How to Compare Savings Account APYs, Fees, and Withdrawal Limits

A useful savings-account comparison looks beyond the headline APY: test rate conditions, minimum balances, fees and withdrawal limits against how you will use the account.

Compare savings accounts by estimating what each one will earn on the balance you expect to keep, subtracting fees you are likely to pay, and checking that its withdrawal rules fit how you use your money. A higher advertised APY may not be the better choice if you cannot meet its balance conditions or expect to incur fees for transfers.

The useful comparison is personal: two accounts can look different depending on how much you keep in savings, whether your balance moves above and below a threshold, and how often you need to move money out. Put the offers side by side, use the same realistic balance and activity assumptions for each, and verify the latest disclosure before opening an account.

Compare the account you will actually use

Start with your likely balance and habits—not a promotional rate in isolation. For each account, record the APY and its conditions, the minimums, recurring fees and waiver rules, withdrawal channels and limits, and any charge for exceeding those limits. Then estimate annual interest and subtract fees you realistically expect to incur.

APY, or annual percentage yield, is the standardized rate format used to compare deposit accounts under Regulation DD. The regulation is intended to help consumers make informed decisions and compare accounts meaningfully. The advertised APY and the conditions for receiving it are still specific to each institution. CFPB Regulation DD, § 1030.1

The CFPB describes the purpose of Regulation DD this way: “The purpose of this part is to enable consumers to make informed decisions about accounts at depository institutions.” That is why comparing the disclosure details matters along with the large number in an advertisement. The APY is a useful common format, but it does not tell you by itself whether you qualify for a particular rate or what the account will cost under your own use pattern.

Build a side-by-side worksheet

What to record Questions to answer
APY and rate conditions What is the current APY? Is it variable? What balance tier qualifies, and is there a minimum balance to earn the advertised yield?
Opening and interest minimums How much is needed to open the account? What happens to interest if the balance falls below a stated minimum?
Monthly fee and waiver What is the maintenance fee, and exactly what balance or qualifying direct deposit waives it?
Withdrawal access and limits Which channels can you use, and are there transaction-count or dollar limits? Are some transaction types excluded?
Excess-use consequence Is there a fee or another consequence for going over a limit? Does the charge change after repeated excess activity?
Estimated net value How much interest might your expected balance earn over a year, less the fees you expect to pay?

Use the same assumptions for every account. If one offer is evaluated using a balance you can maintain and another is evaluated using a temporary high balance, the comparison will not tell you which one better fits your situation. Note whether your balance is likely to fluctuate and how frequently you expect to transfer or withdraw money; those details affect both the interest conditions you need to inspect and the transaction terms that matter.

Use the balance you expect to maintain consistently. A short-lived high balance does not help if the account’s ongoing terms require more than you can keep there. Your estimate is a planning aid, not a guarantee: APYs, balances, and account activity can change.

Read the APY conditions, not just the headline

Record the current APY alongside the terms attached to it. An account may advertise a rate for a particular balance tier, require a minimum to earn interest, or use a variable rate that can change. The APY alone does not tell you whether your balance qualifies or how much interest you will receive if your balance moves during the month.

Ask whether the quoted yield applies to your whole balance, only a specified balance tier, or only when another condition is met. Then check whether the APY is variable and review the disclosure for the current rate and terms. A comparison should use rates available now, not an old advertisement or an assumption that a posted rate will remain unchanged. Because rates and terms vary among institutions and may change, verify the current disclosure before relying on an estimate.

Keep separate any minimum required to open the account, any minimum required to avoid a fee, and any minimum required to earn the advertised APY. They may be different. Regulation DD commentary recognizes that institutions can calculate interest using different balance methods, which can affect what happens when a minimum is not met. CFPB Regulation DD, § 1030.7 interpretation

Check how falling below a minimum affects interest

Under a daily-balance method, an institution may decline to pay interest for days when the daily minimum is not met. Under an average-daily-balance method, the minimum can apply to the balance over the relevant period. Check the account disclosure for its calculation method and the precise minimum rule rather than assuming every day or every month is treated the same.

This distinction matters if your savings balance changes. If you sometimes need to draw on the account, find out whether a temporary dip below the stated threshold affects interest for those days or whether the account uses an average over the relevant period. Do not infer the answer from the APY display: read the balance-calculation method and the exact minimum rule in the account terms. Also keep the interest minimum separate from the fee-waiver balance; satisfying one does not necessarily satisfy the other.

Use national rates only as dated context

The FDIC’s March 2026 national deposit-rate page reported a savings national rate of 0.39 percent, using the $2,500 product tier for savings and interest-checking rates. This is a dated national benchmark, not a quote for a particular account, a market average for every customer, or a promise of what a bank will pay. Compare actual current offers and qualifying terms. FDIC national rates

The benchmark can help provide context, but it should not decide the comparison. It is a national figure from a particular month and product tier, while an account’s current APY, qualifying balance, fee waiver, and access terms are specific to that provider. The FDIC figure is not a recommendation, a guaranteed rate, or a substitute for checking the latest account disclosure.

Count fees and test whether you can avoid them

A monthly maintenance fee reduces the value of interest, especially when the account balance is modest. CFPB guidance says providers must disclose account fees when the account is opened and cannot charge more than the amount disclosed; later fee changes require written notice. Providers may offer waivers for maintaining a specified balance or receiving qualifying direct deposits. CFPB guidance on savings-account maintenance fees

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For each waiver, write down the exact condition and ask whether you can meet it month after month. If a balance waiver is difficult to maintain, treat the fee as a likely cost in your comparison. Do not confuse the balance needed to avoid the fee with the balance needed to earn interest; the account may set different thresholds.

A waiver only improves the account’s value if you can reliably qualify for it. If the requirement is a specified balance, use the amount you expect to keep there—not a balance you might briefly reach. If it is a qualifying direct deposit, check the institution’s precise condition rather than assuming that any deposit or transfer meets it. The practical comparison is the likely fee you will pay, not the fee you hope to avoid under circumstances that may not last.

Include both predictable and activity-based costs in the worksheet. The monthly maintenance charge is recurring; an excess-withdrawal or transfer charge depends on how you use the account. The account’s current fee schedule and transaction terms explain which charges may apply. Providers must disclose fees up front, and fee changes later require written notice, so review the disclosure again if you already have an account and its terms have changed.

Estimate interest less likely fees

Use your expected balance and the account’s current APY to estimate interest over a year, then subtract recurring fees and any activity-based fees you expect to incur. This is a practical comparison, not a precise prediction: rates can change, and a balance that varies over the year may earn a different amount than a balance held steady. CFPB recommends matching account terms and fee structures to actual use because fees can outweigh interest. CFPB guidance on comparing bank accounts

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Keep the estimate transparent: note the balance assumption, the APY and qualifying tier, the monthly fee or waiver condition, and any transaction charge you expect. If an account requires a threshold that you cannot consistently meet, count the fee rather than treating the waiver as certain. If you do meet the waiver condition, record why it is realistic. That makes it easier to see whether a higher APY actually improves your likely net value or is offset by costs.

Check withdrawal limits against your routine

Savings accounts are not all equally convenient for frequent spending. Banks and credit unions may set monthly limits on withdrawals or transfers and may charge an excessive-use fee after you pass a permitted count or amount. Some providers may increase fees with repeated excess activity. The account contract and fee schedule—not a universal transaction count—determine the rules for a specific account. CFPB’s consumer guidance on savings transactions was last reviewed September 13, 2024. CFPB guidance on savings-account withdrawal fees

Do not assume a limit is the same at every institution or that every kind of transaction is counted in the same way. Read the current terms for the account you are considering. Look for both a transaction-count limit and a dollar limit, if stated, and check what happens once you exceed one. The possible consequence may be a fee or another term set by the provider. Repeated excess activity may carry a higher charge, so the cost of a pattern can differ from the cost of a single over-limit transaction.

Record limits and consequences together

  • Note the monthly transaction-count limit, if one is stated.
  • Record any dollar limit and which transaction types count toward it.
  • Check whether ATM, in-person, check, debit-card, or electronic transfers are treated differently.
  • Write down the excess-use fee or other consequence, including whether repeated excess activity changes the charge.

Do not assume the former federal six-transfer limit applies universally today. The practical question is what the institution’s current terms allow and charge. Review the latest transaction terms and fee schedule before opening the account.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Check exclusions as carefully as limits. Some transaction channels may be treated differently from others under the account’s terms, so a stated count alone may not show how a particular cash withdrawal, check, or electronic transfer is handled. If you expect to use a specific channel, look up that channel in the disclosure rather than assuming it is either unlimited or counted. When the documents are unclear, ask the provider how it treats the transaction type you expect to use.

Match the account to how you access money

Estimate how often you will move funds, whether you need ATM or in-person access, and whether linked checking can handle everyday spending. CFPB suggests using checking for day-to-day transactions and cash withdrawals to avoid additional savings-account fees. If the savings account is meant for reserves rather than routine purchases, limits may matter less—but they still matter if you need quick access in an emergency.

Think through a normal month rather than an ideal one. If you expect to transfer money regularly for bills or spending, see whether a linked checking account can handle those routine transactions and reserve savings for less frequent withdrawals. If cash or in-person access matters to you, check whether the provider offers those channels and how they interact with any limits. An account with a strong APY but inconvenient access or a fee-triggering transaction pattern may not fit your needs.

Know what kind of “money market” account you are comparing

A money market deposit account at a bank or credit union is a deposit account. A money market mutual fund is an investment, not a savings or checking account, even if it offers check-writing. They do not have identical legal status or insurance treatment, so compare those separately rather than treating the names as interchangeable. CFPB guidance on money market accounts

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Money market deposit accounts may have transaction limits for checks, debit cards, or electronic transfers, while some withdrawal channels are generally unlimited; minimum deposits may also apply. Verify the individual provider’s terms and applicable insurance coverage. CFPB’s money market guidance was last reviewed August 28, 2026. CFPB money market account guidance

When comparing one with a savings account, use the same practical axes: the yield available at your balance, recurring or activity-based fees, the minimums and how hard it is to meet them, access channels, and transaction limits. Check eligibility and the institution’s specific terms as well. If one option is a money market mutual fund rather than a deposit account, add legal status and applicable insurance or protection as a separate comparison point; do not treat the product names as proof that the products have the same protections.

Make the decision using your own numbers

  1. Choose a realistic balance. Use the amount you expect to keep in savings most of the time, and note if it is likely to fluctuate.
  2. Confirm the rate terms. Record the current APY, whether it is variable, its balance tier, and any minimum to earn it.
  3. Separate the minimums. Note the opening deposit, the fee-waiver threshold, and the interest threshold as distinct conditions.
  4. Count likely fees. Apply the monthly fee unless you can reliably meet its waiver terms; add any excess-transaction charge you expect to incur.
  5. Test access. Compare transaction limits and channels with your likely transfer, cash, and spending needs.
  6. Compare estimated net value. Estimate interest on your expected balance and subtract likely fees. Prefer the account that fits both your financial return and access needs.
  7. Verify before opening. Check the institution’s latest account disclosure and fee schedule, since rates and terms can change.

A higher APY may be worth a minimum balance if you can maintain it and the expected added interest exceeds any fees or access costs. If the threshold is unrealistic, compare using the lower balance you will actually keep—not the best-case balance you might briefly reach.

Before deciding, review the disclosure for anything your worksheet cannot infer from the headline offer: how a minimum affects interest, which transactions count, what excess activity costs, and whether a fee-waiver condition is practical for you. Use current terms from the provider rather than an old rate page or a general assumption about savings accounts. Revisit the comparison if your balance, access needs, or the institution’s terms change.

What fees should I look for on a savings account?

Check the monthly maintenance fee, the exact conditions for waiving it, and any excess-withdrawal or transfer fee. Record whether repeated excess activity changes the charge. Providers must disclose fees when the account is opened; later changes require written notice. Count a fee as likely if its waiver condition is difficult for you to meet consistently.

How many withdrawals can I make from my savings account?

There is no single transaction count to assume for every account. Banks and credit unions may set monthly limits, and the account terms determine the permitted count or amount, which transaction types count, and the consequences for exceeding a limit. Review the current contract and fee schedule.

Can a savings account charge a fee for too many transfers?

Yes. A provider may charge an excessive-use or withdrawal-limit fee after you exceed its permitted amount or number of transactions. Some providers may increase fees with repeated excess activity. Check the account’s current transaction terms and fee schedule rather than assuming a universal limit or charge.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Is a higher APY worth it if the account has a minimum balance?

It may be if you can maintain the required balance and the expected added interest exceeds likely fees or access costs. Keep separate the minimum to open, the minimum to avoid a fee, and the minimum to earn interest; they may differ. If you cannot reliably meet a threshold, compare using the balance you expect to keep.

What’s the difference between a money market account and a money market fund?

A bank or credit-union money market deposit account is a deposit account. A money market mutual fund is an investment, not a savings or checking account, even if it offers check-writing. They do not have identical legal status or insurance treatment, so verify the product type and applicable coverage before comparing them.

The Bottom Line

Choose based on the account’s likely net value and whether its terms fit your habits—not on APY alone. Compare the current rate and qualifying balance with realistic monthly fees, waiver conditions, transaction limits, and excess-use charges. Use your expected balance and access needs, then verify the latest account disclosure and fee schedule before opening.
