How to Compare Overseas Suppliers Using Landed Cost, Tariffs, and Shipping

A supplier’s unit price does not show the full import cost. Compare offers using the same goods, quantity, destination, delivery point, and shipping assumptions, then estimate freight, insurance, duty, taxes, and other fees.

Compare overseas suppliers by estimating what each offer will cost to bring the same goods to the same delivery point—not by comparing unit prices alone. Include product price, freight, insurance, import duty, applicable taxes, and other fees, then check the Incoterm and its named place to see who pays, arranges, and bears the risk for each part. The result is an estimate: rates and carrier or broker charges can change.

Make the supplier offers comparable first

Before calculating anything, make sure each quote covers the same product specification, quantity, packaging, delivery location, and timing. Record the quote date and currency. Ask each supplier for the Incoterm, its named place or port, and an itemized list of what is included and excluded.

Incoterms allocate buyer and seller responsibilities, costs, and risks; they do not make two offers equivalent when the named place or service scope differs. The International Trade Administration describes 11 rules in its Incoterms 2020 overview: Know Your Incoterms. Check the precise rule and named place in the quote rather than relying on a shorthand label.

Build an estimated landed-cost stack

Landed cost is broader than the supplier’s product price. The U.S. Department of Commerce describes it as including product price, insurance, freight, tariffs and taxes, and other fees. Use a consistent destination and delivery point for every offer, and add only costs that are not already included.

  1. Start with the product amount. Use the invoice value for the quantity being compared.
  2. Add transport and insurance. Include costs required to move the goods to the relevant customs valuation point, plus insurance where applicable. Check whether the supplier’s price or freight quote already includes either item to avoid counting it twice.
  3. Estimate import duty. Use the destination market’s applicable classification, origin, customs value, and rate.
  4. Add destination taxes and fees. Include applicable VAT, GST, or other taxes, customs and handling charges, brokerage, and delivery charges not already counted.

The customs value used to calculate duty or tax may not equal the invoice total. WTO members use the Customs Valuation Agreement framework, which primarily relies on transaction value with specified adjustments; national law addresses whether transport costs to the import point are included or excluded. The World Customs Organization explains the framework in its customs valuation FAQ. The European Commission likewise identifies classification, customs value, and the applicable duty rate as factors in calculating duty: Calculation of customs duties.

Do not assume the same tax formula applies in every country. The Department of Commerce’s worked example is U.S. export guidance for a foreign buyer, not a universal importer formula. Verify classification, origin, and tariff assumptions

Identify the product’s import tariff classification in the destination market and confirm its origin. A code supplied by the overseas seller may be an export-country code rather than the full code required by the importing country. The first six digits of the Harmonized System are internationally harmonized, but countries can add digits and apply different rates. The U.S. International Trade Commission explains this distinction in its HTS FAQ.

Check whether a preferential trade-agreement rate may apply and what origin documentation is required. Tariffs depend on the product and country, and additional taxes or fees may apply; the importing customs authority determines the rate that applies to a shipment. For a decision involving a significant order, ask an importing-country customs authority or a customs broker to verify the classification, origin treatment, and shipment-specific assumptions. A tariff estimate based on an unconfirmed seller code should be flagged as unresolved, not presented as a firm cost.

Compare shipping quotes on the same basis

Request quotes from several international shipping providers, as the Department of Commerce advises in its Shipping Options guidance. Compare providers using matching assumptions:

  • Shipment weight, dimensions, quantity, and mode of transport.
  • Transit-time assumptions and service level.
  • Insurance coverage and exclusions.
  • Whether customs-clearance support, destination handling, and final delivery are included.
  • Possible surcharges and who will invoice duties and taxes.

A freight forwarder may help arrange transport and documentation and coordinate with customs brokers. Confirm each charge and responsibility directly with the provider; a quote that excludes destination handling or clearance cannot be compared fairly with one that includes it.

Compare the complete offer, not one headline number

Build a side-by-side comparison that keeps both cost and service differences visible. Do not hide a longer transit time, a different delivery point, or a less complete service inside a lower total.

Estimated total to delivery point Product amount plus freight, insurance, duty, applicable taxes, and other fees, with duplicate inclusions removed.
Freight and insurance Provider, route, mode, included services, coverage, surcharges, and exclusions.
Incoterm Rule, named place or port, and which party handles each relevant task, cost, and risk.
Tariff assumptions Destination classification, origin, rate basis, and whether any preferential rate and supporting origin evidence have been confirmed.
Destination charges Taxes, customs and handling fees, brokerage, and delivery charges, including who bills them.
Timing and uncertainty Quote date, transit assumptions, exchange-rate basis if relevant, and any unconfirmed costs.

Label the result as an estimated landed cost and show the assumptions behind it. The Department of Commerce cautions: “Always refer to these landed costs as ‘estimated.’” Recheck tariff rates, exchange-rate assumptions, shipping quotes, and unresolved charges near order placement; actual rates and carrier or broker fees can differ.
