The right retirement city is not a universal “best” place. It is the place where the arts you actually attend, the services you need, and your recurring budget overlap. A reliable comparison uses three or four candidate communities, applies the same cost and livability checks to each, and then verifies the cultural calendar and everyday travel in person.
Use public data as a screening layer, not as a verdict. The AARP Livability Index can organize broad livability evidence, while Census Bureau American Community Survey (ACS) data supplies demographic, housing, and economic context. Neither source measures your personal arts preferences or produces a complete retiree budget, so your final decision requires local prices, current event schedules, and a trial visit.

What a useful comparison can—and cannot—tell you
A city comparison can reveal trade-offs: one community may offer frequent theater and museums but require a car, while another may have fewer major institutions yet put concerts, classes, groceries, and clinics within a short trip. It can also show whether a housing budget leaves room for utilities, insurance, transportation, taxes, health costs, and arts spending.
No consistent, current city-by-city dataset was established for ranking arts programming, and there is no single authoritative retirement cost-of-living ranking that fits every household. Treat a spreadsheet score as a decision aid. It should make assumptions visible and identify questions to verify, rather than create false precision.

Start with a shortlist of three places
Define what “culture” means to you
Write the activities you would use in an ordinary month, not only the attractions you admire on a tourism website. Your list might include symphony or other live music, theater, dance, museums, galleries, film screenings, festivals, lectures, studio classes, libraries, or arts volunteering. Note whether you need professional productions, community groups, daytime programs, accessible seating, quiet venues, or opportunities to participate.
Record a minimum acceptable frequency for each priority. For example, you might want two live performances monthly, a museum reachable without driving, and at least one class that meets during the season you expect to live there. This turns “cultural” into checks you can research.
Choose candidates you can compare fairly
Pick three communities that could plausibly fit your budget and health needs. Limiting the first pass to three keeps the evidence comparable and matches the AARP tool’s ability to compare up to three locations at once. You can replace a candidate after the first screen, but apply the same rules to every new place.

Set the geographic unit before collecting numbers
Decide whether you are comparing a city proper, a suburb, a county, or a metropolitan area. Daily life may span several jurisdictions, while a statistic may describe only one. AARP uses Census Places for city-level results, and some indicators use county or state geographies. A city score and a county health measure should not be treated as if they cover the same population.
Write the geography beside every figure in your notes. If your likely home is in a suburb but your preferred orchestra is downtown, evaluate both the residential location and the travel corridor connecting them.
Build a retirement cost picture, not just a housing comparison
Estimate the housing arrangement you would actually use
Compare the housing type and tenure you expect: renting, buying a condominium, owning a detached home, or moving into a continuing-care or age-restricted setting. For an owner, include property taxes, homeowners insurance, association dues, maintenance, and a reserve for major repairs. For a renter, include rent increases, renters insurance, deposits, parking, and any building or amenity fees.

Use current listings or local housing reports for the specific neighborhoods under consideration. State the month and year of each observation, because asking rents and sale prices change. A citywide median can conceal a large difference between a walkable arts district and a distant, lower-cost suburb.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsAdd recurring expenses that determine whether arts spending is affordable
| Budget area | Questions to answer for every candidate | Evidence to record |
|---|---|---|
| Housing | What would your intended home cost each month, including taxes, insurance, dues, maintenance or fees? | Address or neighborhood, housing type, estimate date, and whether the figure is a listing, quote, or published median |
| Utilities and communications | How much are electricity, heating or cooling, water, waste service, internet, and mobile service? | Typical local bills for the home size and climate; note seasonal variation |
| Transportation | Could you live with one car, no car, or occasional rides? What are insurance, fuel, parking, transit fares, and maintenance? | Door-to-door travel time to venues and essential services, not just a route distance |
| Taxes | How would state and local income, sales, property, vehicle, and retirement-income rules affect you? | Tax year, filing status assumptions, and the government source used |
| Health-related costs | What premiums, supplemental coverage, prescriptions, dental care, out-of-network charges, and routine services are likely? | Your plan and providers, plus local availability; public averages are not a personal estimate |
| Arts and social life | What will tickets, memberships, classes, donations, lessons, meals, and travel to events cost? | Current box-office or membership prices and the frequency you expect to attend |
| Reserves | How much is needed for repairs, emergencies, family travel, and a future move or care transition? | Your own annual reserve target and the assumptions behind it |
Convert annual items to a monthly amount only after documenting the annual payment and timing. Keep one-time moving costs, deposits, and entrance fees separate from recurring spending so they do not distort the retirement-income test.
Use ACS data for context and consistency
The Census Bureau’s ACS is an annual program covering social, economic, housing, and demographic information. It can help you compare measures such as household income, age distribution, housing tenure, commuting, and selected housing costs. ACS products differ in estimate period and geographic scale, so use compatible products for all three candidates.
Label whether a value is a one-year or multiyear estimate and identify the geography. A multiyear estimate may be available for a smaller place when a one-year product is not, but mixing periods can make changes look like city differences. ACS figures describe populations and housing markets; they do not calculate your taxes, medical bills, arts budget, or sustainable withdrawal rate.
Measure arts and culture as a personal-use network
Inventory the forms and venues that matter
For each candidate, create a list of venues and organizations in the area you would realistically use. Separate museums, performing-arts venues, galleries, cinemas, libraries, universities, festivals, community centers, and classes. Note whether programming is professional, volunteer-led, educational, or a mixture; variety can matter as much as the number of institutions.

A venue with a famous name is not useful if its schedule conflicts with your mobility, caregiving, or energy needs.

Test access, not just availability
Map each priority venue from likely neighborhoods. Measure evening and daytime travel by car, transit, walking, and paratransit where available. Include parking time, transfers, stairs, weather exposure, and the trip home after a late performance. Ask venues about accessible seating, elevators, hearing assistance, captioning, quiet spaces, and ticket exchange policies.
Compare the number of cultural choices within a practical travel radius, not a citywide count. A broad metro area may have many institutions but still leave you with a 45-minute trip each way. Conversely, a smaller community may provide a library, gallery, local theater, and regular music close to home even without major national institutions.
Check affordability at your intended frequency
Multiply realistic ticket or class prices by the number of visits you expect, then add transport, parking, meals, memberships, and donations. Include lower-cost options such as free exhibitions, library programs, outdoor performances, student events, and community rehearsals only if their schedules and quality fit your preferences. Do not assume that a free calendar means low total cost when every event requires a long drive.
Screen everyday livability with the AARP Livability Index
Understand what the index contains
AARP describes its Livability Index as drawing on more than 50 sources of data. The platform reports a 0–100 overall score, seven category scores, and 61 total indicators. Its FAQ describes 40 metrics and 21 policies across the seven categories. The tool can compare up to three communities.
| Category | Questions for an arts-focused retiree |
|---|---|
| Housing | Are suitable homes available at a cost that leaves room for culture, care, and reserves? |
| Transportation | Can you reach venues, clinics, groceries, and friends without driving every trip? |
| Neighborhood | Do nearby blocks provide daily services, safety, gathering places, and a sense of connection? |
| Environment | How do climate, air quality, heat, storms, flooding, wildfire, and seasonal conditions affect your plans? |
| Health | Are primary, specialty, hospital, behavioral-health, and emergency services accessible from the likely home? |
| Engagement | Are there realistic ways to meet people, volunteer, participate civically, and join groups? |
| Opportunity | Does the community support economic security, education, broadband, and opportunities to remain active? |
Arts and culture are not a dedicated category in this framework. Use the seven categories to expose practical constraints, then perform the separate venue-and-calendar review above. A high overall score cannot establish that a city has the music, theater, exhibitions, or classes you value.
Inspect indicators instead of accepting the combined score
Open the underlying indicators for each candidate and flag the measures that affect your life most. A transportation result may matter more than a small difference in an overall score if you do not want to drive at night. A health or environment indicator may outweigh a strong engagement result when specialist access or climate exposure is a concern.

| Monthly housing and recurring costs | Local housing evidence, utilities, transportation, taxes, insurance, health costs, and your arts budget | Low and high plausible monthly totals plus assumptions |

Weight the worksheet to your life
Choose weights that add to 100 percent. Someone who already has a firm housing budget might assign more weight to venue access and health services; someone managing a tight fixed income might prioritize recurring costs. Multiply each candidate’s rating by the weight and add the results, but keep the underlying notes visible.
Use a simple scale such as 1 to 5 only after defining what each number means. For example, a 5 for venue access could mean that every priority form is reachable in 30 minutes or less by a mode you can use; a 1 could mean that most require an out-of-town trip. Do not compare a 5 based on ticket variety with a 5 based on an unverified cost estimate.
Conduct a personal trial before moving
- Visit in the season you expect to live there. Weather, tourist crowds, festival schedules, and winter closures can change both costs and cultural life.
- Attend an ordinary event. Choose a typical concert, play, exhibition, class, or lecture rather than only a marquee festival. Check ticket purchase, seating, parking, accessibility, and the trip home.
- Run essential errands. Travel from a realistic neighborhood to a grocery store, pharmacy, primary-care office, hospital, bank, and the venues on your list.
- Test a no-car or low-car day if relevant. Follow the actual schedule, including transfers, walking surfaces, weather exposure, and waiting time.
- Talk with residents and organizers. Ask how programming changes by season, how early tickets sell, whether volunteers are welcome, and what transportation people use. Treat personal opinions as leads to verify, not as citywide facts.
- Price the visit honestly. Keep receipts for lodging, meals, transportation, tickets, and parking. A trial budget can reveal recurring costs that online estimates omit.
Common comparison mistakes and their fixes
Mistake: treating an overall livability score as a cultural ranking
Fix: Use the AARP score to screen broad conditions, inspect its relevant indicators, and maintain a separate arts inventory based on current calendars.

Mistake: comparing advertised rent with an owner’s all-in cost
Fix: Put every recurring housing charge into the same monthly framework and keep one-time costs separate.
Mistake: counting institutions instead of usable opportunities
Fix: Count the events, classes, prices, times, accessibility features, and travel burden that fit your routine.
Mistake: ignoring the calendar
Fix: Check more than one season and note closures, festival peaks, and periods when programming becomes sparse.
Mistake: assuming a metro area is one walkable place
Fix: Map trips from the exact neighborhoods you would consider and record the mode, duration, transfers, and parking requirements.
Mistake: using a public discussion as proof
A public retirement discussion used the wording “what are the top US cities for culture and arts – music, theater, exhibitions etc.” and also mentioned cost, convenience, health-care access, and walkability. That is one person’s framing, not a representative survey or evidence that any suggested city is superior.
Decide when the evidence is good enough
Advance a candidate only when it passes non-negotiable checks: your housing and recurring-cost range is workable; essential health services are accessible; your priority arts forms have a realistic schedule; and the travel burden is acceptable in the season that matters. If a place fails one of these, a high score in another category should not hide the problem.
For the remaining candidates, compare the weighted worksheet and identify uncertainties. If two places are close, choose the one with fewer unverified assumptions or schedule a second visit focused on the unresolved issue. Recheck prices, provider networks, venue calendars, and public-data releases before signing a lease or buying a home.

A final checklist for your move decision
- Three candidates were evaluated with the same definitions and dates.
- Every statistic has a stated geography and estimate period.
- Housing, utilities, transportation, taxes, insurance, health costs, reserves, and arts spending are included.
- Arts research covers your preferred forms, event frequency, seasonality, prices, accessibility, and travel time.
- AARP’s seven categories were reviewed through underlying indicators, not only the 0–100 combined score.
- ACS context uses compatible products rather than mixed periods or boundaries.
- A personal visit tested an ordinary event and essential errands in the relevant season.
- Unknowns are listed for follow-up instead of being replaced with guesses.
This process will not name a universally superior retirement city. It will show which places can support the cultural life you want at a cost and level of convenience you can sustain—and which attractive options fail when tested against your actual routine.
