Compare the same itinerary on the same basis: start with each displayed ticket total, add only the services you expect to use, and weigh the restrictions attached to each fare. The cheaper option depends on the trip and the traveler.
Start with the displayed ticket total
For U.S. airfare, the displayed ticket price must include applicable government taxes and fees and mandatory carrier-imposed surcharges. The total must be more prominent than its itemized breakdown. Optional services—such as baggage or advance seat selection—can be priced separately and added only when you agree to pay. See the U.S. Department of Transportation’s Buying a Ticket guidance.
Use the displayed total as your starting point, not as a promise that every service is included. As DOT explains, “Airlines are free to create different ticket types with different types of restrictions (fare classes).” A fare may include a checked bag or assigned seat, while another may offer transportation with tighter restrictions. Compare the actual fare conditions rather than assuming similarly named fares match.
Build an apples-to-apples comparison
Search the same route, travel dates, passenger count, and direction for each airline. Keep round trips and one-way trips consistent. For every option, record the ticket total and the services and terms that matter to your trip.

Add the fees for services you plan to use to the displayed ticket total. Multiply per-person charges by the number of travelers, and account for each flight direction. If you do not need a service, do not automatically add it to either fare. If you might choose not to pay for it—for example, advance seat selection—calculate that scenario separately rather than treating the fee as unavoidable.
Check baggage rules against your actual bags
Baggage charges can vary by airline, route, fare, traveler eligibility, and the bag’s size or weight. An airline’s baggage page is a better guide to the charge for a particular trip than a general assumption about budget or full-service carriers. DOT says airlines must provide a link to baggage and optional-service fees from their homepage and from the itinerary-specific fare-quotation screen. It also notes that overweight or oversized bags can incur additional charges. See DOT’s ticket-buying guidance.

For example, Southwest’s fee table, accessed October 7, 2026, lists a free carry-on and personal item for its U.S. mainland Basic, Choice, and Choice Preferred fares. For travel booked or ticketed, or changed, on or after April 9, 2026, those fares list the first and second checked bags at $45 and $55, respectively; Choice Extra lists both checked bags as free. The same table describes exceptions for certain status, credit-card, and active-duty military travelers, as well as separate overweight and oversized charges. These are Southwest-specific terms, not a general rule about airline types. Check the current row and your itinerary on Southwest’s Optional Travel Charges page before booking. If you plan to check a bag, weighing it with a digital luggage scale may help you check it against the airline’s weight limit; it does not establish whether the fare includes the bag or whether it meets size limits.
Include flexibility only when it matters to your trip
A low total may come with restrictions that matter if your plans change. Compare the actual change, cancellation, and refund terms for the tickets you are considering, and include any relevant fee or financial consequence in your decision. The DOT’s April 24, 2024 summary of its ancillary-fee rule describes upfront fee information for first and second checked bags, carry-on bags, and reservation changes or cancellations. The precise policy still depends on the ticket and airline.

Personal benefits can change the arithmetic. A bag fee shown for a standard traveler may not apply to someone with qualifying status or an eligible card. DOT says fee information may be tailored to a traveler’s rewards membership, military status, or credit card, or may be shown anonymously as standard information. Compare using the benefits you can actually use, not benefits you do not qualify for.
What published fee comparisons can—and cannot—tell you
Broad comparisons are useful context, but they cannot determine the cheapest ticket for every passenger. NerdWallet’s 2026 comparison of six large U.S. airlines calculated average extra costs for seat selection and two checked bags on one-way flights booked 90 days ahead across selected distance bands, including bag-prepayment savings where offered. It reported a typical first checked-bag fee of $45 in that context. That is a dated editorial summary of a particular method, not a permanent or universal price. Read its 2026 airline-fee comparison with those limits in mind.

A 2017 Government Accountability Office summary reported that the economic literature it reviewed found customers who paid for at least one checked bag paid more in total on average than when checked baggage was included in the airfare. The finding describes an average in the reviewed literature, not a prediction for a specific route or traveler. GAO also summarized concerns that online travel agency disclosures did not always let consumers compare all service fees before purchase. See GAO’s report on airline fees for optional services.

- Choose the same itinerary and passenger count for each option.
- Write down each displayed ticket total, then identify the bags, seats, and other services you actually expect to use.
- Check the airline’s fee page and fare conditions for those services, including applicable limits, exceptions, and effective dates.
- Add only relevant charges, multiply per-person fees by the travelers, and compare equivalent trip directions.
- Consider whether restrictions on changes, cancellations, or refunds are worth the difference in price for your circumstances.
Do not assume the lowest headline fare or the fare with the most included services will win. The useful comparison is the traveler-specific total alongside the restrictions and benefits attached to it. If you book through an agency, keep track of the seller as well as the operating airline so you know whom to contact about a ticket problem.
