and the capital required to build and launch satellites and ground systems. Restricted cash may not be available for ordinary operations, and cash on hand does not reveal how much future deployment will cost.

AST SpaceMobile’s Form 10-Q for the quarter ended June 30, 2026 reported $145.2 million of cash used in operating activities and $979.7 million of cash used in investing activities during the six months ended June 30, 2026. Those are company-specific historical cash-flow figures, not a sector benchmark or a forecast of future spending. A preliminary July 2026 Form 8-K reported approximately $2.723 billion in cash, cash equivalents, and restricted cash as of June 30, 2026; the later SEC-filed quarterly results should take precedence for finalized financial statements. The company’s second-quarter update subsequently reported more than $3.7 billion in pro forma cash, cash equivalents, and restricted cash as of June 30, 2026. These reported amounts are not interchangeable: note the date, whether the figure is preliminary or pro forma, and what cash categories it includes.
For each issuer, build a range rather than a single precise runway date:
- Start with unrestricted cash and liquid investments, and show restricted cash separately.
- Estimate operating cash use and working-capital needs under the company’s current plan.
- Add forecast satellite manufacturing, launch, insurance, gateway, and ground-network spending.
- Include spectrum payments, capital commitments, debt service, and other contractual obligations.
- Stress delays, cost overruns, launch disruptions, and a slower path to customer receipts.
- Separate committed funding from discretionary facilities or financing that may not be available on the assumed terms.
Read debt covenants, note maturities and conversion provisions, and any dependence on an at-the-market or follow-on equity offering. Management’s liquidity outlook is a forecast, not a guarantee. In its Form 10-Q for the quarter ended June 30, 2026, AST SpaceMobile said it believed its existing cash and cash equivalents as of that date would meet anticipated cash requirements for the next 12 months from the date of the filing; treat that as management’s forward-looking belief, not assurance that deployment is fully funded.

Will future financing dilute existing shareholders?
Model financing as part of the operating thesis, not as a footnote. If a company must issue shares before its network produces enough cash, the value of the business may grow while each existing share represents a smaller ownership stake. A financing can also be necessary to preserve the project; the key questions are how much capital is needed, when it is needed, and on what terms it might be raised.

Calculate plausible fully diluted share counts under more than one financing case. Include common shares, convertible notes at their stated conversion terms, warrants, equity awards, and shares that could be issued as transaction consideration. Check dual-class voting control, related-party arrangements, and any strategic transaction that could alter ownership or governance. Do not assume every potential security will convert or be exercised; show the assumptions and resulting range.
Pair dilution cases with a delay and a higher-cost case. A company that can fund the plan only if it meets an optimistic deployment schedule is more exposed than one with committed resources to absorb setbacks. Financing capacity is not the same as cash already available, and a large cash balance does not eliminate dilution if the full constellation and replacement cycle require much more capital.

Estimate sellable capacity by geography and time, not by theoretical peak speed or total addressable market. Translate the network plan into revenue and cash requirements through a chain of assumptions:

- Serviceable network: satellites commissioned, coverage area and hours, usable capacity, gateway availability, and spectrum permissions.
- Demand and utilization: subscribers, enterprise endpoints, or government customers; expected usage; and the ramp from initial launch to steady utilization.
- Revenue per customer: pricing, contract structure, usage charges, and whether the company sells directly or receives a wholesale payment from a partner.
- Partner economics: the share paid to mobile operators or other distribution partners, plus who bears billing, customer acquisition, and support costs.
- Service costs: network operations, gateways, maintenance, spectrum expense, customer support, and other costs tied to delivered service.
- Capital recovery: satellite replacement, replenishment, depreciation, and the funding needed to expand capacity before the existing fleet generates sufficient cash.
Mark which inputs have been demonstrated in actual operations and which remain management forecasts. Test whether per-satellite economics improve with scale and whether the business can pay to replenish or expand the network before current assets wear out. Capacity that cannot be sold reliably, at a price that covers partner and operating costs, is not equivalent to an economically useful network.

How should the stock be valued under uncertainty?
Build explicit downside, base, and upside cases. For each, state assumptions for deployment timing, regulatory approvals, successful commissioning, sellable capacity, utilization, pricing, partner share, operating margin, replacement capital, financing needs, and fully diluted share count. Change assumptions coherently: a delayed service may also mean later revenue, additional costs, and more dilution.

A discounted cash-flow model can help compare scenarios, but when most value depends on revenue far in the future, small changes in launch timing, terminal assumptions, utilization, or financing can dominate the result. Avoid presenting a single output as precise fair value. A sum-of-parts approach may fit a company with established service lines alongside a speculative network. For comparisons, match service model, orbit, spectrum, customer segment, asset ownership, and development stage. Mature operators can help identify cost and risk categories, but are not automatically direct valuation comparables for a pre-revenue network.
How should you compare two satellite communications stocks?
Compare candidates on evidence that affects their ability to deliver and finance service, not on headline market size, peak speed, target satellite count, or the number of announced partnerships alone. Use the same date and definitions for each company, and distinguish reported results from forecasts.
- Service model and target customer
- Orbital architecture and currently deployed, commissioned assets
- Spectrum ownership or access, and approvals in each target geography
- Technical maturity and independently corroborated operating evidence
- Signed commercial commitments and quality of reported revenue
- Funded satellite and launch schedule
- Cash runway, debt terms, and likely dilution
- Network capacity and expected replacement costs
- Partner concentration and bargaining power
- Governance and control rights
Globalstar’s 2025 Form 10-K, for example, identifies risks involving customer retention, satellite operations, capacity, launches, capital, spectrum, and regulation. Those categories can prompt useful diligence questions, but differences in orbit, service, spectrum, customers, and capital structure make it an unsuitable direct operating or valuation comparable without specific adjustments.
What evidence should change your view?
Keep an evidence log that distinguishes achieved milestones from forecasts and records the filing or regulator source and date. Revisit the investment case when new facts change one of its core assumptions: a service authorization is granted or delayed, a satellite is commissioned or lost, a contract becomes binding or terminates, cash use diverges from the plan, or financing changes the diluted share count.
The central test is whether the company can progress through the whole chain—authorized service, reliable deployed capacity, paying repeat customers, viable unit economics, and adequately funded replacement and expansion—without relying on assumptions that have not yet been demonstrated. No sector-wide success rate or expected return is established by the cited company filings and FCC report, so an issuer’s milestones and finances should not be converted into a probability or return estimate for the sector.
