A useful SOP defines the task, the assistant’s permitted actions, the exact steps and records required, and when to stop and hand work to licensed or otherwise authorized staff. Before use, have your agency’s compliance lead check the procedure against the jurisdictions, insurance lines, carrier agreements, and systems involved.
What an insurance virtual assistant SOP should do
An SOP turns a repeatable task into a consistent, reviewable process. It should help an assistant complete work without making decisions or representations outside their authority, while protecting policyholder information and leaving a record of what happened.

Write procedures for your agency’s actual workflows. The Centers for Medicare & Medicaid Services publishes topic-specific procedures for Navigators and certified application counselors serving consumers in the Federally-facilitated Marketplace. That manual can illustrate how to organize procedures, but it does not govern a private insurance agency. CMS says its manual is not a substitute for statutes, regulations, or formal policy guidance. Set the authority boundary before writing steps
State what the assistant may do, what requires a licensed or otherwise authorized employee, and what to do when a request falls outside the procedure. The boundary depends on the task, jurisdiction, insurance line, carrier contract, and agency policy; a list of tasks that is safe for every agency cannot be inferred from a generic SOP.

Insurance work can touch customer service, claims, underwriting, and other functions. The NAIC describes these uses in its overview of artificial intelligence in insurance and notes that consumer-impacting decisions remain subject to applicable insurance laws and regulations. Its model bulletin on insurers’ use of AI addresses written programs and oversight when AI systems make or support consumer-impacting decisions. That guidance concerns AI systems; it does not mean that a human virtual assistant or an ordinary SOP is itself an AI system.
Make the handoff operational, not vague. Name the person or role who receives the escalation, a backup contact, the information to include, and the approved wording for keeping the customer informed. Tell the assistant to stop rather than improvise if a question involves coverage interpretation, a recommendation, a claim or eligibility decision, or another action outside the approved scope.

Build each SOP with a consistent blueprint
Use the fields below as an internal drafting aid, not as a regulator-prescribed template. Keep legal interpretations and jurisdiction-specific decisions with the agency’s compliance or legal reviewer.

Make the procedure executable
Write numbered steps in the order the assistant performs them. For every decision point, provide the permitted choices and the next action. If the correct outcome depends on a judgment the assistant is not authorized to make, specify the handoff instead of asking them to interpret the situation. Identify the system where each action happens and the required record, so a reviewer can tell whether the task was completed.
Define completion and correction
“Handle the request” is not a completion standard. Specify what must be entered, who must receive the handoff, and whether an acknowledgment is required before the assistant closes the task. Explain how to flag missing information, duplicate records, incorrect entries, or failed transfers, and who can authorize a correction.
Build privacy and security into the workflow
Do not leave information handling to a generic reminder at the end of a procedure. For each task involving policyholder information, write down how the assistant verifies identity and authorization, which approved systems and communication channels they may use, what information they may access or record, and where records may be stored. Include retention and deletion directions consistent with agency policy.

Specify what to do with information sent to the wrong person or received through an unapproved channel: stop further sharing, preserve or handle the information as agency policy directs, and promptly notify the named contact. Avoid asking the assistant to decide independently whether an event is legally reportable.
The NAIC’s Data Privacy and Insurance overview identifies insurance privacy and information-safeguard model materials and describes work to modernize parts of that framework. Its Cybersecurity overview describes the Insurance Data Security Model Law, including security-program, event-investigation, and regulator-notification provisions for covered licensed entities. Actual obligations depend on enacted state requirements and the agency’s status, so confirm them with the agency’s compliance or legal reviewer rather than treating a generic SOP as proof of compliance.

Examples of workflows to document
Potential starting points include routing inbound calls, collecting documents for an authorized employee, recording a service request, scheduling a follow-up, and preparing a renewal reminder. These are examples to assess, not blanket authorization to delegate. Before drafting, identify whether the workflow involves a decision, recommendation, coverage explanation, claim handling, consumer financial or health information, or a regulated system. Use the answers to set the assistant’s limits and escalation route.
Example: service-request intake
Adapt and validate each step for the agency’s systems and rules. A narrowly scoped intake procedure might instruct the assistant to:
- Verify the customer’s identity using the agency-approved method.
- Confirm the customer’s preferred contact route and collect only the information required to route the request.
- Record the request in the designated system without interpreting coverage or recommending an action.
- Acknowledge receipt using approved wording.
- Send the request to the named licensed or otherwise authorized employee, escalating if that person is unavailable under the procedure’s backup route.
- Record the handoff and any required follow-up in the designated system.
Approve, train, and maintain the SOP
Assign an owner who can keep the procedure aligned with the real workflow, and identify the person who approves it. Record the version and effective date, retain the change history, and document training and acknowledgment according to agency policy. Establish review triggers such as a relevant rule, carrier agreement, system, team responsibility, or workflow change. A review date alone is not enough if a material change happens sooner.

The NAIC’s cybersecurity page reported that 21 states had adopted the Insurance Data Security Model Law as of its May 9, 2024 update. That is a dated count, not a current 2026 total. More importantly for an agency, the count does not establish which requirements apply to a particular business: check the enacted rules in each relevant state and the agency’s status.
