A useful greenhouse emergency plan does more than list phone numbers: it tells staff who raises the alarm, who decides what happens next, how everyone is accounted for, and who may shut down equipment. Build it around your site’s hazards and layout, assign a primary coordinator and backup, and give workers scenario-specific instructions they can use on every shift.
This is a practical planning guide, not a determination of which workplace rules apply to a particular greenhouse. OSHA’s U.S. emergency action plan guidance is a useful baseline; requirements depend on the operation and applicable standards. Check requirements and emergency contacts with the relevant local authorities.
1. Assess the site and its hazards
Start with the greenhouse and surrounding property, not a generic emergency template. OSHA recommends accounting for hazards inside and outside the workplace, along with the site’s layout, structural features, and emergency systems. Walk the site with people who know its daily operations, including staff who work different shifts.
Record the greenhouse address, responder access instructions, operating hours, shift coverage, and the person who can provide a current worker headcount. Mark exits, assembly areas, safe refuge locations, responder access gates, alarms, communications equipment, first-aid supplies, spill equipment, utility shutoffs, chemical storage, and relevant safety information on a site map. Identify which routes or locations may become unsafe in different emergencies.

Use the assessment to consider plausible disruptions, such as fire, power loss, heating or cooling failure, water interruption, storm damage, flooding, chemical release, disease-related restrictions, loss of site access, communication failure, or the absence of a critical operator. These are planning prompts, not a definitive regulated hazard list. Decide which are credible at your location and what people need to do if they occur.
2. Build a contact register staff can use
For each contact, record the name, role, primary and backup number, preferred contact method, hours when the person can be reached, and the date the entry was last verified. Include the emergency coordinator and deputy, owner or manager, shift leads, local fire and rescue and emergency medical services, utility providers, relevant building or landlord contacts, and applicable public agencies. Add poison or chemical emergency contacts where relevant to the materials on site.
OSHA’s guidance for covered emergency action plans calls for contact names, titles, departments, and telephone numbers. It also recommends posting emergency numbers and making facility contacts accessible. Put the current list where staff can find it quickly, such as a known staff area, and keep an accessible backup outside the primary site in case staff cannot enter the greenhouse.

Name who maintains the register and how changes reach all shifts. A wall-mounted holder or contact board can make a current list easier to find, but it cannot replace the procedures, training, or backup copy. If the site or its normal communications become unavailable, staff should know the alternate method and where to use it.

Write a short chain of action, then adapt it to your staffing. OSHA describes the emergency coordinator’s role as assessing whether an emergency exists, activating procedures, supervising evacuation, ensuring outside emergency services are notified when needed, coordinating with responders on arrival, directing shutdown when required, and keeping responder access clear. Workers also need to know who holds that authority: OSHA’s guidance states, “It is critical that workers know who the coordinator is and understand that the coordinator has the authority to make decisions during emergencies.” This is agency guidance; it should not be read as a claim that every suggested action is a legal requirement for every greenhouse.
- Discoverer: Raise the alarm using the site’s stated method. Report the location, apparent hazard, and immediate danger without entering an unsafe area.
- Shift lead: Start the relevant scenario procedure, relay the report, and call emergency services when required by that procedure or when urgent danger warrants it.
- Coordinator: Direct internal response, decide whether to evacuate or shelter when authorized by the plan, and meet responders or arrange for a named person to guide them in.
- Deputy: Take over the coordinator’s duties if the coordinator is unavailable. Make clear how staff identify the person currently in charge.
- Accountability lead: Check workers at the designated assembly or refuge location, report anyone unaccounted for to the coordinator and responders, and do not re-enter a hazard area to search.
- Authorized shutdown personnel: Perform only the specific shutdown tasks assigned to them, and only when trained and safe to do so. Do not send untrained staff into a hazard area.
For emergency response operations covered by OSHA’s HAZWOPER standard, requirements include defined personnel roles, lines of authority, and communications; the senior responding emergency official takes charge of a site-specific Incident Command System. Whether HAZWOPER applies depends on the operation. Do not treat that response framework as a universal requirement for every greenhouse.

4. Write a response card for each credible hazard
Do not rely on one all-purpose instruction such as “go to the meeting point.” For each hazard identified in the site assessment, write a compact scenario card that staff can follow under pressure. State:
- How to raise the alarm and what information to report.
- Who is notified, and in what order, including when emergency services are called.
- Who decides whether staff evacuate, shelter, or use a refuge location.
- The appropriate route and assembly or refuge point, plus the headcount and missing-person reporting method.
- Any safe shutdown task, who is authorized to do it, and when staff should leave without attempting it.
- How responders reach the site, including access gates or useful site information.
- Who can give the all-clear and authorize re-entry.
Choose the response against the hazard, its location, urgency, staffing, and responder access. A safe assembly or refuge point for a tornado may not be safe for a chemical spill or fire; OSHA cautions that the suitable location can vary with the threat. A shutdown that may be appropriate in one situation can be unsafe in another. Use the site map and local responder advice when setting the choices.

Fire
Specify the alarm, exit routes, assembly location, emergency-services notification, headcount process, and who meets responders. Include shutdown only if a named, trained person can perform the assigned task without delaying escape or entering danger. The plan should state who controls re-entry.

Chemical incident
Identify the reporting method, who assesses notifications, where staff should move or shelter, and how responders can find relevant chemical information. Do not direct workers to approach a release or attempt a cleanup beyond their training and assigned role. Set any refuge and re-entry decisions for the substance and site conditions rather than assuming the ordinary assembly point is suitable.
Severe weather and flooding
Distinguish between hazards that call for shelter and those that call for evacuation. State the appropriate safe location, who monitors and communicates instructions, and how the headcount will be completed if normal routes or access are disrupted.
Utility failure or heating and cooling loss
Define who is notified, who can contact the utility provider, and who is authorized to carry out any safe equipment shutdown. State the threshold or decision authority for moving staff, and how operations will be managed if the failure affects worker safety or makes the site inaccessible.

5. Train workers, practise, and keep the plan current
Train every worker to recognize relevant hazards, raise the alarm, report clearly, follow evacuation or shelter instructions, reach the appropriate assembly point, and understand their own role and limits. Train coordinators, deputies, accountability leads, and shutdown personnel for the specific duties assigned to them. OSHA’s suggested training topics include roles, threats, notification, alarms, evacuation, shelter, accountability, equipment, and authorized shutdown.
Practise scenarios as appropriate for the operation. After an exercise, bring workers and management together to identify what worked and where instructions, contacts, routes, or equipment failed. OSHA recommends evaluating the plan after drills and conducting drills as needed. For covered HAZWOPER emergency response plans, OSHA requires regular rehearsals and compatibility with relevant public-agency response plans.
Review the plan and contact register when staffing, shifts, chemicals, equipment, layout, access, alarms, or local responder arrangements change. Assign one person to make updates and tell staff where the current version is kept. A plan is only usable if the people on shift can find it and know which instructions apply.
