The cheapest factory quote is rarely the cheapest supply option. To compare India, China, and Vietnam fairly, calculate what an identical, specification-compliant shipment costs at the same receiving point, then divide by the same number of sellable units. That model must normalize Incoterms, freight, insurance, customs classification and valuation, duties, fees, taxes, inland delivery, quality yield, and payment assumptions. There is no country-wide winner without a product, destination, shipment profile, and delivery node.
What “landed cost” means in a three-country comparison
Landed cost is the economic cost of getting conforming, sellable goods from a supplier to a defined receiving point. The point might be your warehouse, a third-party fulfillment center, or a retail distribution hub. Use the same point for India, China, and Vietnam; comparing one origin at the port with another at your warehouse produces a false result.

A practical calculation is:
Total landed cost = supplier and origin costs + international freight + insurance + destination charges + duty and trade measures + nonrecoverable taxes + inland delivery + compliance and inspection costs + expected loss from defects or shortages
Landed cost per sellable unit = total landed cost ÷ sellable units received

Keep recoverable import taxes visible but separate. They affect the cash you need when the shipment enters the country, yet may not be an economic cost if your jurisdiction lets the importer reclaim them. The treatment depends on the destination and your tax position.
Define the comparison before requesting quotes
Write a one-page specification that every supplier must price. This prevents a lower quote from hiding thinner materials, different packaging, a smaller order quantity, or a lower expected yield.
- Product identity: detailed description, model or drawing, materials, dimensions, tolerances, performance requirements, labeling, and included accessories.
- Quality standard: inspection method, acceptable quality limit, testing protocol, documentation, and the remedy for rejected units.
- Packaging: inner and master-carton dimensions, materials, palletization, marks, and whether export packaging is included.
- Quantity: purchase order quantity, carton count, units per carton, minimum order quantity, and expected production yield.
- Commercial target: currency, payment milestones, quote validity, desired shipment date, and the receiving address or other named delivery node.
Specify whether “unit” means a finished unit, a packed unit, or a sellable unit after inspection. If one origin historically has more defects, shortages, or rework, model that loss rather than comparing nominal purchase quantities.
Build one worksheet with one column per origin
Create a row for every cost or assumption and a column for India, China, and Vietnam. Add an assumptions column that records the owner, date checked, and evidence for each input. A spreadsheet layout like the following keeps the comparison auditable.
| Worksheet block | What to record for each origin |
|---|---|
| Product and volume | Description, specification, inspection criteria, packaging, order quantity, expected yield, and sellable units |
| Supplier quote | Currency, quote date and validity, payment terms, quoted unit, named Incoterm, named place, and inclusions |
| Origin costs | Factory or ex-works price, export packing, documents, origin inland transport, and terminal charges not already included |
| International movement | Mode, route, quote date, fuel or peak-season assumptions, consolidation, insurance coverage and premium |
| Destination and customs | Importing country, delivery node, classification, origin evidence, preferential or additional measures, brokerage, and entry charges |
| After-arrival costs | Destination handling, inland transport, storage or demurrage scenario, inspection/testing, compliance work, and nonrecoverable taxes |
| Results | Total shipment cost, cash required at import, recoverable taxes shown separately, and total per sellable unit |
| Controls | Source for every rate, assumptions owner, last-checked date, and sensitivity range for volatile inputs |
Do not add a cost twice. Ask the supplier or forwarder to identify exactly what the quote covers, then reconcile it to the named Incoterm and place.
Normalize Incoterms instead of comparing abbreviations
An Incoterm is not a complete quote by itself. Record the rule, its edition (for example, Incoterms 2020), and the named place. “FOB” without a named port, or “DDP” without a named destination, leaves material responsibilities unclear.

| Quote term | What to check before adding costs | Common comparison error |
|---|---|---|
| EXW | Usually starts at the seller’s premises. Add pickup, export formalities, origin handling, international freight, insurance, destination charges, customs, and delivery unless the contract states otherwise. | Treating the factory price as comparable to a port-delivered quote. |
| FOB | Confirm the named port and which origin terminal, documentation, and loading charges are included. Add the ocean leg, insurance if desired, destination charges, customs, and inland delivery. | Assuming every origin-side fee is included simply because the quote says FOB. |
| CIF | For the specified sea or inland-waterway use, the seller arranges carriage and limited insurance to the named port. Add destination handling, import clearance, duty, taxes, and delivery beyond that port. | Adding ocean freight or insurance again, or assuming CIF includes import duty. |
| DDP | The seller is responsible for import clearance and applicable duty and tax obligations at the named destination. Verify the exact destination, the amount included, and who will legally act as importer. | Comparing a DDP total with an EXW total without exposing the responsibilities hidden inside each price. |
ICC’s Incoterms 2020 framework explains the allocation of carriage, insurance, clearance, and risk. Use the contract’s stated rule and place, not a familiar abbreviation, to decide which rows belong in your model.

Separate commercial landed cost from customs valuation
The U.S. example
For a U.S. shipment, U.S. Customs and Border Protection (CBP) generally bases customs value on the price paid or payable for the goods, subject to specified additions and exclusions. CBP also states that duty is not assessed on CIF freight and insurance charges as such, and that a CIF price is not itself the value to declare.
That creates two legitimate calculations:
- Economic landed cost: include the freight and insurance you actually pay, even when they are not part of the dutiable value.
- Customs calculation: determine the value, classification, duty, and fees under the applicable U.S. rules, separately from the commercial total.
Do not transfer the U.S. treatment to another destination. Customs valuation, tax bases, and allowable additions differ by jurisdiction. For a non-U.S. import, use the destination authority’s current valuation and tariff rules.
Get classification and origin right before estimating duty
Country labels alone cannot produce a reliable duty estimate. The product’s tariff classification, documented origin, shipment date, and any preferential or additional measures determine the treatment. In the United States, the USITC publishes the Harmonized Tariff Schedule and CBP administers classification and entry requirements; CBP notes that classification can be complex.
- Describe the finished product and its principal materials and function.
- Identify the candidate tariff heading and any subheadings that distinguish composition, use, size, or manufacturing method.
- Confirm the classification for the actual destination market, not a code supplied for a different country.
- Document non-preferential country of origin and retain the manufacturing evidence needed to support it.
- Check the current general rate, preferential programs if the shipment qualifies, additional duties or trade measures, quotas, marking rules, and product-specific permits.
- Have a customs professional or the relevant authority review uncertain classifications before you treat the resulting duty as a firm input.
Record the classification decision and the date checked in the worksheet. A rate from an old quote or a different product variant is not a current landed-cost assumption.

For U.S. entries, CBP describes possible Merchandise Processing Fees and a Harbor Maintenance Fee for qualifying vessel shipments, along with commodity-dependent taxes and other charges. Applicability and amounts depend on the entry type and shipment date, so verify them for the actual entry rather than using a timeless percentage.
Show three totals in the worksheet:
| Total | Purpose |
|---|---|
| Economic landed cost | The cost used to compare sourcing options and set a sustainable selling price. |
| Cash required at import | Duty, taxes, fees, freight, and other amounts that must be funded when the shipment clears. |
| Recoverable tax | Import tax that your jurisdiction and tax registration allow you to reclaim; keep it visible but do not automatically treat it as a permanent cost. |
Calculate sellable-unit cost, not just shipment cost
Use the same quantity denominator for all origins. If you order 10,000 pieces but expect 9,700 to pass inspection, the denominator is 9,700 sellable units. Include a realistic allowance for transit damage, missing units, rework, and packaging failures where the evidence supports it.
A useful spreadsheet sequence is:
- Convert all supplier, freight, insurance, and fee inputs to one reporting currency using a dated exchange-rate assumption.
- Translate each quote into an equivalent supplier-and-origin subtotal, adding only costs excluded by the term and named place.
- Add international freight, insurance, and destination charges once.
- Calculate customs value and duty in a separate block using the destination’s rules.
- Add brokerage, fees, nonrecoverable taxes, inland delivery, inspection, and compliance costs.
- Multiply ordered units by expected yield to obtain sellable units.
- Divide the economic total by sellable units, then compare the resulting values across origins.
Keep the input rows intact so a changed freight quote or classification can be updated without rebuilding the model.
Use the electronics figures carefully
A NITI Aayog analysis reporting 2024 product-group electronics data sourced to ITC Trade Map lists the following aggregate imports and average tariffs:
| Origin | Total electronics imports reported | Average tariff reported | What the figures do not establish |
|---|---|---|---|
| India | $79.3 billion | 7.7% | They are not an individual buyer’s supplier price, freight, duty, or landed cost. |
| China | $593.2 billion | 5.6% | They are aggregate product-group statistics, not a rate for every electronics classification or destination. |
| Vietnam | $136 billion | 5.5% | They should not be extrapolated to other goods or assumed to be current shipment rates. |
The analysis reports these as 2024 data in a 2026 publication. They can provide context about a defined electronics grouping, but they cannot rank India, China, and Vietnam for your purchase. Your classification, destination, origin qualification, and additional measures control the actual entry.
Model freight, transit, and delivery-node differences
Request freight offers for the same mode, shipment size, route, and validity period. State whether the quote is for a full container, less-than-container load, air freight, or another mode, and capture origin pickup, consolidation, fuel, peak-season, security, and destination handling assumptions.

Compare each option at one physical node. If your decision is between a port pickup and a warehouse delivery, add the missing leg to the port option. If one origin requires transshipment, extra handling, or a different container utilization, those effects belong in the model.

Freight, exchange rates, supplier quotes, duty measures, and port conditions change. Put a low, base, and high assumption beside each volatile input and recalculate per-sellable-unit cost.
- Freight sensitivity: vary the dated forwarder quote and peak-season surcharge.
- Currency sensitivity: test the exchange-rate range that covers the quote validity and payment schedule.
- Yield sensitivity: recalculate with expected, optimistic, and conservative inspection pass rates.
- Customs sensitivity: show the result if classification or an additional measure changes, while clearly labeling the assumption as unresolved rather than predicting an outcome.
- Delay sensitivity: add a storage or demurrage case and a stockout or expedited-shipment case when those risks are material.
Report the range and the break-even point. For example, if Vietnam is cheaper only while the freight quote remains below a stated threshold, that threshold is more useful to a purchasing decision than a single point estimate.
Compare more than the invoice total
Once the costs are normalized, evaluate the operational evidence that can change the cost per sellable unit:

| Unit economics | Which origin has the lowest total cost per conforming, sellable unit at the same node? |
| Trade exposure | Does the same classification attract different preferential, additional, quota, or documentation requirements by origin? |
| Logistics | How do route, mode, consolidation, insurance, transit, port, and inland costs differ? |
| Quote coverage | Are the suppliers quoting the same specification, packaging, quantity, currency, validity, Incoterm, and named place? |

| Compliance | Can the supplier provide origin, testing, labeling, and other records required for the destination? |
No universal ranking of supplier quality, capability, or lead time can be made for these three countries without a product category and comparable supplier evidence. Treat those as inputs to validate for your specific sourcing project.

Common mistakes and how to correct them
Choosing the lowest factory price
Problem: the quote excludes export packing, inland pickup, freight, duty, or inspection losses. Correction: convert every quote to the same receiving point and sellable-unit denominator.
Double-counting CIF components
Problem: ocean freight and insurance are added to a CIF quote even though the seller included them to the named port. Correction: ask for the invoice breakdown and add only the leg after that port.
Treating CIF as duty-paid
Problem: import clearance, duty, and taxes are assumed to be included. Correction: model those destination obligations separately unless the contract expressly allocates them otherwise.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteUsing an average country tariff
Problem: an aggregate or product-group average is used for a specific item. Correction: classify the actual product and check current destination measures.
Applying U.S. valuation rules globally
Problem: a U.S. customs treatment is copied into another market. Correction: use the importing jurisdiction’s valuation, tax, and fee rules.
Ignoring cash timing
Problem: recoverable tax is treated as a permanent cost, or duty and fees needed at entry are omitted from funding needs. Correction: show economic cost and cash-at-import totals separately.
Letting stale inputs survive
Problem: an old freight quote, exchange rate, tariff, or fuel assumption remains in the comparison. Correction: attach a date, source, owner, and refresh trigger to every volatile row.
A repeatable refresh and approval process
- Freeze the product specification. Obtain identical samples, drawings, packaging requirements, and acceptance criteria from every candidate.
- Request comparable offers. Require currency, validity, payment terms, Incoterm edition, named place, inclusions, production lead time, and quantity breaks.
- Validate logistics. Get same-date freight and insurance assumptions for the same mode and delivery node.
- Confirm trade treatment. Record classification, origin evidence, current duty, additional measures, fees, and destination compliance requirements.
- Run yield and volatility cases. Calculate low, base, and high landed cost per sellable unit.
- Review with the responsible specialists. Have customs, tax, logistics, quality, and finance owners approve the rows within their remit.
- Set refresh dates. Recheck the model when a quote expires, the tariff changes, the route enters peak season, the exchange rate moves beyond your band, or the specification changes.
The output should be a dated decision sheet, not a permanent country ranking. It remains valid only for the stated product, destination, shipment profile, and assumptions.
