The advertised office rent is only one line of the bill. To estimate what a lease will really cost, model each lease year separately: base rent, contractual operating-expense pass-throughs, utilities and services, parking, and every other tenant obligation. Then add the cash effect of free rent, tenant improvements, moving, deposits, restoration and other one-time items. Keep the timing visible so you can compare both recurring cash outlay and the lease’s full-term economic cost.
What “full cost” means in an office lease
A useful estimate answers two different questions:
- How much cash will leave the business each month and year? This includes rent and all charges the lease makes payable during that period.
- What will the entire commitment cost over the term? This adds concessions, tenant-funded construction, deposits, moving, restoration and other one-time obligations, with their timing shown.
NAIOP’s 2024 terminology defines occupancy cost broadly: “For a tenant, includes rent, their pro rata share of any operating costs (e.g., taxes, insurance, common area maintenance), personal property taxes and tenant insurance, and may include depreciation/amortization of tenant improvements.” The exact contract still controls. A building’s marketing label does not determine what your lease includes or excludes.

Do not hide a large project cost inside an invented monthly number. Show recurring occupancy cash, one-time cash and any non-cash or present-value analysis in separate rows. That makes competing proposals auditable and shows why a lower face rent can still be the more expensive option.
Step 1: Normalize the area and the quote
Before doing arithmetic, put every proposal on the same measurement and time basis. Record:

- Clear Print Quality: Displays high-resolution printing intended to remain legible through regular use and cleaning
- Quoted area and whether it is rentable or usable square feet.
- The area used to allocate operating expenses and the denominator used for your share.
- Whether the rate is quoted per square foot per year, per square foot per month, or as a total monthly amount.
- Lease commencement, possession and rent-commencement dates, including any partial month.
- Term length, renewal options and any early-termination or extension obligations that affect the period you are comparing.
Convert every offer to a common basis. For an annual per-square-foot quote, the initial annual base rent is:
annual base rent = quoted annual rate per square foot × lease-stated rent area
If one proposal uses usable area and another uses rentable area, a direct rate comparison is misleading until the areas and allocation methods are reconciled. A total monthly payment also cannot be compared with a per-square-foot annual quote until both are converted to the same period and area basis.

“Gross,” “modified gross” and “NNN” are starting points, not complete cost descriptions. The lease’s definitions, inclusions, exclusions, expense stop or base year and allocation clause govern.
| Structure | Typical economic pattern | What to verify in the documents |
|---|---|---|
| Full-service or gross | More building expenses may be included in the quoted rent. | Utilities, janitorial work, after-hours HVAC, increases above a base year, administrative charges and excluded expenses. |
| Modified gross | Some expenses are included while specified categories are passed through. | Every included and excluded line, the expense stop or base year, caps, and reconciliation process. |
| Net or NNN | Base rent is generally supplemented by property expenses. | The agreement’s actual tax, insurance, CAM, management, maintenance and other obligations; do not assume a customary NNN package. |
Never count an expense twice. If a quoted full-service rate already includes a category, do not add that same category as a pass-through unless the lease expressly bills an increase or separate service.
Step 3: Build a year-by-year base-rent schedule
Enter the starting rate, scheduled escalations and the exact payment calendar. Align the schedule to lease years rather than automatically to January through December. Show abatements and free-rent periods as reductions in the months in which they occur.

- Write the commencement and rent-commencement dates.
- List each lease year’s annual rate and escalation date.
- Multiply the applicable rate by the contract’s rent area.
- Apply partial-month proration, if any.
- Subtract only the free-rent or abatement amounts the lease actually grants, in the granted months.
- Divide an annual amount by 12 only when a monthly equivalent is useful; retain the actual payment schedule separately.
Use these worksheet formulas:
monthly base-rent equivalent = annual base rent ÷ 12cash base rent for a lease year = sum of the scheduled monthly charges − rent abatements in that year
A free-rent period lowers cash in specific months; it does not necessarily change the contractual rate used for later escalations. Follow the lease language rather than spreading the concession evenly across the term.

Break out each reimbursable category instead of entering one unexplained “CAM” estimate. Common categories include property taxes, building insurance, common-area maintenance, management or administrative fees and other defined operating costs.
NAIOP describes a common pro-rata calculation as the premises’ net rentable area divided by the building’s net rentable area. That is not universal. A contract may use a different denominator, exclude certain areas, carve out expenses or apply a base-year comparison.
For each category, record:
- The eligible building expense and whether it is an estimate, a fixed amount or an actual historical cost.
- Your contractual allocation percentage and the denominator used.
- The expense stop or base-year formula.
- Exclusions, caps, gross-ups and administrative charges.
- When estimates are billed and when a reconciliation or true-up is due.
The basic structure is:
tenant pass-through = eligible expense × lease-defined allocation percentage
If a base year or expense stop applies, calculate only the increase the lease makes payable, using the contract’s stated comparison and exclusions. Keep the landlord’s estimate separate from a later reconciliation. A low estimate can create a large true-up; a high estimate can temporarily overstate cash needs but may be safer for budgeting.

Prior reconciliation statements and supporting expense detail are valuable. Review exclusions, administrative charges and the proportionate-share calculation against the proposal. There is no universal audit right, deadline, cap or single CAM definition; those protections depend on the agreement and applicable local rules.

Step 5: Add utilities and services that are billed separately
Check whether each service is included, directly metered, submetered, allocated by formula or billed as a separate fee. Add only charges that apply to the space and are not already in base rent or pass-throughs.
- Electricity, gas, water or other utilities.
- Internet and telecommunications.
- Janitorial or cleaning services.
- After-hours heating, ventilation and air conditioning.
- Security, access cards, waste removal or other building services.
- Parking, storage, signage and similar recurring charges.
One calculator format described by FHRPM estimates recurring cost as base rent plus CAM, taxes and insurance per square foot, divided by 12, plus monthly utilities. That is a simple organizing method, not a substitute for your lease’s billing dates, allocation formula or true-up mechanics.
Step 6: Model tenant improvements and every one-time obligation
Tenant improvements (TI) can dominate the economic difference between two offers. Record the project budget, the landlord’s work, the allowance that is actually usable, reimbursement timing and every exclusion.
A practical estimate is:
tenant-funded TI = eligible project cost − usable landlord allowance − landlord-provided work value
Floor the result at zero only if the proposal truly prevents a negative balance from becoming a credit. An allowance may be limited by eligible costs, design fees, permits, deadlines, approved contractors or documentation requirements. A reimbursement received months after construction still requires the tenant to fund the interim cash need.
Onshore’s calculator treatment—project budget less usable allowance, floored at zero—is a useful worksheet convention, but the signed lease and work letter determine what is actually reimbursable.

Step 7: Create low, expected and high scenarios
Separate contractual amounts from estimates. Base rent and a stated allowance may be fixed, while taxes, insurance, CAM, utilities and construction costs can vary.
| Input | Low case | Expected case | High case |
|---|---|---|---|
| Operating expenses | Use documented lower historical or landlord-supported amount. | Use the current estimate or recent reconciliations. | Use a supported higher outcome that reflects volatility or a likely true-up. |
| Utilities and services | Lower usage or included services, if contractually supported. | Normal operating budget. | Higher usage, after-hours HVAC or separate service charges. |
| Tenant improvements | Confirmed scope and usable allowance. | Current contractor budget plus known soft costs. | Contingency for exclusions, overruns and timing. |
Label each assumption with its source: lease-fixed, landlord estimate, historical statement or tenant operating choice. Request prior reconciliations and expense detail where available. Scenarios are for planning; they do not rewrite a contractual cap, stop or reimbursement condition.
Step 8: Compare proposals on a like-for-like basis
Build one comparison table for every offer. Use the same area basis, term, service assumptions and treatment of concessions.
| Comparison line | Proposal A | Proposal B |
|---|---|---|
| Rent area and basis | Enter rentable or usable area and allocation denominator. | Enter the corresponding figures. |
| Starting base rent | Year 1 rate and cash schedule. | Year 1 rate and cash schedule. |
| Year-by-year escalations | Each rate and effective date. | Each rate and effective date. |
| Pass-through structure | Taxes, insurance, CAM, management, stops, caps and reconciliation. | Same categories and terms. |
| Utilities and services | Included, metered or separately billed items. | Included, metered or separately billed items. |
| Parking and other charges | Recurring and one-time amounts. | Recurring and one-time amounts. |
| Concessions | Free rent, abatement and timing. | Free rent, abatement and timing. |
| TI and landlord work | Allowance, eligibility, reimbursement and tenant-funded remainder. | Allowance, eligibility, reimbursement and tenant-funded remainder. |
| Full-term cash cost | Sum of annual cash plus one-time costs. | Sum of annual cash plus one-time costs. |
| Estimated cost per square foot | Full-term total ÷ stated rent area ÷ term years, with the averaging method disclosed. | Same method. |
Compare renewal, termination and extension obligations as well as the initial term. A proposal that appears cheaper for five years may require an expensive restoration or impose a different renewal commitment.

Assume a five-year lease for 10,000 rentable square feet, a Year 1 base rate of $30 per square foot per year, 3% annual base-rent increases, estimated pass-throughs of $8 per square foot per year, utilities of $2 per square foot per year, parking of $500 per month, two months of free base rent in Year 1, a $400,000 eligible improvement budget and a $200,000 usable allowance.
| Item | Illustrative calculation | Year 1 cash treatment |
|---|---|---|
| Base rent | $30 × 10,000 = $300,000 annual scheduled rent | Two free months reduce Year 1 cash base rent to $250,000 if the concession applies only to base rent. |
| Pass-throughs | $8 × 10,000 = $80,000 annual estimate | Add according to the lease’s billing and reconciliation rules. |
| Utilities | $2 × 10,000 = $20,000 annual estimate | Add only if separately payable. |
| Parking | $500 × 12 = $6,000 | Add if parking is required or selected. |
| Tenant-funded improvements | $400,000 − $200,000 = $200,000 | Show as a separate project cash requirement, not as monthly rent. |
On those assumptions, the illustrative Year 1 recurring cash estimate before any pass-through true-up is $356,000 ($250,000 + $80,000 + $20,000 + $6,000). Years 2 through 5 would use the scheduled 3% base-rent increases while retaining separately modeled pass-throughs, utilities and parking. The full-term cash total would be the sum of each year’s actual scheduled cash plus the $200,000 tenant-funded project amount and any other one-time costs. If the allowance is reimbursed later, show both the initial funding need and the reimbursement date.
Recurring cash cost versus present value
A full-term total simply adds cash amounts by year. A present-value analysis discounts future payments, so it is a different result. The available guidance does not establish one required discount rate or accounting convention.
If you use present value, disclose:
- The discount rate and why it was selected.
- Whether discounting is monthly or annual.
- The assumed payment timing (beginning or end of period).
- How free rent, deposits, reimbursements, restoration and other irregular cash flows are timed.
Do not present a present-value figure without those assumptions. A calculator that sums rent and pass-throughs is not automatically an accounting lease-liability model.
Common estimating mistakes and fixes
- Using the advertised rate as the total. Add pass-throughs, services, parking and tenant obligations from the lease.
- Mixing rentable and usable area. Normalize the area and allocation denominator before comparing rates.
- Assuming NNN has one universal meaning. Read the definitions, inclusions and exclusions in the agreement.
- Ignoring the base year or expense stop. Apply the written comparison, not a generic percentage of building expenses.
- Spreading free rent evenly. Show the concession in the months granted and preserve the later rate schedule.
- Counting an included expense twice. Mark each category as included, passed through or directly billed.
- Treating an allowance as cash in hand. Model eligibility, documentation, timing and interim funding.
- Hiding construction in a monthly average. Keep tenant-funded capital as a separate one-time line.
- Using a landlord estimate as a fixed fact. Label estimates and compare them with reconciliations and historical statements.
- Assuming calculator outputs interpret the lease. Commercially notes that its calculator does not interpret leases, model percentage rent, escalation schedules, present value, restoration cost or accounting treatment.
Questions to resolve before relying on the estimate
- What is the exact rentable-area figure, and what denominator calculates the tenant’s share?
- Which taxes, insurance, CAM, management and administrative costs are recoverable?
- What are the base year, expense stop, caps, exclusions, gross-ups and reconciliation dates?
- Which utilities and services are included, metered, submetered or billed by allocation?
- Does free rent apply to base rent only or also to additional rent?
- What TI costs qualify, when is reimbursement paid and what happens to unused allowance?
- Who pays for design, permits, moving, cabling, restoration and overruns?
- What deposits or letters of credit are required, and when are they returned?
- Are parking, storage, signage, after-hours HVAC or other services mandatory or optional?
- What renewal, termination and restoration provisions change the modeled term?
A practical worksheet layout
Use one row per lease year and separate columns for:
- Scheduled base rent.
- Free-rent or abatement reduction.
- Taxes.
- Insurance.
- CAM and maintenance.
- Management or administrative charges.
- Utilities.
- Janitorial, HVAC and other services.
- Parking and storage.
- Other recurring tenant obligations.
- Total annual recurring cash.
- One-time costs paid in that year.
- Deposits, reimbursements and other timing items.
- Net cash for the year.
At the bottom, show the full-term cash total, the average annual cash cost, the disclosed per-square-foot measure and—only if justified—the present value with its assumptions. Keep a notes column identifying whether each input is lease-fixed, estimated, historical or tenant-controlled.
Where a calculator helps—and where it does not
Commercial lease calculators can organize rates, pass-throughs, escalations, free rent and TI assumptions. They are useful for testing scenarios and exposing omitted categories. They cannot determine what a particular contract makes payable. The lease, amendments, work letter, expense statements and local requirements control the obligation.
Use the estimate to ask precise questions and compare offers, then have the complete documents reviewed by the appropriate legal, tax, accounting or commercial real-estate professionals for your jurisdiction and transaction.
