The published benchmark is an “Exceptional” overall Store Quality rating, judged relative to other merchants. There is no public formula or fixed score that guarantees the badge.
How the badge is earned
Once a Merchant Center account is set up and has approved products, Google automatically enrolls it in Store Quality and monitors its performance. To earn the badge, Google says a merchant must rank “Exceptional” in its overall quality score. A store does not have to receive an Exceptional rating in every individual category to reach an Exceptional overall score.
Google assesses the store against other merchants, updates its standards regularly, and does not publish a universal numerical cutoff. The practical starting point is the Store Quality page in Merchant Center: it shows the signals Google has, their individual ratings, and the overall score. Google’s Store Quality program guidance describes the assessment and its current signals.
Who can receive the badge
Google currently lists badge availability in Australia, Canada, Great Britain, India, Japan, New Zealand, and the United States. The badge is unavailable in the “Rest of World” grouping in Google’s current help table. Availability and criteria can change, so check the live Store Quality program guidance for the country where you sell.

Eligibility also depends on having enough information and data. A metric may be missing because you have not provided the relevant information or because your offers did not receive enough impressions during the measurement period. Google says merchants are not penalized for missing information or for falling short of a particular experience standard; they may simply not receive the program’s benefits.
Improve the experience Google measures
Store Quality combines signals about shipping, returns, browsing, and purchase experience. Google also considers user ratings and website quality. Use the Store Quality page to prioritize the weak or missing metric rather than assuming that one change—such as collecting more reviews—will earn the badge.
Shipping: delivery time and cost
Google measures delivery time and shipping cost. Enter accurate information in Merchant Center or through the API, and make sure the shipping details on your website agree with what you submit. Explain handling time, transit time, costs, and shipping origin clearly to customers.

If you provide shipping data at the offer level, include both transit time and shipping cost for each offer. Google says offer-level data overrides account-level settings for Store Quality. Its Top Quality Store badge guidelines explain the program’s shipping and return information requirements.

Google measures the return window and return cost, using the default return policy for a country. Policies marked “NO_RETURNS” or “DEFECTIVE_ONLY” are filtered out of the return-cost measurement.
On the Store Quality page, check for rejected policies and policies collected by Google’s StoreBot crawler. Accept, partially accept, or disregard suggested policies according to your actual terms. Keep your public return and refund policy easy to find, understandable, and consistent with how your business handles returns.

Browsing: images and website speed
Google’s listed browsing signals include the share of product images larger than 1048 pixels, the average number of images per item, and website speed on desktop and mobile. Use clear, high-resolution images of the actual products and make product pages straightforward to browse. Product Studio is available to Merchant Center users for image editing and scene generation, but using it is optional—not a badge requirement.
Purchase: promotions and payment options
When merchants submit promotions, Google tracks their disapproval rate. It also identifies certain e-wallet options on the website: PayPal, Google Wallet, Apple Pay, and Amazon Pay. Submit accurate promotions and ensure the payment methods you offer are clearly described and work as expected. Google does not say every merchant must run promotions or accept every wallet it tracks.

Store ratings are one input, not a badge threshold. Google says its ratings can draw on Google Customer Reviews, reviews from independent rating sites, and performance metrics from Google-led shopping research. Supported review partners are another optional route; Google’s overview names Yotpo as an example. Google also documents its store ratings program and review sources.

Review eligibility varies by country, and a rating requires enough eligible post-fulfillment reviews. Google says many merchants obtain a rating after 100 or more eligible reviews, but the amount can vary. That figure is not a guaranteed review requirement for the Top Quality Store badge, and using a particular review program does not guarantee the badge.
Check your score and allow time for changes
- In Merchant Center, open Products & store, then select Store Quality.
- Review the overall score and each metric rating. Google labels metric performance from Low through Exceptional and uses impression-weighted averages.
- Address the weak or missing signals that match real customer experience, then verify the relevant information both in Merchant Center and on your website.
- Check the page again as new data enters the assessment. Google evaluates Store Quality daily, but its lookback period means that an improvement may take a few weeks to appear. A policy change, such as updating returns, can take up to 30 days to affect Store Quality and potentially badge status.
What the badge does—and does not—tell shoppers
Google describes the badge as recognition for businesses that consistently provide an exceptional shopping experience. Its consumer-facing explanation points to fast shipping, transparent return policies, high-quality websites, and positive user reviews. The badge is not the same as a star rating: Store Quality is a broader experience assessment, while store ratings are review-based signals that may appear on ads and listings.
The badge is not a guarantee that a merchant or its products are reliable, and it does not give shoppers purchase protection if they are dissatisfied. Google sets out those limits in its consumer explanation of the Top Quality Store badge.

What Google does not promise
Google does not publish a guaranteed delivery-time target, return-window length, website-speed score, image-count threshold, review total, or scoring formula that will earn the badge. Its stated overall requirement is an Exceptional Store Quality rating relative to other merchants, and criteria can change. Your current Merchant Center score is therefore more useful than trying to optimize for an unofficial cutoff.
