How to Create and Test Ad Creative for a Big-Screen Campaign

A practical workflow for planning, producing, checking, and measuring connected-TV ads without confusing technical approval with campaign effectiveness.

For a connected-TV (CTV) campaign, build one high-quality master, create versions that meet each publisher’s specifications, and test those versions against a defined campaign objective. A file that passes technical review is ready to serve; it is not proof that the ad will persuade viewers or improve business results.

1. Set the objective before developing creative

Start by deciding what the campaign must achieve and which audience it should reach. Then choose one main message and an action or offer that fits that objective. Define the primary success measure before making creative variations: a brand-awareness campaign, for example, needs a measure suited to awareness, while a response campaign needs an appropriately defined outcome measure.

  • Audience: Who should see the ad?
  • Objective: What change or action should the campaign produce?
  • Main message: What is the one idea viewers should remember?
  • Primary measure: What metric can credibly assess the objective, and how is it defined?

Do not treat delivery metrics such as impressions or completion rate as interchangeable with survey lift, conversions, or return on ad spend (ROAS). Each describes a different part of campaign performance.

2. Develop a story for the television screen

CTV ads appear on television screens, where viewers may be sitting at a distance and the format may not offer a clickable interface. Build a clear story around the main message. Keep essential brand cues, offer terms, and calls to action legible at typical viewing distance, and do not make a click-dependent action central unless the selected ad format supports it.

Decide on duration, aspect ratio, and any interactive feature with the target publisher and inventory in mind. Those choices affect what can be delivered; they are not universal CTV defaults.

3. Produce a master, then make publisher-specific versions

Keep a high-quality source master and generate delivery files for each publisher’s requirements. Google Display & Video 360 (DV360) recommends MP4, a mezzanine master alongside ready-to-serve quality versions, and confirming assets with each publisher. Its guidance lists 1920×1080 as preferred for mezzanine and high-quality files and 1280×720 as another listed resolution; listed frame rates are 23.98 or 29.97 fps, with 25 fps for PAL countries. These are recommendations, not specifications that automatically apply to every publisher. See DV360’s CTV creative guidance.

DV360 also advises avoiding telecine, interlacing, and duplicate frames. Its page provides bitrate recommendations by rendition, but a publisher’s requirements may differ. Confirm the actual delivery specifications rather than relying on a general export preset.

Roku’s self-serve specifications are a separate example

Roku Ads Manager’s creative guidelines, dated September 23, 2025, specify MOV or MP4, a 16:9 aspect ratio, a duration of 6–92 seconds, frame rates of 23.98, 25, or 29.97 fps, and a minimum video bitrate of 6 Mbps. Roku also lists audio and file-size requirements; check its current page for those details before export. These instructions apply to Roku’s self-serve upload, not to CTV publishers generally. Roku says submissions undergo technical checks followed by manual review, typically taking 2–3 business days. See Roku’s creative guidelines.

4. Export, preflight, and obtain approval

Prepare the files and ad tags required for the specific publisher and inventory. DV360 recommends VAST 2.0 and notes that most publishers do not support VPAID or tag wrapping; check with the publisher before relying on either. Some exchange inventory requires creative approval before it can serve. DV360’s guidance is to work directly with the publisher to review CTV assets and confirm they meet its specifications.

  1. Export the required version: Match the selected publisher’s file format, aspect ratio, duration, resolution, frame rate, bitrate, audio, and file-size limits.
  2. Verify the actual file: Check its technical metadata and playback, not just the export settings shown in the editing timeline. Review picture, sound, and any tag behavior.
  3. Send it through publisher review: Confirm which approval steps apply and allow time for review. Roku’s stated typical 2–3 business days is specific to its process.
  4. Confirm launch status: Verify approval and serving readiness for each version before the campaign begins.

Technical compliance and approval are launch prerequisites. They establish that an asset can be accepted or served under applicable requirements; they do not establish whether its message is effective.

5. Test creative against the objective

Write down a test hypothesis and primary outcome before launch. Make comparisons interpretable: if the goal is to learn which creative difference mattered, avoid changing many elements at once. A single comparison does not automatically establish causality; the design, audience, delivery, and measurement method determine what conclusions are justified.

When a brand-lift study fits

Google DV360 Brand Lift compares survey responses from an exposed sample with responses from an eligible-but-unexposed control group. Available measures include video ad recall, awareness, consideration, favorability, and purchase intent. Availability depends on factors such as budget eligibility, supported subject matter, campaign setup, and whether enough survey responses are collected. Review Google’s Brand Lift setup guidance and confirm current eligibility and requirements in the account before planning around a study.

For cross-exchange CTV, Google recommends at least $15,000 per survey question. That is a recommendation for this specific product, not a universal CTV testing minimum. Google says cross-exchange snapshot studies may continue for up to 40 days or until enough responses are collected, and advises setting up and securing approval before the campaign starts. Check current market and account eligibility; do not assume every campaign qualifies.

When choosing another measurement approach

Choose a method that can assess the intended outcome, and state what it can and cannot establish. For example, delivery, audience exposure, survey response, conversion, and incrementality are distinct measurement questions. If a report provides a metric without explaining its definition or exposure basis, it may not support the comparison you want to make.

6. Compare reports on a like-for-like basis

IAB Europe’s Connected TV Measurement Framework and Transparency Principles, published October 1, 2026, groups CTV measures into foundational delivery, exposure and audience, and performance and outcome. Its examples include impressions, invalid traffic, TV-off detection, viewability, completion rates, reach, content-level information, conversions, ROAS, incrementality, brand uplift, and attention. It emphasizes standards-aligned definitions, disclosure of measurement limitations and data collection, device power state, and granular reporting. Read the IAB Europe framework.

Before comparing reports across publishers, platforms, or studies, check:

  • Objective and metric: What outcome is measured, and what is the metric’s precise definition and unit?
  • Exposure basis: Who counts as exposed, and how is exposure determined?
  • Inference: Does the design support a lift or incrementality interpretation, or does it report association or delivery only?
  • Survey details: If applicable, what language, audience, and response basis were used?
  • Eligibility and timing: What budget, setup, response, and timing conditions shaped the results?
  • Coverage and limitations: Which publishers or inventory are included, what data collection and privacy constraints apply, and what limitations are disclosed?
  • Reporting detail: Is the report granular enough to answer the campaign question?

7. Turn results into the next creative decision

Report the objective, metric definitions, audience and exposure basis, measurement design, relevant eligibility or timing conditions, and limitations alongside the result. Separate successful delivery from evidence of brand or business impact. Then use the finding to decide what to preserve, what to change, and what the next test should isolate.
