A gold project is not “close to production” just because it has a feasibility study or reports a large resource. Look for a connected chain of evidence: a credible mine and processing plan, economically mineable reserves, required approvals, secured funding, a construction decision, and a realistic commissioning and ramp-up plan. Even then, commercial production is a later operating milestone—not the same as starting construction.
Start by identifying the project’s actual stage
Separate exploration, development, construction, operating production, closure, and post-closure. An exploration target, economic study, project announcement, construction decision, and operating mine are different milestones; one does not establish the next.

The World Gold Council’s general lifecycle overview gives illustrative ranges of 1–10 years for exploration, 1–5 years for development, and 10–30 years for operation. It also says a discovered deposit can typically take 10–20 years to reach production. These are broad industry descriptions, not a schedule or forecast for a particular project, and the page does not state a publication year for the figures.
Read the study label—and the rules behind it
Find out whether the disclosed work is an initial assessment, pre-feasibility study, or feasibility study, and identify the reporting code and jurisdiction. The distinctions below describe U.S. Securities and Exchange Commission Regulation S-K 1300; other jurisdictions may use different disclosure regimes and definitions.

Under 17 CFR § 229.1300, a feasibility study is intended to assess whether extraction is economically viable at the time of reporting. The regulation says its results “may serve as the basis for a final decision by a proponent or financial institution to proceed with, or finance, the development of the project.” “May serve as the basis” matters: the study is decision support, not the decision or the financing itself.
Check how the resource becomes a reserve
A resource estimate and a reserve are not interchangeable measures. Under S-K 1300, a reserve is the economically mineable part of measured or indicated mineral resources after relevant modifying factors have been applied. Those factors address whether the material can realistically be mined, processed, sold, and developed within applicable constraints.
- A proven reserve can be derived only from measured resources under this framework.
- Inferred resources have too much geological uncertainty to support the specified pre-feasibility demonstration of reserve economic viability and cannot be converted to reserves under S-K 1300.
- Review the resource categories, assumptions, mining dilution and losses, and how the qualified person applied modifying factors. Do not assume every resource will become a reserve.
A reported reserve is evidence about the mine plan’s economic basis; it does not mean the mine has been built or that its projected performance is guaranteed.

Follow the technical chain from ore to saleable product
Trace the plan from mining method and schedule through ore characteristics, metallurgical test work, process flowsheet, plant throughput, tailings and waste design, water and power, transport, and supporting infrastructure. The links need to work together: a deposit’s geology alone does not establish that a plant can produce a marketable product at the modeled rate.
Assess whether test work is adequate for the project’s risks and whether study detail matches the claimed stage. Under S-K 1300, feasibility work addresses the selected mining method, detailed schedules, construction and production ramp-up, execution plans, process design, and permitting and environmental plans. Weaknesses or unresolved dependencies in any of these areas can undermine the schedule or production assumptions.
Challenge the economic case and market assumptions
Examine the assumptions behind projected capital and operating costs, production, recovery, commodity prices, exchange rates, taxes, royalties, discount rate, and financing needs. Look at sensitivities to adverse changes in price, cost, schedule, and recovery rather than relying on a positive base case alone.

Check how the product is expected to be sold and whether the terms are credible. S-K 1300 calls for a reasonable commodity-price basis and detailed financial analysis in a feasibility study; it also calls for market-study work in certain circumstances, including when a product lacks an established exchange-traded or other market and there is no sales contract. A modeled return is not a financing commitment or a guaranteed investor return.
Map permits, land access, and community requirements
Approvals depend on the project’s location. For a specific mine, identify the responsible authorities and build a jurisdiction-specific list covering permits and licences, land access, water rights, environmental assessments, tailings approvals, closure obligations, and any consultation or agreement requirements. Track each item’s status, conditions, dependencies on third parties, and appeal or litigation risks.
The World Gold Council’s lifecycle overview states that companies must obtain appropriate permits and licences before construction. Under S-K 1300, permits may still be pending for reserve purposes only where a reasonable investigation has found no obstacle and timely approval is considered highly likely. These broad points do not identify the approvals needed for an unnamed project; check the local rules and the project’s own filings.

Look for a funded construction decision and an executable plan
Evidence of execution readiness is more concrete than a study announcement. Look for a board or sponsor decision to build, committed and adequate financing, finalized engineering and procurement, a capable contractor and owner team, delivery schedules, contingency, workforce and power availability, and a plan for commissioning and ramp-up.
Compare the expected funding requirement with the financing actually secured and identify any remaining funding gap. A feasibility study can inform a decision to proceed or seek financing, but it does not show that financing closed or construction began. S-K 1300’s feasibility-study definition includes construction schedules, production ramp-up, and project execution plans; scrutinize whether those plans have moved from study assumptions into funded commitments and work on the ground.

Understand what “commercial production” changes
Ask what operating criteria the company uses to declare commercial production, when it expects to meet them, and what development work will remain afterward. As the mine ramps up, compare actual production, recovery, and costs with the assumptions disclosed in the project’s study and updates.

Commercial-production status also affects how costs may be presented. World Gold Council all-in sustaining cost and all-in cost guidance says companies should decide at funding and execution approval which later development phases will be treated as non-sustaining after the commercial-production declaration, and disclose those phases clearly. Consequently, reported AISC or AIC may not include all remaining project-development spending; read the company’s stated treatment rather than assuming the declaration means development costs have ended.
Include environmental, social, safety, and closure obligations
Review environmental and social baselines, biodiversity and water management, tailings governance, worker safety, human rights, community engagement, closure funding, reclamation, and post-closure monitoring. These affect the project’s obligations and execution risks, not just its public positioning.
The World Gold Council describes its Responsible Gold Mining Principles as a framework, while stating that it does not certify companies or assurance providers. A company’s statement that it is aligned with the principles is therefore not, by itself, independent proof of conformance; if assurance is claimed, identify the provider and the scope covered. The Council’s lifecycle page says operators retain post-closure management responsibilities, typically for five to ten years or more, but the actual obligations depend on applicable law and permits.

When evaluating more than one project, compare the same categories and distinguish disclosed evidence from management assumptions. A useful review records, for each project:
- Study maturity and the applicable reporting code.
- Reserve support and the confidence of the underlying resource categories.
- Mine and processing design maturity, metallurgical recovery, and product marketability.
- Infrastructure access, including water and power.
- Permitting and community-agreement status.
- Capital and operating cost assumptions, plus sensitivity to price, cost, schedule, and recovery changes.
- Financing certainty and any funding gap.
- Construction and ramp-up plans, closure liabilities, and development spending that may remain after commercial production is declared.
For a real project, apply the reporting rules and permitting requirements of its jurisdiction rather than treating U.S. S-K 1300 or general lifecycle guidance as universal standards.
